COLUMBIA RIVER smelt, which have
been rather high in price; are down
now to 8 or 30 cents per pound, or three
pounds for 25 cents, so that even the
most economically minded housekeeper
may indulge in them. Learn to bone
them, if you don't already know the
trick. For frying in deep fat, they are
easier to handle and more attractive for
service if bent in a circle with the tall
through the eyes unless, of course, they
are1 very small. An easy style of prepar
ing them, so that they "eat good," hot or
cold, is to pack them, sardine-fashion. In
a shallow baking dish the brown fire
proof kind Is good, cover them with a
discreet mixture of vinegar and spices or
white wine (If you use it) and bake in a
moderate oven. BernalBe sauce is good
If you serve them hot; or mayonnaise and
lemon siloes, if cold.
But there are other fish In the market
besides smelt fine tyee trout at 20 to.
25 cents per pound; stripped bass at the
same price; salmon and catfish, 15 cents
per pound; tomcod, black cod, halibut, all
about 124 cents per pound ; and fresh her
ring 10 cents. Both Eastern and Califor
nia lobsters are to be had, the former
at 60 cents and the latter at 25 cents per
pound, and shrimps, clams and crabs as
usual.
' There was nice fresh salmon roe at 10
cents per pound from which a number of
dainty dishes can be concocted. I know
one woman who has a method of making
a sort of imitation caviare, which is much
esteemed by her family and friends.
If you are looking for an "egg substi
tute" for breakfast try some of the newly
arrived "Finnan haddies" at 20 cents per
pound. It is almost a National Scottish
breakfast dish, and good either broiled
or creamed and in any other way.
Wild geese are again to be had at
about 75 cents each, and snipe at 25 cents
each, or 45 cents per pair. Turkey costs
about 27 cents per pound and chicken
about 20 cents.. There are good pigeons
just now at about $1.25 per dozen.
As for fruit, the list is nor a very long
one, but much can be done with good
oranges and apples, bananas, ried fruits
and nuts. Oranges range In price from
15 to 50 cents per dozen. Ooad cooking
apples from COO per box and tfancy ap
ples from $1.50 up. Pineapples -were good
at 40 cents each, and there weve some
nice Malaga grapes at 30 cents. There
are still a few persimmons at SO 'cents
per dozen and aligator pears at 5 cents
each. Ordinary pears are about 2a cents
per dozen but not specially attractive.
There are also good cranberries and
rather sad looking huckleberries. 3thu
barb is 15 cents per pound. Green beans,
wax beans, green peas, egg plant And
tomatoes are all 20 cents per pound. Cau
liflower costs 15 to 20 cents each and Hot
house cucumbers 25 cents each.
After all the extra rich eating and
drinking incidental to Christmas and New
Tear celebrations, many people who ara
not regular vegetarians are inclined to
say with Wordsworth
"The common growth of Mother Earth
suffices me," '
and adopt for a while a somewhat plain
diet in which meats and sweets play
subordinate parts. ' In such cases the
housekeeper will do well to turn her at
tention to the delicate serving not only of
varied and well planned salads, but also
of "dressed" vegetables and meatleBS
vegetable stews and soups In which very
delicious flavors can be brought out by a
wise combination of materials. The plain
"soup vegetables" can be glorified In
several ways. Oyster plant, celery root,
artichokes, different kinds of squash and
cabbage for stuffing, spinach, leeks, Brus
sels sprouts, green peppers, radishes,
head and hothouse lettuce, celery and
watercress axe all available and make a
vegetarian diet easy to manage even
though we are at a season of the year
when you most often -hear a weary sigh
accompanying the question, "What on
earth shall I order for dinner today?"
or lunch, or supper, as the case may be.
FRANCHISE 1S OPPOSED
Council May Demand Share of Fire
Alarm Company's Profits.
The application of the National Auto
matic yire Alarm Company for a 23-year
franchise In this city came before the
committee on streets of the Council, at
its regular meeting yesterday afternoon
and was laid over for one week, at which
time it and the United Railways franchise
will be made special orders of business.
It Is practically certain that the Council
will demand of the Fire Alarm Company
more than the franchise drafted by Rich
ard W. Montague, Its legal counsel, now
provides.
That the Council will demand a share of
the gross earnings of the company, should
a franchise be granted, Is evident from
the declaration of Councilman Rushlight
to that effect at yesterday's meeting. He
said he would vote to give the concern a
franchise if the city can receive its por
tion of the gross earnings: otherwise not.
The National Automatic Fire Alarm
Company has operated in Portland for
nearly 15 years, but has never had a fran
chise, merely paying a yearly license.
Its officers now seek a franchise from
the Council, and an ordinance, drafted by
Its attorney. Is before the streets com
mittee for discussion and recommendation
to the Council for final action. It seems
to be the general opinion among the mem-
bers of the committee that the franchise
Bought Is one of the most valuable re
cently asked for, and the prevailing senti
ment Is that if a franchise is granted. It
must call for a certain per cent of the
company's gross earnings.
As drafted, the franchise allows the city
practically nothing In return for the privi
leges sought. It agrees to give to the
city all the boxes installed by the com
pany now in service and to give the city
the benefit of the service thus afforded
and of the wires that may be strung by
the concern. The boxes, automatic and
auxiliary, at present In service, are said
to be worth $6000. At the same time,
however, the company operating them is
realizing handsome profits from the sys
tem. .
SEEKS ARREST OF TENANT
Dr. E. O. Smith Says Feyler Stole
Household Goods.
Dr. H. O. Smith appeared in the Munici
pal Court yesterday afternoon and se
cured a warrant for the arrest of J.
Feyler, whom he accuses of larceny.
Dt. Smith said that Feyler rented a fur
nished apartment from him in one of his
houses at 286 Fourteenth street and after
having occupied It for a month decamped
without paying rent and taking with
him a great many articles of furniture,
chinaware, linen, silverware, etc.
When Dr. Smith was -notified that the
man had decamped he instituted a search
snd ascertained at the Postofflce that
Feyler had left an order to forward his
mall to Kalama. A decoy letter was
sent and traced from Kalama back to 4S8
East Thirty-second street, where It was
learned that Feyler had moved direct
from Dr. Smith's apartment house and
had adopted the means described to hide
his whereabouts.
Judge Cameron issued orders that all
the stolen property be seized and brought
to the court, where It will be used as
evidence. -

COUNCIL SEESTHE LIGHT
Will Grant No More Special Privi
leges on Streets.
The action of the committee on streets
of the City Council, In voting to refuse
permission to the Corbett estate to place
an air vent on the sidewalk on the Fifth
street side of the Corbett building- at
Fifth and Morrison, indicates the attitude
of the members on such special privileges
In Portland. It heralds the end of the
granting of permits for the occupation
of the streets and .sidewalks, it Is said,
and means that no more such favors will
be forthcoming while the present Coun
cil is in power, at least.
F. F. Freeman, attorney for the Cor
bett estate, applied for & special permit
for the vent in the sidewalk at a meet
ing of the street committee two weeks
ago. At that time there was consider
able opposition to the petition In the
membership, as It was thought by some
that the time had come to deny all
special privileges. However, In view of
the fact that the Council had granted
permission to the Wells-Fargo building
for three even larger sidewalk vents,
some thought It but fair to name a spe
cial committee to investigate the matter
In relation to the Corbett building. This
consisted of Councllmen Kellaher and
Rushlight, who reported adversely yes
terday. Their report was adopted,
Councilman Drtscoll voted to grant the
special privilege, inasmuch as the Coun
cil had allowed the three vents to be
put In on the Sixth-street side of the
Wells-Fargo building, and when the mat
ter was voted down yesterday, he an
nounced that he would make a minority
report to the Council,, that the petition
be granted.
Mr. Freeman pointed out yesterday the
inconsistency of allowing one man to use
the sidewalk for vents and forbidding
another, but Councilman Vaughn, chair
man of the street committee, said that
the committee had learned it was wrong
In granting past favors of this kind, and
that It could not change Its policy any
too soon.
Twelve Mills in Lone. .
EUGENE, Or., Jan. 3. (SpeciaL) The
County Court today fixed the tax levy at
12 mills, which, is 2 mills lower than last
year. The division is as follows. State
2.9, county school 3.5, library 0.05, road 1,
county 4.55.

Meat Inspection.
"The last bulletin of the health department re
ports that during the week the city meat inspectors
at the Union Stockyards condemned and destroyed
16,190 pounds of meat. None of this meat came
from the large packing establishments, for all the
meat handled in them, whether it is to be sent out of
the city or to be consumed here, has to pass the rigid
examination of Government inspectors, whose care
ful work has been praised by Secretary Wilson. No
plant in which there are . Government inspectors is
allowed to turn out uninspected products for any,
purpose."
It is a part of this same magnificent network of
U. S. Government inspection that is providing Ore-'
gon with sound Oregon meats. Just contemplate the
effect had those 16,190 pounds of unsound meats
that were destroyed in Chicago, been sold over the
counter and consumed by those innocent buyers I
