TWO VESSELS GLEAR
Marthe Roux and Miltonburn
Complete Wheat Cargoes.
RECORD - BREAKING MONTH
Grain Shipments to Date Are Nearly
Double Those of Corresponding
Period of Last Year Lumber
Exports Are Much Heavier.
The French bark Marthe Roux and
the British bark Miltonburn cleared
yesterday for the United Kingdom tot
orders, with 255. 018 bushels of wheat.
The French vessel carried 95,932 bush
els, valued at $80,500, and the English
man carried 159,086 bushels, valued at
$135,000. . The clearance of these two
craft brings the outbound foreign fleet
up to . eight vessels.
Total wheat shipments for the month
amount to 715,051 bushels, which Is
close, to double those of December for
the corresponding time. During the
first eight days of December the wheat
shipments amounted to 426,245 bushels.
"With the amount of tonnage In port and
the number of craft which are ready
to receive cargo, it Is possible that
the present month will break' all rec
ords for exports of grain, lumber and
flour. December was short on foreign
lumber shipments, not a single cargo
having cleared for foreign ports. Up
ward of 6.500,000 feet have cleared so
far during January.
Lumber business coastwise has fallen
off considerably, and very little timber
will go to California ports during the
present month. Steam schooners and
nailing crafts are being tied up ,ln
large numbers and the crews dis
charged. There, is a heavy movement
of wheat south, but the regular ves
eels are handling the trade and char
ters for steam schooners are few and
far between.
DIVERS WORKING ON" WRECK
Boiler of Annie Comings' Located at
Bottom of River.
Divers working on the wreck of the
steamer Annie Comings have succeeded
In locating the boilers of the lost craft.
They are in 35 feet of water, and with
in a few feet of the spot where the col
lision took place, between that craft
and the French baVk Europe. Yester
day afternoon the sailing vessel was
moved several hundred feet upstream.
In order to give the divers a better
chance to work, v The use of -the Gov
ernment snagboat Mathlna has been
necured to raise the boilers of the Com
ings. The stern of the Annie Comings Is
secured to a dolphin near Reeder's. That
portion of the boat contains the en
gines and barges and wrecking appli
ances have been sent to the place for
the purpose of securing them.
The steamer Georgie Buxton is oper
ating In thf nine a of th Annfp Com
ings between Portland and . Washou
gal. It was the Intention of the West
ern Towing & Transportation Company
to place a steamer in service between
Portland and The Dalles in the near
future, but the accident to the Com
ings has disarranged .the plans. The
boat was to hav handled the business
of the Open-River . Transportation
Company.

Notice Is hereby given that Ten-Foot Rocks
buoy, a US third-class spar, marking a barge
load of rocks accidentally dumped 250 feet
from high-water mark, on Whaler Island, San
I mis Obispo Bay, California, has gone adrift.

Collision i'n Mororan Harbor.
FRANCISCO, Jan. 8. The
Standard Oil Company's tanker Ashta
bula, which arrived from Mororan Mon
day night, reports that on December
10, when lying at anchor in Mororan, a
strong northwest gale sprang up and
caused the British steamer Seminole to
drag her anchors. The Seminole was
carried across the bow of the Ashta
bula and collided with the tanker. In
the collision several plates on .the star
board quarter of the Seminole were
stove in, and she was otherwise dam
aged. The Ashtabula stem and haw
ser pipes were also damaged:
George W- Elder Off the Dock.
The steamship Geo. W. Elder will be
lowered from the drydock this morning
and she will at once proceed to her
dock at the foot of Seventeenth street.
The Elder will sail for the South to
night on scheduled time. On arrival
In Portland Tuesday morning the
steamer Elder had a loose propeller. It
was necessary for her to. go on the
doc k to have the damage repaired.
Thle was done in record time.
Ship Verbena Chartered for Wheat.
The Portland Flouring Mills Com
pany has chartered the British ship
Verbena to carry a full cargo of wheat
from Portland to the United Kingdom.
The vessel is now in the Harbor of
Callao, and will leave immediately for
the North. She la registered at 1719
net tons.
St. Helens Clears.
ASTORIA, Or., Jan. 8. (Special.) The
steamer St. Helens cleared at the Custom
House today for San Francisco with, a
cargo of 300 bushels of barley and 1.300.000
feet of lumber. Of th- latter. 175.000 feet
were loaded at Rainier and4 the balance
was taken on at Portland.

The steamship Breakwater will sail
tonight for Coos Bay port.
' The British ship Claverdon finished
loading yesterday and will move to the
stream today.
The British ship Clackaraannanshlre
has completed her outward cargo and
will leave down this morning.
The investigation into the loss of

President Opposed to Creating Any
New Cabinet Office.

ington, Jan. . 7. The fact that President
Roosevelt is opposed to the creation of
any new cabinet offices will probably
serve to defeat numerous bills, now pend
ing, to create a department of mines. For
several years Western men have. advo
cated the creation of a new department
to have absolute jurisdiction over mines,
mineral lands, and the handling of mine
products. But never has Congress given

serious consideration to the question,
either because there was no general in
terest in the- subject, or because many
men were opposed to the creation of such
a department. But now that the Presi
dent has expressed his disapproval, no
legislation will be possible.
. The President suggests, and many men
believe, that it might be well to create a
bureau of mines in the Interior Depart
ment, similar to the General Land Office,
and transfer to that bureau such parts of
the Land Office and Geological Survey as
handle matters affecting mines and min
eral lands. If anything is accomplished
along -this line at the present session of
Congress it will be legislation creating a
Bureau of Mines, conducted by a Com
missioner of Mines1, who will have rank
with the Commissioner of the General
Land Office. Should this be done," the
Land Office would be relieved of certain
very Irksome duties, and the mineral
work of that office could be brought in
closer touch with the mineral work of
the Geological Survey.
ADMEN PLAN A BANQUET

Plans for a "jollification banquet" to be
given by the Portland AdC1ub are near
Ing completion. It will be held at the
Hotel Lenox Saturday evening. January
18. at which time every member of, the
Portland Ad Club is expected to be pres
ent to give the Northwest delegation- to
the annual convention of the Pacific
Coast Advertising Men's Association a

being attached to the 11:45 P. M. South
ern Pacific train.
Already reservations have been spoken
for by about 20 persons and it is safe to
say that every berth will be taken. Mon
day night the Eugene Chamber of Com
merce voted to send its manager. John

Mr. Hartog was formerly in similar work
in California. Hood River, hearing of
what the Willamette Valley is doing. Is

E. H. Libby. president of the Lewiston
Clarkston promotion committee, was in
the city yesterday and said that body had
Instructed Its secretary. R- A. Rohra
bacher, to attend the Oakland meeting and
discuss the subject, "Beware of Lewiston."
Mr. Libby also said that he had just
signed a contract . with David R. Mc
Glnnis to place J6.O0O worth of advertising
for the committee this year.
J. H. "Whyte. manager of the Astoria
Chamber of Commerce, has made a reser
vation for the trip and will exploit the
city by the sea. Yakima has reserved
space in the car for their advertising
manager, who will tell the California
people about that section.
Many people outside the club are taking
advantage of' the very low rate made by
the "Southern Pacific for the advertising
men and are making reservations
through R, M. Hall, president of the
coast association. .
Today and tomorrow will positively be
the last days for discount on West Side
gas bills. Portland Gas Company.
Chicago Tbe shortage of teachers is so
great that 360 rooms were without them

Freight Rates, of New North
Bank Road Appear Today.
GO INTO EFFECT AT ONCE
Products of Territory Tapped Will
Be Carried Part Way by Steamer
Until Portland & Seattle Com
pletes Road Into This City.
The first freight tariff to be. Issued
by the Portland.' Seattle Railway,
giving rates from Portland to the new
territory tapped by the North Bank
road, will appear today from the offices
of Harry M. . Adams, general freight'
and passenger agent for. the new Hill
road. The tariff is a Joint one of the
Portland . & Seattle and The Dalles,
Portland & Astoria Company, the Hill
steamer line on the Columbia. It In
cludes elass and commodity rates .be
tween Portland and Vancouver and
stations on the Portland 4; Seattle
Railway from Avery to Pasco via Lyle.
The tariff contains rates on grain,
flour flaxseed and mill feed, potatoes,
onions, salt, cereals and cereal prod
ucts, fruit, vegetables and shingles.
Class rates on various classes of mer
chandise from Portland to the follow
ing stations are thus shown in the new
tariff: Cliffs 47. 39, 33, 28, 22, 24, 20,
15, 15, ZVt Roosevelt 65. 55, 46, 39,
32, 32. 26 20, 16, 15; Plymouth 86, 71.
60, 61, 40. 40, 34. 26. 21, 17: Hoover 97,
81. 68, 58, 46, 39, 29. 24, 19. Rates on
grain, potatoes and onions from Hoover
and Plymouth Will be 15 cents a 100
pounds, and from Roosevelt and Cliffs
124 cents.' Shingles will be carried 1n
carloads from Portland to al points on
the line for 15 cents a 100 pounds.
This tariff is an entirely new one, for
there has been no -former rate sheet
covering this territory. Products of
the district to be tapped by the new
road were shipped .across the Colum
bia and came out by the O. R. & N. or.
bj the river steamers operated by the
Open River Transportation Company.
It was not necessary, to give the. usual
notice required by the. Interstate Com
merce Commission, because of the pro
vision by that body In the 'issuing of
tariffs 'by new railroads. The rates
will, be put in .effect at once and freight
will be carried by steamer part way
until the Portland & Seattle completes
Its line Into Portland. The rates just
named will be substantially those in ef
fect on tho railroad when, completed.
Temporary offices of the Portland &
Seattle Railway will be moved during
the next few days from Room 14 in the
Union Depot to the Portland & Seattle
freight house at Eleventh and Hoyt
streets. This will not be a permanent
location, but will be used until office
quarters can be found downtown. It is
likely the officials flnally'will settle In
the new Commercial Club building, but
these quarters will not be ready for the
next 50 days.. "
Circulars were issued yesterday an
nouncing the appointment of Harry
Adams as general freight and passen
ger agent for the Astoria & Columbia
River Railroad and naming R. H. Jen
k4ns as assistant to Mr. Adams, both
on the Astoria & Columbia River Rail
road and the- Portland & Seattle. The
headquarters of both officials wilt be
Portland. This action gives the same
officials charge of the A.' & C and the
P. & S., which was anticipated at the
time the Astoria road was purchased by
the Hill interests.
GIVES CROSS-TOWX SERVICE
Old Schedule. Partly Restored on
Mount Tabor Line.
Changes- have been made in the sched
ules of the Montgomery and Mount Tabor
car lines. These lines have been con
solidated and the Mount Tabor cars will
cross the Morrison-street bridge and run
to the head of Montgomery street. The
new route will be taken up by the Mount
Tabor cars commencing next Friday. The
Sunnyside cars will make the loop around
Third and Yamhill streets, as at present.
President Josselyn finds there is a de
mand for a cross-town service such as
will be furnished by the new Mount
Tabor route. People in the East Side
suburbs can thus reach ye heart of the
West Side residence district without
changing cars.. It is believed this will
prove a great convenience.
A short time ago the Mount Tabor and
Sunnyside cars wer,e on a similar run,
but delays encountered at- the bridges
made it advisable to take them off and
run them only as far as Third and Mor
rison. Better service will also be givfen on the
Mount Scott division of the Oregon Water
Power & Railway Company commencing
next Saturday. Trains of two cars will
fie operated on that line on a minute
schedule, instead of single cars on a 15
minute schedule, as at present. Instead
of four cars an hour, as at present, the
new schedule will furnish six cars an
hour, adding considerably to the passen
ger capacity of the line.
The older cars in service on the O. W.
P. lines are being repainted and refitted
and are being returned to 'service as fast
as possible.
- W. E. Coman Go-es East,
W. B. Coman, assistant general freight
agent for the- allied Harriman lines in
this territory, left last night .for Chicago,
where he goes to attend the meeting of
the Transcontinental Freight Bureau.
The session will last several weeks and
a large amount of detail work will be
taken up and disposed of. - At ' the same
session an effort will be made to get out
the new transcontinental east and west
bound tariffs.
Westbound Traffic Grows.
Reports compiled" by the different rail
roads entering Portland show that the
westbound freight handled to this city
during the month of December is con
siderably larger in. volume than it was
for. the corresponding month of 1306.

er's visit to that city, throws some
light on the remarkable success of the
