City Treasurer Werlein yesterday trans
ferred (H".!0 of municipal fun. Is from
the lnltecl States National Hank to the
safety depoult vaults of the Security
Savings A Trust Company, at Fifth and
Morrison streets. This makes a total of
:mn,imo which the cicy has tied up and
withdrawn from circulation because of
leeal technicalities that bar It from de
posit with any bank. Within one year. It
i estimated, the interest on the 'money,
were It placed on deposit, would aKure

to the municipality because of a charter
provision.
Mr. Werlein had intended to place the
surplus funds In a new safe that was
furnished hhn by the Kxecutlve Board
two days afro, but it developed that the
(are sent to the City Mall is but a tem
porary one. and Mayor I.ane advised
acalnst placing money In It. Mr. Werlein,
therefore, decided to make use of a vault
tented by the city from the Security Rav
ines Trust Company. An additional
JKi.OOO. now lorked up In the vault at tha
City Hall, will be transferred later to
the downtown safety deposit vault.

whether the City Hall committee secured
the beat aafe for the money In awarding
the contraet to the Mosler Safe Com
pany. A complaint has been made by
the Portland Safe Company to the effect
that discrimination was shown, but this
Is dented by the members of the com
mittee. The latter declare that there Is

assert the award was made In good faith
and without any attempt to discriminate.
The Portland Safe Company' bid was
the lowest, it Is admitted, but the mem
bers of the committee say that It did not
rnme up to the proper specifications.

details.
The transfer of tifin.mo to the safety
deposit vaults yesterday afternoon
caused much Interest. A larse crowd
watched Mr. Werlein. Deputy Sheriff
Tleslng- and Patrolmen Murphy and tioltjt,
as they wheeled the sni;ill trinit from a
1arre wagon Into the bank at Fifth and
Morrison streets. H required the com
bined strength of the four men to handle
lite truck. There were it: sacks, contain
ing twit each.
Mr. Werlein expressed regret that he
had to withdraw the funds from circu
lation, but as the City Council and Mayor
I.ane refused to authorize hint to put it
on deposit In a local hank, he Is bound
by law to keep It under his personal
rhhrge. The funds can be used only for
city business. The charter provides tliHt
hanks desir ing to handle deposits of city
funds must notify the Treasurer by the.
first Monday In April; otherwise the
Treasurer must maintain personal
charge of the funds. It has not been
decided whether the funds will be trans
ferred to the City Hall after the new safe
is Installed.

J. P. KAVANAUGH PRESIDES
Numerous Aspirants for Nomination
for District Attorney Trewnt
Claims for Consideration.
Fair-Sired Audience.
Political oratory was on tap last night
at the Empire Theater, when candidates
for the Republican nomination for Cir
cuit Judre. District Attorney and Coroner
addressed a medium-sized audience. In
terest was shown by the voters present
and hearty applause was frequently ac
corded the speakers. The feature of the
meeting was the more or less friendly
roasts handed to each other by the can
didates for the District Attorney nom
ination, of whom there were a number
present.
Stereoptlcon slides of the Columbia
River bar and a number of marine views
were shown by George S. Shepherd, can
didate for Congressman. Frank D. Hen
nessy enlivened the proceedings by sing
ing two songs.
George W. Baker arranged the meeting
of the candidates and gave them the use
of the Morrison-street playhouse. He
introduced J. P. Kavanaugh. City Attor
ney, who presided. Ben 1j. Norden, can
didate for the nomination for Coroner,
was introduced and In reply to the state
ment made that there should be a county
morgue said this is a matter for the Leg
islature to determine and that the Coro
ner has now power In the matter.
Karl C. Bronaugh. candidate for the
nomination to succeed himself as Circuit
Judge for Department No. 1. Multnomah
bounty, characterized the statement that
he is in favor of restricting personal
as a "damnable He." He said his plat
form is the oath of office, the only plat
form a Judge may have.
Ij. A. McNary. who seeks the same
nomination, spoke briefly, giving his ex
perience in the practice of law In Port
land and his long residence here. Liike
Judge Bronaugh, he was well received.
Geer and Slieplicrd Talk.
T. T. Geer. candidate for the nomina
tion for Congressman, made an interest
ing address, outlining briefly the needs of
Portland and the state, among which he
placed emphasis on a deeper channel to
the sea as well as an open river into the
Interior. He brought out that his expe
rience in public office in this state stands
him in good stead if elected to Congress.
George S. Shepherd, his rival for the
nomination, spoke next. He introduced
considerable novelty by showing a num
ber of marine views through a stereop
tlcon. tog-ether with charts of the Colum
bia River bar. showing how the Jetty has!
deepened the channel to deep water out
side. He laid stress on the need for more
work for a better harbor and said that
he is In a position to see that more is
accomplished to further the Interests of
the port.
W. R. McGarry. who Is running against
Bronaugh and McNary for the nomina
tion Circuit Judge, pledged himself to act
fairly toward all If nominated and elect
ed. He pointed with pride to the fa''t
that he Is not indorsed or supported by
any organisation whatever. ,
James N. Ha vis. candidate for the
nomination for District Attorney, said
his qualifications are such that lie can
serve Impartially and satisfactorf I v to
all.
K. T. Tapsart. who seeks the same
nomination, promised to enforce all the
laws all teh time. lie said he favors
Sunday closing- and attacked Judpe
Cameron's campaign argument that he
has collected a large amount of fines
for the city, saying that just he can
not be measured by money. Hp a 'so
criticised Cole's argument that he pros
ecuted the furniture trust: saying- It
was no prosecution at all. but that the
dealers all ploHded guilty.
Cole Promises-to Support Nominee.
.lames Cole denied having; any fueling;
of enmity toward any other candidates
and said he would willingly support
the nominee for District Attorney If he
were defeated at the primary. lie de
nied 'being1 a. carpetbagger, as he had
been called by Otis Moser, who said he
went from teh depot upon his arrival
here a few years ago to the office of
Cnlted States Attorney, where he was
deputy. He said he had been In Port
land over a year before he was ap
poin ted.
George J. Cameron pointed to his
record as police judge as an evidence
that lie Is qualified to be District At
torney. He said he had no paper to
toot his horn, so he had to speak for
himself. He said the economy with
which he has administered his office
should recommend him.
Gus C. Moser started the fireworks
and said Judge Cameron should not re
ceive the votes of Republicans, for If
he were taken from the position of Mu
nicipal Judge. Mayor Lane would ap
point a Democrat. He said that a cer
tain indorsement of Cole ought to be
enough to defeat hlin.

cution of the furniture trust was." said
Moser. "We are told that the trust had
robbed the people of teh city of thou
sands of dollars, and the furniture men
weer taken Into court by Cole and fined
$25 each. Wasn't that awful! Then
Sinnott tells about bis great case, in

In again calling attention to my candidacy for the Repub
lican nomination for Jndge of the State Circuit Court, Depart
ment No. 1, the position to which I was appointed by the
Governor to succeed Hon. Arthur L. Trazer, deceased, I wish to
say that my time and attention have been so absolutely pre
occupied by the accumulation and congestion of judicial busi
ness brought about by the enforced holidays of the Fall and
early Winter, that it has been impossible for me either to plan
or to put into execution any campaign to advance my political
interests. Closely confiaed to the courtroom every day, it has
not been possible for me either to effect an organisation of
workers or to see the voters personally, or even to address
them through personal correspondence. During the three
months since taking my seat on the bench, January 7th, I have
personally tried 45 contested cases, some of which have run
through four and five and even six days, and have conducted
my court over time and into the night in order to do my part
toward keeping the trial docket from running behind. Under
these circumstances, I respectfully ask yon to accept this public
communication through the press as an adequate expression of
my desire for your good will and solicitation of your support at
the primaries tomorrow, and I earnestly ssk my friends to take
time to vote.
To the vast number of new voters in our county, I beg to say.
that my home has been in - Portland for nearly 40 years. 1
received my early education in the public schools of this city
and have practiced law here for 18 years. I have paid taxes in
this city and county for 20 years, and prior to this year never
drew a dollar out of the public treasury.
As to my qualifications for the office, I rei-r only to my rp
pointment by the Governor, which was made entirely without
solicitation on my part.

port of the voters on Friday.
Henry West brook talked briefly on

nominated and elected.

All day yesterday the County Clerk and
Ids deputies were busy gathering up elec
tion supplies and gptttnfr them in shape
to be taken to the various precinct
polling places. Some supplies were taken
out yesterday, but tlie most of them will
be taken out hy the Sheriff today.
