Architects and Contractors to
Confer With Council.
MAYOR'S ADVICE IS TAKEN
Executive Writes Letter Points Out
Defects in Existing Ordinances.
Property-Owners Hampered
In Making Improvements.
A joint committee of architects and
contractors will confer with the special
building committee of the Council soon
to draft a new building ordinance. Mayor
I.ane yesterday sent a communication to
the Council asking that steps be taken
to remedy the present building laws. His
suggestions were adopted by the Council
and the special building committee of the
body will meet with the architects and
builders at an early day. Mayor Lane
let the Shepherd building ordinance be
come a law in order to force the Council
to act. His letter follows:
To the Honorable V?lty Council If you
will permit me I would respectfully call
your attention to the laws of the city which
govern tho construction of buildings In this
city. I am informed by persons who have
knowledge of the subject that the lawa by
which wa are governed are In many respects
defective and onerous, and do not serve to
protect the Interests of the city, but oper
ate to hamper the owners of property de
siring to erect buildings; that they are In
definite in many of their terms, allowing
many different constructions to be placed
upou them which has been the cause of
much dissension and confusion In the past,
and In no respect are they up to the stand
ard adopted by other cities of like size to
Portland.
At your last meeting there was passed an
ordinance known as the Shepherd ordinance
which limits the height ef buildings other
than steal frames or reinforced concrete con
struction to four stories, wwlch will but
further complicate matters In respect to
the construction of buildings. I have al
lowed this ordinance to become a law with
out my signature. In the nope which I have
expressed to some of you in person, that It
will hasten action looking to the passage of
better regulations than those which now
exist, and In this way prove of permanent
benefit to the city.
1 would respectfully urge upon you that
a committee from your body be appointed
and that Immediate eteps be taken to pro
mulgate a fair and equitable law upon the
subject, the same to go Into effect at as
early a date ae possible. To this end It will
no doubt suggest Itself to you that you call
into consultation a sufficient representation
of such builders, architects and others as
may have technical knowledge upon the

MISSION BOARD MEETS
Presbyterians of Pacifio Northwest
Open Annual Sessions.
The opening; sessions of the nine
teenth annual meeting of the Woman's
North Pacific Presbyterian Board of
Missions were held yesterday in the
First Presbyterian Church, delegates
being present from Oregon, Washing
ton and Northern Idaho. At the morn
ing session Miss Jtilia Frazer spoke on
"The Attitude of the Mormons toward
the Constitution of the United States,"
and mercilessly scored the Mormons.
At the afternoon session Mrs. H. C.
Campbell told of "Missionary Work as
I Saw It In Turkey." Mrs. J. V. Mlllt
gan brought in a report on the work
of the Women's Societies, and Miss
Edna Protzman, a report of the work
of the Christian Endeavor Societies.
An open conference followed, led by
Mrs. C. W. Hays.
At the popular service last night,
Rev. William Hiram Foulkes presid
ing, Mrs. Gertrude H. Wylie read a
paper on "In Partnership With God."
She was followed by Mrs. Hays, who
took up briefly the child labor prob
lem, saying that it Is much more dang
erous and difficult to regulate the evil
In Pennsylvania than In the South.
FRANCHISEIS FAVORED
County Stipulates "Conditions of the
Mount Hood Railway Grant.
Tf the Mount Hood Railway Company
will consent to widen the Section Line
road to 70 feet, as required by the Coun
ty Commissioners, and the property
owners along the line favor the plan, the
corporation will be granted a franchise,
and can proceed to construct its line
from Portland eastward. This was the
decision reached by the Commissioners at
a meeting held yesterday. The railway
company agreed to consider the proposi
tion. ' Sixty-five of the land-owners have
signed a petition favoring the granting
of the franchise. The company has still
half a dozen signatures to secure, but
feels sure it will get them. Farmers
in the" district are enthusiastic over the
railroad, according to Judge Seaton, the
company's legal representative, who at
tended the meeting.
The signers of the petition will give
to the railroad five feet on each side
of the road, making the highway 50
feet wide, as required.
Alfred Nibleen, who secured the sig
natures to the petition. Is searching the
county records for property-owners who
have not yet signed the petition.
Banks Again Help John It. Walsh.
CHICAGO. April 17. James B. Forgan,
chairman of the Chicago clearing com
mittee, today announced that John R.
Walsh, ex-president of the Chicago
National Bank, is forming a syndicate
to complete the Chicago Southern Rail
way, thus giving to the Southern Indiana
Railroad Company, bis main line, an
entrance Into Chicago. To enable him to
accomplish this, the clearing-house com
mittee will exchange the Chicago South
ern notes in the hands of the Associated
Banks, amounting to 1766,000, for the first
mortgage bonds on the completed road.
The committee has also agreed to a sub
scription of $250,000 to be made to the
syndicate in connection with the exchange
of these bonds.
William Muenlch Gets Appointment

nounced the appointment of William
Muenlch of Syracuse, to succeed the
late James M. Walsh, as Supreme
Treasurer of the order.
