At a. spirited meeting of the Repub
lican City and County Central Commit
tee, held last night at Alisky Hall, the
committeemen from the Eighth Ward,
who wnt on record against the candi
dacy of Gus C. Moser for District At
torney, received, a gentle reprimand. A
resolution oalling for a mass conven-,
tlon of three delegates from each of
the precincts in Multomah County was
also adopted and amended to the effect
that the committee does not favor the
indorsement of candidates by the con
vention. The resolution culling for
the mass convention was bitterly fought
and Just as stubbornly supported, and
when it came to a final vote, thoBe In
favor of the resolution won out by two
votes, the result standing 24 in favor
of and 22 against the resolution.
Ths discussion on the resolution was
lengthy, nearly every committeeman
present presenting his views. About
half of those present saw in the res
olution a return to the old convention
system, and a movement to violate the
spirit, if not the letter, of the direct
primary law. W, W. Banks spoke
against the adoption of the resolution,
but when the vote was taken and he
found that the resolution had been
adopted, he moved that the action be
made unanimous, which was done.
Some See Danger Ahead.
The resolution calling for a mass
convention of Republicans was drawn
up by a committee consisting of A. B.
Manlcy, Ralph B. Moody, M G. Griffin,
Dr. Kmmet Drake, Frank Sinnott and
Richard Delch. Mr. Manley wan chair
man of the commltte and, after the
resolution was presented, defended it
against the attacks of those who saw
in it an opportunity for the mass con
vention to make a slate. Just as was
done In the days before the primary
law became effective. -
W. M. Davis was in favor of the
resolution., but not as it stood. Mr.
Davis waited until the smoke of the
verbal battle had cleared. Then he
offered a resolution to take the sting
out of the original measure and ap
peased those who had opposed Its pas
sage. The resolution first adopted, while It
freed the central committee from being
a party, in case the mass convention
decided to recommend candidates for
election before the primaries, left the
field wide open. The Davis resolution,
which passed Just before the meeting
adjourned, puts the convention on rec
ord against the recommendation of
candidates. The resolution follows:
"UesolvedrThat It is the sense of this
committee that the mass convention
called for by the resolution passed at
this meeting Indorse no candidates for
the various offices to be voted for at
the next primary election."
Take Up Moser Controversy.
With this battle settled, the chair
man, C. M. Idleman, called for action
upon a resolution. Introduced by W.
M. Davis at a previous meeting, con
demning the action of the committee
men from the Eighth Ward in taking
a stand against tius Mneer. A com
mittee consisting of W. M. Davis, J. E.
Magcrs, John Gill ' and Arthur W.
Orton had been appointed by Mr.
Idleman to investigate the action of
the Kighth Ward committeemen and to
make recommendations. The recom
mendations were in the shape of a res
olution which called for the tabling
of the original Pavis resolution. R. C.
Wright spoke for the Eighth Ward
committeemen. The resolution reported
by the committee and which was finally
passed did not call upon the Eighth
Ward committeemen to- rescind their
action against Moser, but declared
further action of the same' character
would be unwise. The Eightli Ward
committeemen were out In force and
did not express themselves openly at
the action taken. The resolution fol
lows: We. your committee pointed upon
the resolution Introduced by W. M. Da
vis at the last meeting of said commit
tee on the 20th of January, 1908, submit
the following report:
Kirst We recommend that the said
resolution introduced by Y. M. Davis
be laid on the table.
Second' It is the sense of your com
mittee that It would be unwise at this
time for the committee as a whole or
any part of the committee acting Inde
pendently of the whole committee .to
either Indorse or condemn the candidacy
of anv person for any office.

WEATHER. CONDITIONS.
During the fast 12 hours the barometer has
fallen over Washington and risen slightly
over California. This change In the distri
bution of pressure has caused southerly
winds. Instead of easterly, along the Oregon
Washington coast, and an Increase of cloudl-
e generally throughout this district. The
cloudiness -was followed at scattered places
by a light misting rain, which nowhere
amounted to more than one or two hundredths
of an Inch. The temperature has remained
nearly stationary.
The Indication are for rain Wednesday in
Western Oregon and Western Washington,
and for rain or snow In Eastern Washing
ton and Northern Idaho. Fair weather will
probably continue In Eastern and. Southern
Idaho.
