REFORMS BADLY NEEDED
Foreign Minister Kxplains Balkan

Minister Iswolsky today delivered to the
Iouma his long-expected statement re
garding the Balkan situation. He said
he was not able to chronicle any definite
achievement toward the settlement of the
Macedonian problem, but the loyal sup
port of the Russian programme by Austria-Hungary,
Germany, Italy and France
and Its partial approval by Great Britain,
was full of promise. Reforms In Mace
donia were imperatively necessary, he
saiiV
Unfortunately there had been no sub
stantial results from previous efforts of
the powers in this direction, due largely
to the inter-racial quarreling and Jeal
ousies of the various nationalities it was
to benefit. Settlement would be impos
sible nnless it was supported hy the co
operation of all the powers, and Russia
was obliged for this reason to reject the
proposal advanced by Great Britain., In
conclusion, M. jswoisKy said that the car
dlnal principle of Russia's present policy
was a sound egoism. She needed peace
to recuperate from the effects, of the
struggle with Japan anc she therefore in
tended, at nil costs, to avoid a break up
of the European concert.
WIN A COSTLY VICTORY
French lofcat Arabs In Algeria In
Moody Rattle.
COTjOMR, Rechar. AlKcria. April 17.
A French column pouted at Taizam Hill,
which commands the plain of Tanilet,
was attacked fiercely at daylight by a
number of Berbers, who. with N'omad
Arabs, have been concentrating for some
weeks past on the Western frontier of
Algeria. Although surprised, the French
force rallied Rnd fought desperately, anil
not only beat off their adversaries, but
pursued them for six miles. So hot was
the pursuit that the Arabs In their head
long flight abandoned their dead and
wounded. Several green flags of the
prophet also fell Into the, hands of the
French.
This French victory was costly. Trn
ty-elght men. Including an officer, were
killed and 100. including ten officers,
wounded. The losses were greatest Irt
the foreign legion. The Berber losse
were much heavier, no less than 125 dead
bodies being found by the French
troops. The French pursuit was stopped
by darkness.

Sneak-Thief Caught.
John Fnery. accueed of stealing a purse
containing fcS from the room of Mrs.
DeJia Costi. at the Iaurel rooming-house,
corner of Pine and Third streets, yester
day morning, was captured by the land
lady of the rooming-house last night and
turned over to the police. The 4eft of
which Knery Is accused was committed
at 10 o'clock yesterday morning, when
K nery was seen by Mm. Costi to run
away from the place. The money was
taken from Mrs. Comi's purse during a
momentary absence from her room, and
no one was seen nearby save Enery,
whose room adjoins that of Mrs. Costi.
The mafter wa reported to the police
and Detectives Tichenor and Howell as
signed to the case.

The lumber manufacturers of the
Graya Harbor country held an important
meeting in this city last night at which
representatives from practically every
mill in the entire district, from Elma
west, were present.
The meetin wa.s called to make ar
rangements to comply with Federal
Judge C. H. Hanford's new ruling in the
lumber railroad bond controversy, which
goes Into effect next Monday.
It was decided to create three groups.
One, is to be known as the KIma group,
comprising tle manufacturers of Blma
and Montesano; the Aberdeen group, to
consist of the mills at Cosmopolisr Junc
tion City and Aberdeen, and the Horitilam
Group, all the mills west of Aberdeen.
The Fidelity Deposit Company, of
Maryland, has been selected as the bond
ing agent for each group. Under the
court's ruling- the minimum bond in each
group must be lUO.onO, and each group
will appoint a trustee to have charge of
the funds.
The manufacturers in each group put
up bonds for, each mill, in accordance
with the amount of Its product shipped
by rail, and the amount of the bonds
in the dlfffTent '.roups will be as fol
lows: BImn, J3C.O0O: Aberdeen. J20.0ft0;
Hofpilam, $;tft,000. Kadi group will create
a striking fund wherein each member will
deposit the difference between the 40 and
60-cent rate within 24 hours after making
a shipment, paying in cash or by certified
check to the trustee named for each
group.

Seattle Woman Wants) Divorce- Be
cause Husband Insists on Putting
he First Course on His Hair.

Mary Jenks asked the Superior Court to
grant her a decree of divorce from
Shehezerde Jenks on the grounds that
her husband Is a soupomaniac. She says
her husband has been marked from In
fancy with a fine frenzy for soup
vegetable soup preferred.
The couple married In Abilene, Kan.,
December 25, lWH, in the way of a spe
cial Christmas observance, but the wife
alleges that she has not spent a placid
and enjoyable Christmas day since. Ac
cording to the wife, a dish of soup placed
before her husband dethrones his reason
and wrecks his otherwise normal men
tality. There is only one thing to do with soup,
according to Shehezerde s erratic custom,
and that Is apply It to the hair. On
every other subject the husband Is sane
and practical, up to the point where the
soup arrives. Then his face lights up
with satisfaction and he dives in with
both hands, applying the lotion to his1
head briskly until his portion is ex
hausted. Mrs. Jenks tells the court that she has
borne thft patiently for years, cutting out
bouillon from the family menu, and
guarding the husband from surprise as
much as possible, but in spite of this,
Shehezerde frequently came home with
carrots, minced potatoes and shreds of
cabbage In his hair, thus evidencing that
he had dined with friends.

Another Soul-Mater Convicted.
CHICAGO. April 17. Mrs. Jennie Call,
who under the name of E. L. Gynn con
ducted a matrimonial agency In Chicago,
was found guilty today by a jury in the
Federal Court of having used the United
States mail to promote a fraud. Mrs.
Call's offense is almost identical with

citizens cleared our
name in a bout four
or five minutes and
branded the suit as
one of the most in
famous exploit
that ever blighted
the city's honor.
We believe that

should permeate the
everyday work of
hands and minds:
that it should be
taken down town
and used In busi
ness and handed out
generously to the
People we meet. We
have nromis-ed, and
we hold the promise
sacred, that we will
never stand In with
the Trust, and that
we will never sell
