Merging of Two Republican
Organizations Ratified. .
LIVELY SESSION IS HELD
Provision or Constitution Relating
to Indorsing oC Candidates
Threatens Trouble, but the
Meeting Ends in Peace.
It is now the Union Republican Club
and there are no longer in existence the
Beaver Republican Club or the Multno
mah Republican Club. The ratification of
the consolidation of these two clubs into
the union club waa held last night at
the Sellins-Hirsch hall, and not only
were the labors of the two executive
committees approved, but the members
voted that the officers who had been
selected by the joint committees should
utand. The meeting wa called to order
by President John ' Gill, with Max G.
Cohen as secretary.
President Gill, In calling the gathering
to order, explained the purpose for which
the meeting had been called and briefly
outlined the preliminary work looking
forward to the consolidation. Mr. Gill
then called on Secretary Cohen to read
the minutes of the meetings already held,
end also the constitution, adopted.
For a ahort time it looked as if the
ratification would pass off without a
ripple of disapproval, but P. A. McPher
eon rose and wanted to know whether the
executive committee had power to con
tent to a consolidation without the knowl
edge of tho members of the club. No
one was disposed to side with Mr. Mc
Pherson and the meeting got down to
the real fun.
There was a joker In the constitution.
It was bristling and hud fangs, for the
section made It the duty of the union
club to assist in the nomination of suit
able candidates before the primaries, and
to support all Republican nominees at
the general electiou. W. M. Davis, got
the attention of the chair and announced
that he had opposed that part of the con
stitution which Indorsed candidates before
the primaries.

"But now that it has found its way
into the by-laws," he said, "I will at this
time serve notice on this meeting and I
make it in the form of a resolution, that
at the next meeting, which will be next
Monday night. I will Insist upon follow
ing out that part of the constitution and
will name a ticket that I shall ask this
club to Indorse."
Some one made a second to tlier motion
and when President Gill called for the
riuosilon a dozen took a hand at speaking.
Mr. Davis' motion drew from W. M. Cake
a most impassioned appeal for harmony
and he said that it would not be obtained
by starting out by indorsing any one
candidate for any one office before the
primaries.
W. W. Banks, saw calamity, anger and
HKony ahead of the club if Mr. Davis'
motion prevailed. S. C. Beach, Dr.
Kmmert Drake and a few others were In
favor of taking the section of the con
stitution for what it meant. A. J. Capron,
could not see any use of organizing a
club, not to talk of harmony, when, at
the very outset they startedV . oft Jtlth

After a dozen or more' of the members
present had taken part in the discussion,
Mr. Davis, by special consent of the meet
in, was permitted to make a closing
talk. It was then that Davis showed his
motive. Davis conies from Missouri, and
from a region of the state where a little
political strife is always necessary to
put ginger into a campaign. Davis wants
money in the treasury and he conceived
the idea of having it get abroad that the
club would next Monday night indorse
candidates. This he knew would bring all
of the candidates and their friends into
the meeting, and as his resolution pro
vided that no one could vote who had
not paid his membership fees, the treas
urer would do a land office business.
Davis' Motion Amended.
Mr. Davis' motion did not prevail. It
was amended, so as to strike out the
dynamite, but a meeting of the club will
he held next Monday, and all of the
various Republican candidates will be in
vited to attend. Mr. Davis, just before
the meeting adjourned again served notice
upon the club that on Monday night he
would attend the meeting with a list of
Candidates that he would ask the club
til indorse.
The section of the constitution which
caused such a lively time, follows:
The ob.1ets of this organization shall be
to promulgate Republican policies and prin
ciples, to promote harmony in the ranks of
the Republican party, to assist In the nom
ination of suitable candidates In primary
elections and to support at general elections

mary elections.
MEW RELIEF ASSOCIATION
Charitable Society Formed to Aid
, Families of Prisoners.
The Portland Relief Association was
organized yesterday for the purpose of
giving- Immediate aid and attention to
the families of prisoners who are con
victed and sent to the County Jail
or penitentiary. The principal aim of
the association is to eliminate the red
tape required by many of the charit
able societies in the investigations,
and provide funds for destitute wives,
mothers and their children, and not
wait until they have starred to death
awaiting the action of some organisa
tion. Deputy Sheriff J. H. Jones is
the originator of the plan, and through
his efforts the association was launched
with the following officers: President.
A. U Thayer; vice-president, Frank
J. McGottlgan; secretary and treasur
er. J. H. Jones: publicity representa
tive George A. White. The papers will
bo filed today and the list of member
ship fixed within the requirements of
the law.
The necessity for such an organiza
tion is brought about by many cases
that are never rroperly reached
through the right channels, because
of the pride of the persons concerned,
and the necessary signing of papers,
investigations and general red tape
connected with each case, during which
time the poor mother and children are
able to starve to death;

-Kidnaps Her From Boarding House,
but Is Pursued by Irate
Landlady.
ST. IXJUIS, April 15. (Special.) Dis
patches today from JopHn, Mo., announce
the abduction there by Lafayette Smith, of
Portland, Or., of his 6-yeax-old daughter,
Flossie, from a boarding-house in which
her mother, his former wife, is employed
as cook. Smith was married eight years
ago, and two years later at Wichita, Kan.,
his wife obtained a divorce and custody
of the child. Then .Smith took a solemn
oath to possess his daughter despite the
court's decree. Mrs. Smith fcelleved her
ex-husband did not know her whereabouts.
Smith inquired yesterday of the landlady
about boarding rates. While they talked
the child entered and Smith caught her
and, shouting: "This is my child," dashed
from the house and entered a cab. The
landlady Jumped Into a buggy tied near
her home and gave chase.
For 10 or 12 blocks the drivers raced, but
the cab man finally stopped and the land
lady, overtaking the vehicle, demanded the
return of the child. Smith rushed and
escaped by running through a store by
the rear door.
The name of Lafayette Smith is not
given tn the Portland directory and In
quiry about town failed to reveal any in
formation regarding him. Certain per
sons said that the name was familiar and
it is possible that Mr. Smith lives in one
of the suburbs of Portland which are out
side the city limits. -
Fish Laws Do Not Hold.
Judge Wolverton, of the United
States Circuit Court, handed down a
decision yesterday that the flsh laws
of Oregon and Washington requiring
a six months' residence in Oregon,
Washington or Idaho in order to flsh
In the Columbia River are not binding,
because the law fails to concur on
points of residence and citizenship. The
decision was made in the cases against
Pietro res.iairo and M. Furlo, residents
of California, who were arrested in As
toria. for the purpose of making a test
caser The men were ordered dis
charged. :
Guild Holds Profitable Fair.
CANYON CITY, Or., April 15. (Spe
cial.) The ladies' Guild of the Episcopal
Church here have Just held their laster
sale, postponed for two weeks for better
preparation. The affair was well patron
ized, and successful in every way. The
suild is looking forward with much
pleasure to the visit in May of the Rev.
Charles W. Scudding, Bishop of Oregon.

WEATHER CONDITIONS.
A small disturbance over ITtah haa
caused showers In that state and also in
Nevada and Southeastern Idaho. The bar
ometer Is relatively low over Vancouver
Island and a few, small showers have fallen
along the west end of ths Strait of Juan de
Fuca. Elsewhere In the North Pacific states
fair weather continues. It is much coolers
in southeastern Idaho and correspondingly
warmer In the interior of Northern Cali
fornia. The indications are for fair weather in
this district Tuesday except in extreme
Northwestern 'Washington where showers
are probable. It will be wanner in South
eastern Idaho.
