WILL BE HARD HIT Must Pay on $47,000 for Each Mile, Besides Being Assessed for Over $16,000,000 That Here tofore Kscaped Taxation. Beside more than doubling the assess ment of the railroads In Multnomah County, Assessor B. D. Sigler has as sessed these corporations on a 75-per-cent valuation for all bllla receivable. This is the first time in the history of the county that this asset has been considered tax able, and means that the Oregon Railroad & Navigation Company will contribute taxes to the county on an item of $16, 180.000 that has heretofore escaped taxa tion. All other corporations have been assessed on the same plan, by which has been added several millions of dollars of valuation to the county assessment roll. In 1S06 the Oregon Railroad & Naviga tion Company was assessed $17,000 a mile for its roadbed and $3000 a mile for its rolling stock, on the main line, or a total assessment of $20,000 per mile. This i, ihA nnmnanv has been assessed $47,- ix-O a mile for its roadbed and rolling stock. This estimate for assessing this corporation was based on its earnings. The average earnings of the corporation in Multnomah County for the last five years was computed and considered 10 per cent of the capitalization of the com pany. The capital stock of the corpora tion having been thus estimated, the value of $17,000 a mile was determined by dividing the capitalization by the num ber of miles of railway in operation. By the last report filed by the Oregon Railroad & Navigation Company with the State Tax Commission it was reported to have cash on hand to the amount of $425,000 and bills receivable aggregating $21,013,000. Assessor Sigler contended that this asset should bo assessed as other ac counts are assessed, and listed these evi dences of wealth at three-fourths the sum total, or $16,180,000. The assessment of the roadbed and "rolling stock of the Northern Pacific Railway Company was also increased this year to $17,000 a mile. For its main line the Southern Pacific will pay taxes this year on a valuation of $30,000 a mile for Its roadbed and $3000 a mile for rolling stock. For Its branch lines, .the Fourth Btreet and Jefferson-street divisions, the company has been assessed $20,000 a mile for roadbed and $2000 a mile for rolling took. ,' ' , . The items referred to herein Include only roadbed, rolling stock and bills re ceivable of the different companies, and in addition to which the railroads are also assessed for all other property they own In the county. All other transportation corporations operating In the county have been listed at proportionately high valu ations, with the result that the aggre gate of this year's assessment roll for Multnomah County will exceed $200,000,000, as has been announced. Estimating the income in taxes from the item of $16,180,000 of bills receivable, with which the Oregon Railroad & Navi gation Company has been assessed this year, on the same tax levy that was made In 1S0S and amounting to 16 mills, the county will receive from this one Item the Bum of $256,000.
