Government to Give Oregon Sample
Near Forest Grove.

ington, June 6. The Good Roads Divi
sion of tho Department of Agriculture
will In the near future build a model road
In the vicinity of Forest Grove, Or., un
der the direction of S. C. Lancaster, one
of 1U experts. Senator Bourne recently
took up with the Department the matter
tif good roads demonstrations lu Oregon
and was assured that the Department
would do everything possible to aid the
people of that state In their efforts to
knprove their public highways. The divl
ion of Public Roads is handicapped by
having a limited force of engineers and a
decidedly limited appropriation. Mr. Lan
caster will take with him a corps of men
and the necessary machinery for use In
building the sample road near Forest
Grove Tills point was chosen because
conditions there are similar to other
parts of the 'Willamette Valley, and
moreover, because it Is accessible to
Portland and can be readily reached by
farmers from all over the state who have
occasion to visit that metropolis.
Next season Mr. Lancaster will be as
signed to deliver lectures on good roads
In Oregon, Washington and Idaho. In
some Instances building demonstration
roads. It was at the joint request of
Senator Fulton and Senator Bourne that
Mr. Lancaster waa assigned to this work
for next season.

tary Root has informed the Government
of France that he Is prepared to extend
to the French Chambers of Commerce
the same privileges relative to the cer
tification of Invoices In the cases of goods
exported to America as are accorded to
the German Chambers of Commerce un
der the modus Vivendi just concluded and
proclaimed. It Is stated that like -privileges
may be claimed and will be accord
ed to other nations if the conditions are
similar, that Is. If the Chambers of Com
merce occupy the qtasi governmental or
ganizations which they enjoy In Germany.

to 'the rights of settlers to graze stock on
forest reserves created by the President
on March 3 and 4 of this year. The Sec
retary of Agriculture Issued an order per
mitting all persons who had heretofore
used the range in the newly created re
serves to continue the use of same during
the season of 1907 without permit from
the Department and without payment of
a grazing fee. Next season the range
In these new reserves will be controlled
by the Department and only such stock
can be grazed as is authorized by the
Forest Service. At the same time, a
nominal grazing fee will be collected at
a rate yet to be fixed by the Department.
But for the present season grazing in the
reserves created March 2 and 4 will be as
free as If the range was still a part of
the open public domain.
