Banking Kule Without Result.
LOS ANGEM1S, Feb. ST. The order of
the Ixs Angeles Clearing-Houso an
nounced yesterday by which 27 of the
smaller banks of the county will be bar
red from clearing-house privileges unless
they arrange for increase of their caultal
to a minimum of 1 300. 000 by September 1,
had no effect apparently today. Local
bankers are of the opinion that the order
will have results six months hence, when
it becomes effective, and that there is not
even a remote possibility of radical action
by depositors at this time. Some of the

and will easily comply with the regula
tion, while others, it is said, will be com
bined under the required capitalization.

Gillett, H. Vv'elnstock, a merchant of

sulsory arbitration of labor disputes &
force in that country, In which, Mr.
Welnstoek explains, interest has been re
vived by recent utterances of President
Roosevelt. Mr. Welnstoek will first visit
Mexico, Cuba, Europe and India.
