CLUB OUTLINES THE WORK
Grading and laying of Belgian
Blocks on Portsmouth Avenue Is
the Most Costly Project Yet

It is proposed to grade and pave
with Belgian blocks Portsmouth ave
nue between WHIamettte Boulevard
and the harbor line, a distance of
J9.I0 feet. This is the most extensive
and important improvement projected
on the Peninsula for - several years,
" and was formally taken up at the
nieetlnsr of the University Park Board
of Trade Monday night. T. A. Ketch
urn, who lias been advertising this
improvement, submitted a full report
of the project to the Board. Owing
to the great cost of the work, an
assessment district will be formed,
and it is estimated that 274.000 cubic
yards of material willl have to be
moved.
Mr. Ketchum announced that the
grading had already been practically
provided for. The Standard Oil Com
pany, he said, will take about 125,000
cubic yards of material for use In fill
ing up its ground, and the Union Oil
Company will take nearly as large a
quantity for its fill. The O. R. & N.
wants part of the dirt, and what is left
will bo used to carry Portsmouth ave
nue out to the harbor line for a public
dooki The grading would cost between
3 and 35 cents a cubic yard, making
the total cost $To,000, If It were not
for the material to be used by the
companies named. The grading will
leave a 10 per cent grade at the steep
est place. The sidewalks and Belgian
blocks will cost about $46,000. The
street Is 80 feet wide.

Bullets flew thick and fast in the shoot

in a saloon this afternoon, and when the
smoke of battle cleared away, Mike Obro
dovich and Don Bostrovich, laborers, lay
prostrate on the floor, the former shot
through the hand and right breast -and
the latter in tne groin. The shooting was
done by J. J. Smiljanyck, 20 years old.

Sentenced for Delcylng Mails.
GARFIELD. Wash., Keb. 4. (Special.)
Mark E. Tain, formerly a lettercarrier
at Long Beach, Cal., has pleaded to a
charge of delaying the mails and retain
ing letters in his possession, and has
been sentenced to a term of 15 months in
Jail. Toung Tant was th first white
child born in Garfield, his parents hav
ing been respected pjoneers of the Pa
louse country.

Coupons Sue April 15, Notwith
standing Court's Order.
That depositors in the Oregon Trust St
Savings Bank should be entitled to clip
the' interest coupons-on telephone bonds
due April 15, is the belief of Louis J.
Wilde, president of the German-American
Bank, and he promises that depositors in
the closed bank who signed for telephone
bonds in lieu of a part of their balances
in the bank, shall receive the interest on
the bonds for the past six months. The
next semi-annual Interest payment Is
payable upon the presentation of the In
terest coupons, and it was the proposition
of the reorganizers to elip these cou
pons and divide the interest equally be
tween the bank and depositors who
signed for the bonds.
Mr. Wilde has been In favor of paying
the whole interest coupon to depositors
who pledged themselves to take tele
phone bonds, and says that If the reor
ganizes do not agree to turn this in
terest over to depositors, he will take ac
tion himself, and pay them this Interest,
deducting it, if necessary, from the cer
tificates of deposit in the closed bank
held by the telephone people.
"In the provision made by the court
for the payment of interest on telephone
bonds to depositors who took telephone
bonds," said Mr. Wilde, "the date when
Interest is to commence should be Jan
uary 15, Instead of February 15, for this
would be half the six months between
regular interest coupon payments. The
setting of the date at February 15 was a
mistake. At any rate, I shall insist that
creditors of the bank who took telephone
bonds have Interest paid from the date of
the last coupon, which was in October.
If the bank does not see fit to agree to
pay this interest, I will see that the tele
phone company pays it and deducts the
amount from its certificates of deposit
in the bank."

Ls'tle has turned in his stock In the
Oregon Trust & Savings Bank, amounting
to J2o,000, to Receiver Devlin, so this
clears away the last of the stock held in
the old bank, so that the reorganization
is free to go ahead withput any claims
being held against the bank's assets out
side those of the creditors.
Judge Gantenbeln will band down his
decision In the merger case at 9:30
o'clock this morning in Department No. 4.
There is no doubt in the minds of those
directly Interested that this order will be
favorable to the reorganization. The
court has shown a disposition to go to
the bottom of the merger plans and place
such safeguards as would Insure the ab
solute protection of the depositors in the
defunct Institution. It is believed that
this has been accomplished.
Receiver Devlin was confined to his
home yesterday with a cold.
Cannot Forbid W omen to Smoke.
NEW YORK, Feb. 4. The ordinance
recently passed by the Board of Alder
men forbidding women smoking in pub
lic places was vetoed yesterday by Mayor
McClellan.
The Mayor stated that the Aldermen
have no power to make such a law.

TACOMA, Feb. 4. For several even
ings strange red and green lights
have been seen at high altitudes at
Tacoma, Kent and other places along
Puget Sound . and as far south as
Grays Harbor. Yesterday, while a
Northern Pacific train was waiting for
a drawbridge- in the Tacoma yards,
the engineer saw a strange object very
high in the air and somewhat ob
scured by the heavy weather. He
called the conductor's attention and
finally ' several passengers saw It.
Tourists who had fleldglasses de
clared the object to be an airship and
said It carried a Japanese flag.
That It is a Japanese airship, carry
ing spies who are studying the Coast
topography. Is the firm belief of many
persons.
