Should Be Entirely Eradicated.
Rev. Ervin S. Chapman, D. D.. who
has for nine years been superintendent
of the Anti-Saloon - League of Southern
California. andwho . is now superin
tendent for that state, spoke for the
cause of temperance last nigrht at the
Taylor-street Methodist Episcopal
Church. He took for his subject, "The
Stainless Flag." Dr. Chapman holds
that civil government has absolutely no
right to license the liquor traffic. Such
action on the part of the municipality
or of the state, he says, is unconstitu
tional. The lecture in part follows:
"On the western wall of a large hotel
building: in a Southern California city
is an immense Knglish ivy vine. From
the strong root in a deep and fertile soil,
it has clinied to the roof of the massive
building, and has spread out far and
wide over its wall. I observed that to
prevent the overspreading vine from
larkening the windows of the hotel, the
ends of the vine's branches had been
clipped aff all around the windows of the
building, and. calling the attention of
my companions to this fact, I asked
them how long It would take to kill the
vine by this process. Of course the
answer was that this would never kill
it. So it is with the liquor traffic. You
will never kill it by the clipping process.
"Five hundred years after Christ,
Justinian, the great Roman emperor,
wrought for humanity as few have done.
H eald that civil government ia to live
honestly, hurt no one. and to give every
man his dues. Blackstone, the most
distinguished commentator on law said
of municipal law that it is a rule of civil
conduct prescribed by the Supreme
power of the state commending what is
right, and prohibiting what is wrong.
The latter part of this seems to have
been forgotten by lawyers and the laity.
With its 'big stick' of authority the
Legislature says. 'Law Is a rule of civil
conduct prescribed by the supreme
power of the state, and I am that su
preme power.
"Our good old Constitution says in the
preamble that the objects of this gov
ernment as . to 'insure domestic tran
quility, promote the general welfare, and
secure the blessings of liberty to our
selves and posterity The supreme
court has said that 'no Legislature can
bargain away . the public health or the
public morals.' In view of these things
I say that the licensing of saloons. In
Port. and, or in any other city or state
in this great land of freedom is con
trary to the principles of right as laid
down : in' the Constitution of our coun-'
try, and is also contrary to the de
cision of the supreme court.
"Let us cut down the vine at the roots.
Kansas has only clipped the branches
by adopting prohibition. Let ua totally
destroy the Infamous traffic which
darkens our land."
Insurance Man Vnder Bond.
NEW YORK. May 6. Charles S. Fair
child, former president of the Xew York
Security & Trust Company and former
Secretary of the Treasury, who with
George W. Perkins, was indicted for for
gery as a result of disclosures made in
the insurance investigation, pleaded not
guilty today and was held in J1O.000 bail
for trial. It Is not probable that the
case will toe called for trial before next
Autumn.

CITIZEN NARROWLY ESCAPES
DEATH FROM SCFFOCATIOX.
E. E. Stannard, Blocked on Stair
way by Heavy Trunk, Rescued in
Time by A. Hillyard.
In a lire which partially destroyed the
residence owned by John H. Hall at Bast
Burnside and Thirteenth street, yester
day forenoon, B. E. Stannard who oc
cupied the house with his family, came
nearly losing his life by suffocation before
he could escape from the building.
Mr. Standard, who Is with the Sherwin
& Williams Paint Company, is a large
man 'weighing probably 250 pounds. He
had been confined to his home for the
past ten days by illness. When the Are
broke out his first thought was to save
some papers kept in a large trunk in
the second story of the residence, and
he went after them. He undertook to
carry .the trunk out of a back room down
a narrow stair waj but it became wedged
in such a way that he could neither get
back up the stairs, nor over the trunk
into the room below.
The smoke was dense, and Mr. Stan
nard was fast being suffocated when he
was rescued from his somewhat perilous
position by A. Hillyard. who happened
to be driving past. Mr. Hillyard ran to
the stairs first where he discovered Mr.
Stannard blocked by the trunk. Hill
yard managed to pull Mr. Stannard out
over the trunk into the room below,
where the fresh air revived him.
The fire was confined to the upper part
of- the house, which was badly damaged.'
The whole house was drenched with
water by the firemen, who ' soon found
that the chemioal engine was not able to
control the blaze, chief Campbell was in
charge. The house was damaged to the
extent of about $1500, covered by in
surance. Mr. Stannard carried no in
surance on his furniture. The fire seemed
to have started from the furnace pipe
where It passes through the upper part of
the house. Mr. Stannard andfamily re
cently arrived from Colorado Springs.
HIS BAIL NOT FORFEITED
George Sorenson Explains His Fail
ure to Appear for Sentence.
George Sorensen. who failed to ap
pear before Federal Judge Hunt last
week, in time to be sentenced for land
fraud, gave a satisfactory explana
tion of his delay to United States At
torney Bristol. Mr. Bristol yesterday
requested Judge Wolverton to set aside
the conditional order of Judge Hunt
to forfeit Sorensen's bail, and Judge
Wolverton acquiesced.
Sorensen stated that he did not know
that he had been ordered to appear
In court, until he found the order in
his mail yesterday.
Henry Meldrum appeared before
United -States Marshal Reed yesterday
forenoon, and asked to be given un
til Saturday next in which to arrange
his private business affairs before pro
ceeding to McNeil's Island, to serve his
sentence. His request was granted by
the Marshal. A fine of $5500 must al
so be paid, and it is thought that
Meldrum is arranging to pay it be
fore he is taken to prison.
