Mayor I-ane 9 words were fuel added
to the flames, and oaued bitter utter
ances from several of the members who
are politically opposed to the executive
and his advisers. Mr. Bennett criticised
the Mayor and the way and means com
mittee, which is composed largely of
those who support the Mayor. Mr Ben
nett said the Mayor and the committee
should have informed the Council tha
it could compel the telephone companies
to furnish necessary cables, and thereby
all trouble woud have been avoided.
Councilman Cellars asked where the
members were supposed to secure their
information as to the terms of fran
chises, and Mayor Lane replied:
"Read up."
Mr. Cellars then read from the City
Charter a provision which makes it the
duty of the Mayor to cause an mve?ti
ration into all franchises and to report
to the Council m his annual messages.
He remarked that ha had never found

terms of telephone franchises now tin

for the needless expenditure of re

SMUGGLER PUTS UP BAIL

business. Yeeterday J. Williams, who
was caught by the Custom House In
spectors, accompanied by a United States
Deputy Marshal, yisited a safety de
psit vauit and smiled as he counted out
f!50O In gold pieces, the amount ot
the bail fixud by the Federal officials.
The officer, who had the smuggler in
charge almost had hearf failure when
W illiams opened up his strons box and
the J'.itO did not even give the box the
appearance of havine been raided.
Williams was caught red-handed with a
box containing 245 five-tael cans of opium.
When arrested. Williams, who declares
that he served as a soldier at San Juan
and In the Philippines, said that he had
been paid by other persons- to ship the
box from Kelso. Washington, to Port
land. United States Attorney McCotirt
and the arresting officers tried to get
Williams to disclose the identity of his
confidents, but he refused to "crack."
He was taken before United States Com
missioner Sladen. and after entering a
plea of guiy. asked to have bail fixed.
The amount called for was J150O, and
without a wink. Williams asked that he be
allowed to visit his safety deposit box.
Xow the offirtals are wondering if, after
all. that Williams is not the leader of the
gang of smugglers instead of only the
stool pigeon, as he declares.

city In the past, but when the Music
Festival was planned with the aid of the
Chicago Symphony Orchestra, tinder the
direction of Herr Adolph Rosonbecker. It
was decided that a vocal chorus worthy
of Portland be organised. And the re
sponse was very gratifying. Portland's
professional singers, along with church
choir and music society singers and vocal
students. have worked nearly three
months, patiently rehearslnar. And now
they are about to appear, sno atrong. for
tha great test In public.
ljut night the building of the big
chorus platform at the-Armory was com
pleted, and the singers sat in the seats
they will occupy at the concerts. The
choruses were sung with that dash and
promptitude, now that fairy touch and
then that powerful volume of color, that
mark the nnlshed tone of a finely trained
chorus. The ensemble -work Is of profes
sional quality and the voices are much
better than those heard In visiting theat
rical choruses. Trained singers, with that
confidence in tone production that comes
from noma study and environment, make
up a real musical treat.
The last rehearsal before tha concerts
will be held. In private, at the ArmoVy.
tomorrow afternoon at s o'clock, when the
chorns will meet for the first time the
Chicago Symphony Orchestra and Hrrr
Rosenbecker, conductor. To enable this
rehearsal to be held the management of
the Music Festival has hired a special
train to bring the orchestra from Seattle,
where It gives a (concert tonight. The vo
cal soloists with the Chicago Symphony
Orchestra are: Genevieve Clark Wilson,
soprano: Rose Lutiser Gannon, contralto;
John Miller, tenor, and Arthur Middle
ton, bass. Frans Wagner Is solo 'cellist
and assistant conductor: Edith Maxom
Gray, solo pianiste, and Jan Van Oordt,
concert meister and violinist.
Tomorrow night Fruch's "Fair Ellen.'' a
Scotch cantata, will be sung, and an or
chestra programme will also be given.
Saturday afternoon a children's concert
has been arranged, and Saturday night
Goring Thomas' "Swan and Skylark" will
be aung. followed. by an orchestral con
cert. Sunday afternoon Handel's "Mes
slah"' will be sung, to be folowed in the
evening by a grand concert participated
m by the orchestra and visiting soloists.
The demand for seats Is large and seats
are now on sale.
MAYOR RAPS THE COUNCIL
Speaks Before Men's Clnb of the
White- Temple.
Mayor Lane was the principal speaker
last night at the regular meeting of tha
Men's Club of the White Temple, and his
remarks concerning the practical work
ings of the city government were enjoyed
by about 50 members of the club. The
Mayor said that he had tried, since enter
ing into office, to convert some of the
city fathers to his way of thinking, but
admitted that he had failed.
Mayor Lane' took up each branch of the
city government and explained how its
business waa done. During his talk he
took several gentle raps at the Council
and said that the people themselves were
to blame when unfavorable franchises
were granted and other important mat-
