Police Busy Watching Gangs
of Vagrants.
CAMP IN THE OUTSKIRTS
One Band of 00 Scatters Through
out City After Bring Seeu in
Snbnrba Officers Rout
Another Group of 25. '
Tramps In droves and organized bands
ara Invading- th city and it baa been
found necessnry to make special details
of policemen to round up the intruders.
Twenty-five hobos, camped around two
blr fires In Sullivan's Qtilcn Wednesday
nigtit were driven out of the city by Pa
trolmen Richards and Levins and another
army of 60 Is being watched for. having
managed to march Into the city and dls-
perse before officers could round them up.
The odd spectacle of 60 dlrt-begrlmed
and weary pilgrims trooping Into the
city was witnessed at an early hour yes
terday morning by Trusnt Officer White,
who Immediately reported the cavalcade
to police headquarters. At the time the
Invading army was resting at Clinton and
Division streets, on the East Side. They
managed to scatter, however, before be.
lng rounded up.
By days the vagrant horde Infests the
North End and loafs about the park
blocks. Because of the presence In the
city of large numbers ot worklngmen,
temporarily out of employment, it Is dif
ficult for the police to pick out the un
employed from the unemployable.
That the hobos are in the habit of
camping In the woods about the city,
however, has been learned by the de
partment. Sullivan's Qulch. the favorite
rendesvous, will be Invaded nightly by
the police hereafter. Not a few are
smart enough to get Into the woods en
tirely outside the city for their night's
sleep.

THE star of "Cupld at Vassar" Is
new to Portland, but her first ap
pearance here last night at the Heillg
was the occasion of a cordial welcome
"it the part of an audience which seemed
favorably disposed toward Florence
Gear, her supporting company and her
play. "Cupid at Vassar" is clearly the
result of the success which attended
"Strong-heart," "The College Widow"
and other plays dealing with under
graduate life. The author's name is
not announced. It may be Miss Gear
herself, or Jules Murray or Paul Gll
. mora or any other of the affiliated mem
bers of tha Murray staff. In spite of Its
Incongruities and occasional triteness.
It serves to hold the Interest, and, all
things considered, makes a pleasing
evening's entertainment. The central
character Is a breesy country girl who.
out of spite for Imagined slights, en
gages herself to the bumpkin who runs
the village bank at home and who Is
supposed to possess the wealth of Far
thest Ind.
There Is a hero, the real possessor of
the heroine's heart, who affects automo
bile toga and is the victim of his sweet
heart's half-sister, who holds out his
( letters and does other unworthy things
characteristic of a cattish young woman
who has been mildly scorned. In the
middle distance are a tolerably funny
character "njgger" man-servant, a
drngonetque college matron and a bevy
of attraotlv college girls. The four acts
are laid in the country town and at
Vassar. There are a number of spright
ly musical numbers, which accounts for
the designation of the piece as a mu
sical "play. Each of the girls represents
a distinct character and they differ from
the typical Chora s girls in that they
seem quite genuine, wholesome and con
siderably like the bright students they
are supposed to be.
Miss Gear is a comedienne of consid
erable ability, suggesting in appearance
and methods our delightful friend, Marie
Cahlll. She has a very good singing
voice and Is altogether an actress with
charm.
. Rose Bird, who has the part of Helen
Conway, was a distinct favorite last
night and Is probably the most capable
member of the support. The most at-w
tractive song number la I Only Want
the Band to Play a Walts for Me."
"Cupid at Vassar" Is deserving of sup
port from local theatergoers. There
alll be performances tonight, tomorrow
afternoon and night.

CALL FOR BIDS ON ARCH
Executive Board Is TJnwilHnjIy
Forced Into Contract by Council.
An ordinance that passed over the
veto of Mayor Lane last week bobbed
up serenely at a meeting of the street
committee of the City Executive
Board yesterday afternoon, and creat
ed quite a sensation. This proejtdes
for an appropriation of IJ580 to be
used In the construction of an arch of
welcome to be placed at Sixth and
Hoyt streets during the Rose Carnival.
On tho ground that it was unwise to
spend that amount of public money for
a temporary structure, the Mayor
vetoed it. but it passed orer his disap
proval. "Let's see that thing," said Mayor
Lane, when the ordinance came up
yesterday afternoon In the meeting at
which he presided.
After examining the ordinance care
fully, evidently to see that it was
regular in form, the Mayor was silent
for several minutes, leaving Commit
teemen Sabln and Wilson to make
some suggestion as to what should be
done.
"It seems a shame to spend the
money in this manner," commented Mr.
Wilson.
"Well, I guess our only course Is to
do as the Council tells vs. and that
Is to construct the arch of welcome,"
said Mr. Sabln. "Let's Just instruct
the City Auditor to advertise for bids."
This was done and the festival arch
Is now 'assured.
