STRONG HEIGHTS DEMAND Twenty-three Lots Sold In Keasey Syndicate's Project $15,500 Bale on "Washington Street! Fisher-Thorsen Extension. - Building permits for the month so far foot up 11.800,000 and from Indications will reach ths , 600,000 mark by ths end of the month. In April of last year Port land was proud to announce a total for the month of $515,009, nearly two-thirds Jets than the showing to data for the month this year. April last year made the record showing:, as it footed over the ISOO.WK) mark for the first time In the official records. The enormous Increase this year over previous years building 1 apparent to the most casual observer who has oc casion to make a tour of the city. In every section building is in progress and In the business sections the high-class character of the operations is marked. While this faot Is regarded with much satisfaction by all who are Interested In Portland's wonderful improvements, it will also be observed that the class of dwellings is keeping pace with the busi ness blocks of recent construction. Portland Heights property Is in great demand. Jn July of last Summer D. B. Keasey bought 135 lots above Plggott Castle. He then succeeded, with the as Blstanee of other owners, in having the Promise of a carllne extension to the property, after which he set about to form a syndicate to take up the lots and Place them on the market. This syndi cate was organized and last week acquired ownership of the property for ISO.O00. Last Monday, the first day the lots were offered for eale, 15 were dis posed of and yesterday showed a total of 23. Fine Heights Homes. "Building on the Heights is of a superior character, most of the dwellings recently built or contracted for helm of a class costing from 5000 to J2O.00O. The new bouses are of artistic architectural designs and some of imposing dimensions. Among the recent high-class dwellings on the Heights are those of ,E. L.. Thomp son. J. V. Cook and Judge Gelsler. Permit has been issued for an addition to the columbarium and vaults in City lew Park, built of concrete, to cost t3000. In the Cedar Hill district, adjoining the City park, considerable building Is in pro gress. The class of dwellings U of an exoenslve character. A. Wright has taken out cermlta for two flat buildings, one -fronting on Green avenue, to cost mj, and the other on Osage avenue, also to cost JW00. The buildings are to be two story with basement. R. W. Klsher has purchased from J. . TV. Campbell, et al.. lot 2 in Glenwood Park, at a consideration of $11,000. Transfer has been filed of lot 1, block 149. Rast Portland, from J. B. and lizzie C. Davidson to Mary Bahler. Purchase price. e6200. Eight-Acre Portsmouth Sale. George "W. and Annie B. Force have transferred to Captain Albert Crowe eight acres of ground beginning, at the Intersection of center line of the Wand claim. In Portsmouth. Captain Crowe has the tract platted and will offer the lots lor sale. W. H. Nunn ha purchased from W. E. Prudhomme the 30x90 feet on north side of Washington, between Eighteenth and Nineteenth streets. There la a two-story Tram building on the property. Consid eratlon was 115,600. The sale was made by E. J. Daly and W. B. Streeter. Mr. Nunn bought 30x90 adjoining this lot on the east about a week ago through the aams agents; consideration, $15,000. Flsher-Thorsen Co. took out yesterday a permit -to complete their one-story concrete warehouse on their lot adjoining the Standard OH Company's plant on the East Side. Cost reported, $10,000. A $6000 dwelling Is to be erected in Couch Addition, fronting on Irving, be tween Twentieth and Twenty-flrst streets bv Mrs. N. R. Cardwell. On Kast Ankeny street between Ninth and Tenth George J. West is to erect a two-story flat building to cost $4200. Charles Minslnger secured a permit yes terday to erect a dwelling on East Thir teenth street, near Halsey. to cost $7000. Another Kast Side dwelling is to be erected by N. F. Norene fronting on Grand avenue, near East Clay, to cost $5400. NOT READY BEFORE JULY DELAY IN COMPLETING THE WEtLS-FARGO BX7ILDIXG. Class of Tenants Restricted to Trans portatlon Companies or Con cerns Closely Allied. T)octors, lawyers, music teachers and other would-ba tenants, except trans portation companies or concerns closely allied therewith, will be unable to rent space in the new Wells-Fargo building. It has been decided by the company to make the building- a transportation headquarters as nearly as possible. Iron and steel works that manufacture rails and other railroad equipment, and large shippers generally, come under the rule as to the admissibility of tenants. The Chamber of Commerce building Is about the only other office building In Portland whera any line is drawn, most of the others only restricting the renting to character and respectability of tenants. In referring to the class of tenants preferred by the Wells Fargo people an officer of the company said yesterday: "Please do not misinterpret our Intention. Lawyers and doctors are, of course, a most desirable class ot ten ants, and we would bave been very glad to aave enough, room in the new building to devote some apace for their occupancy; but you know the Southern Paclflo Company la to take everything from and including- the sixth story to the top, in all, seven stories. For the remaining floors such tenants as the Colorado Fuel & Iron Company, the Vnion Paclflo Coal Company, a Minne sota lumber company (suite of five rooms); K. E. Lylla. president of the Paclflo Railway & Navigation Cora rany; R. R. Hosre, representing the Carnegie Steel Company,, and other Eastern Arms are already available. One of the largest Alaska salmon packers and shippers also has engaged quarters. 'This company and the Northern Ex press Company are to occupy all of the ground floor, Wells-Fargo taking 11 north of the vestibule. The Oregonlan lately published an editorial show Ins that the law forbids a candidate to pay for political advertising. But permits a. news paper proprietor to accept pay for such ad vertising. The Oregonlan speak of the inconsistency of the provisions. It does not seem so to us. It's Just as plain as the nose on a man's face to us (for several reasons). If I owned a newspaper I would consider that Jaw made for my benefit. "Why? Because If I ran for office, against a man who did not own a newspaper, I would figure that I had him beat before ths campaign, unless he bad ths casta to buy a paner of his own. There has been so much said about sending wealthy men to the United States Senate, that there was a great demand for a primary law, so as to give a poor man a chance. Now, with that provision In our primary law and our senator owning; ths most influential papers In the stats, a. poor man stands about as much show as a. jack rabbit. It not only gives the poor man a direct stab In the face, but it puts temptation In his way. Why? Because he must either own a newspaper or sell him self to some big corporation that does and get them to back. him and- do his advertis ing That's why the papers of Washington do not explain the Inconsistencies of ths new di rect primary law of Washington. There is a paper outside ths State of Washington that has as much or mors Influence politically as any Inside ths state line, and Its name Is Ths Oregonlan. And If I were running for the office of United States Senator against Sena tor Files, Z would give something handsome to have The Oregonlan behind me. Now, that's tho way It looks to us common folks. Senior, who was one of the guests of honor at the dinner of the New York Post-Graduate Medical School at Del monico's last ni&ht, said. In a toast in which he was congratulating the in stitution on announcement of a be quest to It of about 1110.000: '.'We hear much of the responsibil ity of the classes to the masses. Gen tlemen, I am not sure whether -the masses do .their duty as thoroughly as do the classes. X am filled with ad miration for men like Rockefeller and Morgan and the others of whom Dr. Miller (the secretary of ths school) spoke. They have great fortunes, but they direct their diffusion rightly. Their wealth is like a reservoir, into which, run little streams from the mountains, which of themselves would be of no use to mankind." Mr. SchlfT pointed out that the medical profession could do much to assist the classes In the management of the wealth they had collected from the masses by showing the general run of mankind that -it waa a good thing that the means of doing things had been concentrated In the hands of a few who could us them wisely. "You doctors," he said, "who come in touch with all classes, cannot do better than to teach toleration of the wealthy man. At present the njen who have gathered'" great fortunes are In discriminately condemned." Necklace Pays $110,000 Duty. NEW TORK. April 18. More than J 12. i .000 has been paid over to the United States Treasury as ths result of the .litigation involving the Importation of the so-called "Tiffany pearls," and also the Leeds necklace.' A dtsputeover the question of clas sification ot these two expensive jew els caused this litigation. The order having gone against the importers, the court having decided that the duty must be paid before any further appeal would be considered, Bernard Blttinae, the importer of the Leeds necklace.
