MAYOR
Josselyn Rejects Proposal to
Lease Plant.
OFFER IS FAR TOO LOW

President Josselyn, of the Portland Rail
way. Light & Power Company, addressed
a letter to Mayor Lane yesterday in re-y-ly
to his communication suggesting that
the- city lease the city lighting system
owned and operated hy the company
wfi!rh Mr. Josselyn heads. President
Josselyn'a letter suggests that Mayor
Iane Is not sincere in his proposal and
further states that while the company is
willing to entertain a proposition, it must
,come from reliable persons, with author
ity to act and to carry out the negotia
tions. Mr. Josselyn writes that he does
rot understand either the Mayor or Coun
cil is invested with authority to do so.
President Josselyn's letter follows:

We shall be very much pleased to entertain
a proposition from you on the above lines,
although it is usual In the negotiation of
such important matters to first establish the
ability of the parties entering Into such a
dipeuraton to cany the negotiations to a con
cl union. I do not urderatand that the. Mayor
or the City Council has any such authority.
For your information I might add that 6
per cent upon the apparatus you propose leas
ing from us would barely cover the Interest
we pay on the investment, and would allow
rot hlnf for depreciation, which should be
figured at a rate of at leaM. IS per cent
per annum. Neither would the proposed rate
of H to of 1 cent per kw. hour be any
thing like an adequate return for the cur
rent to be furnlshsd-, and if such a price is
considered reairwiable by you nothing; will be
rained by further discussion of. the matter.
W hether we would sell to the city the ap
paratus we us for municipal lighting would
depend entirely upon .the result of negotlar

bidder.

ev, George K. Jackson, formerly
pastor of the African Methodist Episcopal
'Aon Church, at Twelfth and Main
stroets, this city, who was injured by be
ing run down by a streetcar at Third and
Alder Ftreets several months ago, died
at Paso -nobles, Cal., March 26, from
the injuries received at that time.
Rev. Mr. Jackson was on of the most
highly educated and widely known colored
proRchers in the United States. He spent
much of his time In going from one dty
to another establishing organizations and
building churches. He had a remarkable
history. He was born a slave In Vir
ginia In 152. "When he was but a mere
c.ilM his mother, after-two unsuccessful
attempts at escape, with the aid of the
hrHtlonintJ. finally reached New York.
The hoy was placed In the public schools
of Now York and there became ac
quainted with Rev. Henry Ward Beecher,
The great clergyman interested ablmself
1n the boy and superintended his educa
tion. After graduating from the public
schools, young Jackson was sent to II
llnms College, at Richmond. Va.. and
after completing the course at that In
stitution, was sent to the University of
Berlin. He remained abroad for three
years end on his return to the "United
6 tat os Joined the New York conference
of the African Methodist Episcopal
Church. Ills work consisted In establish
ing churches for members of the negro
yace in various parts of the country, an
undertaking In which he was peculiarly
successful.
