more conservative aince Kichmond

I to say public building are given to
a mAjority of the members of the
House so as to ensure the support of
a majority on the vote and the Senate
is always privileged to raise the bill
as much as it can. In this way, every
Senator baa an interest in the bill and
its passage through the Ser.ate is as

The bill this session will br smaller

the treasury, but it will be big enough ,
to appeal to members, and what iYn- !

Republicans will be placed in an fm- !

upon to decide between the desire of
their const it uents for public buildings

A Shelter Tor Quail.
Kansas City Journal.
William E. McCulley. of Macon Countv
thinks he has solved the problem of preserving-
quail. He owns quite a large
farm and he discovered that quail were
beeoming more and more scarce each
year. Then he set about studying the
cause and .came to the conclusion that It
was lack or shelter. since then he has
every Spring planted sugar cane along the
siae ot uie nonows 01 nis arm and per
mits the same to stand during- the Winter.
It affords the quail not only food but
shelter of the kind h? iike. Other far
mers in Boone, Callaway and several
counties of the state have adopted Mr.
Mcculley s plan, and they think It Is
Just what was neeBed. It Is a fact tnat
quail will not stay where they cannot
find shelter. In many of the best coun
