CHANGE IN THE SERVICE
Joseph Jacobs Receives Promotion
for ServUais Rendered.
OREOONIAN NEWS BUREAU, Wash
ington, Dec. 18. A number of important
changes in the personnel of the Recla
mation Service in the State of Washing
tun are announced. Joseph Jacobs, for
mer district engineer at North Yakima,
has been promoted to a position on the
staff of consulting engineers, and C. H.
Swlgert has been appointed to the posi
tion of Tleton Project engineer with, per
sonal charge of all matters relating to
the work, acting also as prf-V engineer
for the Sunnyside project until another
appointment is made. ,
Mr. Jacob's promotion is a proper rec
ognition of merit and faithful perform
ance of duty. For two years he has de
voted every energy to the prosecution of
his work in the valley. He entered upon
his duties when conditions were chaotic
and when the outlook for the Initiation
of a great National work In the valley
was not hopeful. Largely through his
efforts the conflicts over water rights,
which had become serious, were adjusted.
Owing to his close .application and the
severe strain of corkinuous service, Mr.
Jacob's health failed. He will not enter
upon his new duties until he has taken
a short leave of absence.

Get-Rlch-Quiclt Broker Arrested In
- Chicago. '
CHICAGO, Dec. IS. J. C. Dean, head
of the firm of J. C. Dean A Co., stock
and bond brokers, was arrested last night
on a charge of obtaining $31.50 on worth
less checks from A. M. Roberts, pro
prietor of the new Waldorf Hotel.
Dean opened his office eight months
ago. The firm Immediately started an
aggressive advertising campaign In the
papers of Chicago and other cities. As
Inquiries came in Dean sent out glowing
prospectuses and references, and in each
case before making a contract insisted
that advance amounts of from J50 to
11000 or more be paid for various "ex
penses." The "expenses" having been paid, lit
tle or . nothing further, it is alleged, was
done by the Dean firm.
Postoffice inspectors seized Dean's mall
and 400 unpaid advertising bills from
papers all over the United States.
New Drydock Projected.
SAN FRANCISCO, Dec. 18. The Bul
letin says that within a few months the
Union Iron Works will let a contract for
a floating drydock large enough to ac
commodate all vessels that come to this
port, with the possible exception of' the
Pacific Mall liners Mongolia and Manchuria.
EXHIBIT BLOODY CLOTHES
Prosecution AVouId Prove Walker
Was Shot In Back.
DENVER,, Dec. 18. The bloodstained
garments worn by Secret Service Agent
Joseph A. Walker on ' the morning of
November 3, when he was shot and killed
at a coal mine near Hesperus, Colo., were
exhibited on a dummy figure today to the
Federal grand Jury which is Investigat
ing the killing.
By the location of the bullet holes in
the clothing, and by -the testimony of
the surgeons' who held a post-mortem
examination of the body of Walker, the
Government expects to prove that Walker
was shot from behind. It is understood
that District Attorney Earl Cranston will
ask for indictments against seven men.
Including Joseph Vanderwelde. who
claims to have shot Walker in self-defense,
and William Mason, who was with
Vanderwelde at the time, on the charge
of conspiracy to kill Walker.
Gallagher Returns to Testify.
SAN FRANCISCO, Dec. 18. Ex-Supervisor
James I Gallagher, who will be the
principal witness for the prosecution In
the trial of Patrick Calhoun, accused of
bribery, has returned from the East.
Railroad Manager Not Guilty.
NEW YORK, Dec. 18. Alfred H. Smith,
vice president of the New York Central
Railroad Company, was acquitted today
of a charge of manslaughter, brought In
connection with the wreck of the Brew
ster express, at Woodlawn. last February,
In which 24 persons . were killed. Justice
Kellogg delivered the verdict.
