Sensational developments are looked
for before the application for a fran
chise by the National Automatic Fire
Alarm Company Is disposed of in the
City Council. The whole administration
may become involved. The llnea are
tightly drawn, and both sides are girding-
on their armor. During a session
of the streets committee, which has
the application under consideration.
Councilman Cottel made a decidedly
tartllng statement yesterday after
noon. He declared that, in less than
ten years the franchise, if granted, will
be worth at least $50,000 a year to the
company.
"Figuring on the basis that the fran
chise will be worth at least 50,000 a
year to the company, if it is granted,"
said Councilman Cottel, "I think that
the vote of each Councilman favoring
it should be worth $1000 a year, as a
life annuity. -It is one of the most
valuable franchises ever sought from
the city, and I will never vote for It.
Furthermore, the Chief of the Fire De
partment and the City Electrician are
opposed to it, saying it would inter
fere with the wires of our own sys
tem." What Councilman Cottel meant by
the words uttered by him Is a matter
that has created a good deal of dis
cussion. Taken in connection with a
recent signed statement by W. H.
Beharrell. a prominent furniture dealer,
to the effect that the Councilmen are
afflicted with "an itching palm," the
declaration of Councilman Cottel Is re
garded as a veiled charge of venlaltty.
Councilman Kellaher, who is also
outspoken against the granting of the
franchise as applied for by the Auto
matic Company, listened to Council
man Cottel's words with a smile on
his face, then eaid:
"One thousand dollars as an annuity
should stop the Itching.'' and displayed
his palm before the committee.
Council Beldlng. who is not a mem
ber of the street committee, was seated
near Councilman Cottel when the latter
made his statement, and cautioned him
to modify it.
"If you think you want the company
to give you $1000 a year for your vote,
that is all right," said Councilman
Beldlng, "but don't include the rest of
the Council; leave us out. 8fl I, for one,
don't want the annuity. Your statement
does not look good In print, and should
never have been made."
The streets committee, which was
presided over yesterday by Councilman
Wallace, in the absence of Counrllman
Vaughn, discussed the proposed fran
chise at length and finally referred It
to the City Attorney, Chief Campbell
and -ity Electrician Savarlan.
Cut Valuation of Franchise.
At a meeting of the streets commit
tee of the City Council, yesterday after
noon, a recommendation was made to
the Council to cut the valuation pay
ments on the United Railways fran
chise for the first five years from $!00
to $200 a year. The difference is dis
tributed over the remaining 20 years
of the life of the franchise, so as to
bring up the total valuation to $31,000,
as fixed by the executive board.
HANCE SHOOTS HIMSELF

pressed over his own financial affairs.

time, and this is thought to have ag
gravated the worry.
Mr. Hance was born In "Wilmington,
Del., 6$ years ago, and came to Detroit
In 178. He was admitted to the bur and
in U9 was appointed Postmaster. When
the. Union Trust Company was organized,
he was made secretary and later vice
preMrtent. President F. W. Flair of the Union
Trust Company and Henry Russell, one vf
the directors and the company's legal
cnunnel, denied emphatically that the
affairs of the Union Trust Company are
in any way involved by Mr. Hance s finan
cial difficulties. They also deny that the
affairs of the failed City Savings Bank,
for which the Union Trust Company is
receiver, are entangled because of Mr.
Hnces management,
Mr. Hance was at his office yesterday
as usual and spent the early evening
at cards with his family. The suicide
came just at the eve of two or three
months vacation with salary, which the
officers of the company were planning
to give him.
Close friends say that Mr. Hance's
personal affairs had been badly entangled
for some time and that he had been un
' drrgoing a severe mental strain as a re
sult. About four weeks ago the Union
Trust Company was. In a measure, re
organized and Prank W. Blair, Auditor
of the Peoples State Savings Bank,
elected president, which office had been
vacant for about a year since the death
of Willtam C. McMillan.
W hile it Is intimated by some that dis
appointment over the elevation of an
outside man over him in the Union Trust
Company contributed largely to Mr.
Hance's depression, Henry Russell, di
rector and legal counsel, says that Mr.
Hance had been told long before the
election that he could not be made head
of the Institution.
Milwaukee Progressing Favorably.
NEW YORK. March 6. President
Rarling, of the Chicago. Milwaukee & St.
Paul Railroad, was in conference yester
day with the members of the road's ex
ecutive committee and discussed with
them, it was stated, the progress of the
Pacific Coast extension.
Recently this work has been pushed
under favorable conditions, particularly in
the matter of wages and the cost of sup
plies, which have declined sharply, with
the result that the St. Paul has effected
important savings.
The line to Butte has made rapid prog
ress, and Is act far advanced that it can
be completed In the near future. Work
on the line farther west also has pro
gressed favorably.

A new high-pressure area has made ota
appearance over Western Oregon and the
disturbance yeBterday over Southern Idaho
has moved rapidly eastward to the Great
lakea. No rain of consequence has fallen on
the Pacific elope during the last 24 hours,
and the temperatures have risen slightly,
exrept In Southern Nevada, and, Southern
Utah, where It Is colder.
The Indications are for fair weather In this
district Saturday, except In Northwestern
Oregon and Western Washington, where
cloudiness will Increase and be followed by
rain.
