Mat Get Widd Street Yet. Secretary
O. EX. Carter, of the Montavllla Improve
ment Board, expressed the opinion yes
terday that Villa avenue will yet be made
SO feet wide from the city limits through
the Ladd farm to a connection with East
Gllsan street. The avenue has already
been established SO feet wide betwen West
avenue and the city limits, and It only
awaits the appointment and action of the
viewers to make this effective. Mr. Car
ter bases his opinion that the whole
street will yet be widened on what he
terms a favorable change of sentiment in
Center Addition, which has been hostile,
and where the widening was frustrated
between West avenue and the Wibergf
lane at Chauncey Ball's farm. He says
that several meetings have been held In
Center Addition recently and the situa
tion discussed. A considerable number of
the property-owners, he says, do not like
the idea of a narrow street through Cen
ter Addition with a wide street on both
sides. The street will be 80 feet wide
when it is opened through the Ball and
Ladd farms. "I really think Center Ad
dition will come to the idea of a wide
street before long," declared Secretary
Carter.
Electrolysis of Water Pipes. Fore
man Gray discovered that practically all
the service water pipes on Grand avenue,
which have been down for some time, are
badly affected by electrolysis and should
be replaced before the permanent pave
ment is laid. These pipes, he says, are
now In such condition that they should
be replaced at once. Mr. Gray eays that
at the south end of Grand avenue, near
Inman. Poulson & Co. "8 sawmill, where
the big power plant is located, the serv
ice pipes are so badly affected by electro
lysis that they have to be renewed every
few months, and gives Instances In that
neighborhood .where pipes have been re
newed every year for some time. The
electricity escapes to the pipes, it is
thought, from the street railway, and eats
holes in them at short intervals. 8o far
no remedy for the devastation by electric
currents of the water mains has been ap
plied, although Dr. C. H. Raftety thinks
he has a cure for it. It is considered a
little unfortunate that the hard, surface
pavement on Grand avenue will be laid
before the old service pipes are replaced.
Will Dedicate Next Month. -The new
Vernon Presbyterian Church will be
dedicated September 22. It was hoped
to dedicate September 15, but owing to
the delay in getting the pews the cere
mony had to be postponed one week.
Rev. G. A. Blair, the pastor, worked with
great energy to raise funds and complete
the building, and the closing of the Ore
gon Trust & Savings Bank was the only
backset received in connection with the
erection of the church. Money to the
amount of 250 was on deposit in the bank,
which was to be used for the paying for
the plastering. Most of this was depos
ited Tuesday, the day before the bank
closed Its doors. The building and
grounds represent an expenditure of
15000.
Latino Last of Pipe. One block only
of 16-lnch water main can be laid on
Grand avenue between East Alder and
East Washington streets, for the reason
the water committee has no more pipe of
that size. An order was placed for the
Grand-avenue pipe last April in the East
but it has not yet arrived, and it Is
not known when it will come. If the
street Is paved before the shipment ar
rives it means that the pavement must
be torn up and partly ruined when the
pipe Is laid.
Wants Fire Alarm Boxes, An
nouncement that 25 of the new tire alarm
boxes recently purchased are to be placed
on the East Side has aroused a desire that
some of them should be placed in tho
Brooklyn 'district. Fourteen of these
boxes have been assigned south of Haw
thorne avenue. A special meeting of the
Brooklyn Republican & Improvement
Club has been called for tomorrow night
to take up the Are alarm box question and
also some other matters.

Death From Menivoitis. After an Ill
ness of four days, Millie M. Hewitt died
Monday of spinal meningitis at 1477 East

MacNaughton. of MaeNaughton, Ray
mond & Lawrence, architects, and Miss
Gertrude Hutchinson, sister of the late
Reno Hutchinson, the prominent Y. M'. C.
A. worker, were married at the home of
the bride, 891 Jackson street, at 8:30
o'clock last night. Dr. Edwin L. House,
of ' the Westminster Congregational
Church of Spokane, officiated. The wed
ding, which was a quiet one, was to have
been postponed until next month, but
was held last night, owing to the depart
ure tonight of Mrs. MaoNaughton's
father to the East on business. After a
short trip Mr. and Mrs. MacNaughton
will return to Portland Saturday.
Clemens Lobes Auto. The big Mitchell
touring car owned by W. J. Clemens was
stolen from near the circus grounds while
the owner and his family were attending
the Rlngllng shows.. The party went to
the circus in the machine and left it
standing on Raleigh street, about a block
and a half from the main entrance, and
while they were enjoying the amusement
furnished in the big tent someone took
charge of the automobile and rode away
In it. The matter has been reported to
the police and all the officers have been
ordered to keep a sharp lookout for the
vehicle. The number on the machine is
city tag No. 217.
Death of Mrs. George H. Powers.
Mrs. George H. Powers, of 350 Morris
street, died yesterday at 1 P. M., aged 59
years. Mrs. Powers had resided In Port
land for the past 17 years, coming to this
city from Utah, where she lived 10 years.
Her husband, George H. Powers, three
daughters, Mrs. George H. Matson, of
Ogden, Utah, Mrs. Charles P. Winters,
of Spokane, and Miss Gertrude Powers, of
Portland, and a son, George W. Powers,
survive her. The funeral will be held to
morrow morning at 9 o'clock from St.
Mary's Church.
Funeral of , John E. Bitton. The
funeral of John E. Sitton, a real estate
dealer of Portland, who died at the Mar
quam. building last Sunday, was held
from Flnley's undertaking parlors at 4
o'clock yesterday afternoon. Mr. Sitton
had been in the real estate business in
this city for the last 12 years and had
been a resident of Portland for the last
25 years. " For some time he was in the
furniture business with F. 8. Chadbourne
& Co. The interment will be at Roches
ter, N. Y., 'where two sisters survive their
brother.
St. John to Vote on Charter. At the
meeting of the St. John Council last night
only routine business was transacted.
Mayor Couch did not name a City En
gineer to succeed C. L. Goodrich, as it
was expected be would do. It was an
nounced that the proposed- charter will
be ordered printed by the Council next
Tuesday night, when provisions will be
made for a special election to adopt or
reject the charter.
Judge Cameron's Vacation. Mayor
Lane yesterday appointed V. K. Strode to
preside over the Municipal Court in the
absence of Judge Cameron, who yester
day left Portland on a vacation of 10 days
or two weeks. Judge Cameron will spend
bis vacation in Seattle and Rosslyn, B. C.
Funeral of Katherinb Batcheller.
The funeral of Katherine Edith, the in
fant daughter of Dr. and Mrs. J. M.
Batcheller, was held yesterday afternoon

Ordinance for Milk Inspector.
Councilman Cottel has decided to
draft at once an ordinance providing
for the appointment of a city milk In
spector. For some time Dr. Cottel
has had this purpose in mind and has
been encouraged to go ahead with it
without delay by the support of Mayor
Lane and Secretary Yenney, of the
State Board of Health.

has Just been created and R. O. Cowling
has been appointed to the place, jar.

Farrell, general manager of the Oregon &
Washington, and was connected with
Julius Kruttschnitt's office in Chicago
some time ago. Trainmaster Cowling's
headquarters will be at StarbucK.
W. M. Gleason, formerly train dis
patcher at The Dalles, has been made as
sistant superintendent of the Washington
division of the O. R. & N., with head
quarters at Spokane. He succeeds L. F.
Pennington, who resigned. F. F. Spaulding,
of Mr. Gleason's staff In The Dalles tele
graph office, has been promoted to the
position of chief dispatcher.
Hardware Rates Discussed.
An Informal discussion of proposed
changes in grouping, rates and other
traffic questions relating to the transcon
tinental shipment of hardware by the
railroads was held at O. R. & N. head
quarters yesterday afternoon between
Assistant General Freight Agents -Coman
and Skinner of the Harrtman Interests
and representatives of the hardware trade
in Portland and other coast points. The
conference was without direct results, but
may lead to changes in the future.

Portland Will Entertain Kikujiro
Next Week.
Kikujiro Ishll," Chief of the Bureau of
Foreign Commerce of Japan, will arrive
In Portland next Tuesday and will remain
two days. During his stay Mr. Ishll
will be entertained by the various com
mercial bodies of Portland and the Jap
anese residents. Details of the reception
are now being arranged 'and will be pub
lished later.
As the head of the Japanese Bureau
of Commerce, Mr. Ishll is probably the
person best qualified to speak of matters

relating to the trade relations between
Japan and the United States, which are
of vital interest to this state. He has
held his present hlgrh position for a
number of years. He was formerly Con-sul-General
to Corea, Secretary of Lega
tion at Pekin and later at Paris.
Mr. Ishll Is at present in San Fran
cisco, and in bis public addresses, has
impressed the merchants and offi
cials of that city with his wide knowl
edge of the commercial affairs of both
nations -and his desire to bring about
closer relations between them. In speak
ing of the difficulties between the Cali
fornians and Japanese- immigrants, Mr.
Ishil's remarks have been most reassur
ing, and are .calculated to have much
influence in reestablishing the good
will that formerly prevailed.
OFFICERS TO LEARN LAW
New Manual Will Contain Ordi
nances Referring to Police Duty.
"Every policeman his own lawyer,"
is the motto of Thomas G. Greene,
chairman of the Police Committee of
the Executive Board. Chief of Police
Gritzmacher and Mayor Lane are of
the same opinion, and hence it has been
decided to add to the manual a list of
the city ordinances, which the patrol
men are most generally called upon
to enforce. The book is now in the
hands of the printer, and will be ready
for distribution in a short time.
The police manual is being revised
and additions made, to bring it up to
the present status of the city's growth.
The charter has been amended bo as
to give the police department ser
geants, and rules and regulations for
them had to be formulated and incor
porated in the books of rules, carried
by every member of the force, from
the chief to the jailers. The most im
portant feature of the manual, how
ever, is the addition of the ordinances
more generally coming to the atten
tion of the patrolmen on their - dally

ordinances to his list, and he must
familiarize himself with the laws he
is called upon to enforce, if he would
live up to the rules of the new manual.
This Is a new thing in Portland police
business, and at headquarters it is
expected to result in great good. It
is argued that the knowledge of the
ordinances Is absolutely essential to
the proper enforcement of those laws.
