' Clickamas Rapids Bar to Naviga tion Government Asked to Co Operate In Movement. OREGON CITY. Or., April 14. (Spe cial.) The Board of Trade has gone to work with a determined effort to bring about the Improvement of the Willamette River between Portland and Oregron City. State Senator Joseph E. Hedges, V'. S. U'Ren. and Judge Thomas P. Ryan have been named as a committee to confe"? with Coionel Roessler, of the United States Engineer .Corps, relative to the removal of the Clackamas rapids, one mile below this city. These rapids are a perdstent bar to navigation, making It practically Impossible for steamers draw ing more than two feet of water to ascend up the river through the locks. The congressional appropriation for the Improvement of the Willamette River is now available, and the Board of Trade hopes to have a portion of this appropria tion diverted to the clearing of the chan nel between Oreiron City and Portland. It is also proposed to enlist the co operation of tho Oregon congressional delegation in tills work. Conditions surrounding the navigation of the Willamette at this point were gone over several weeks ago by the Gov ernment engineers. It Is considered per fectly feasible to remove the dangerous rapids and establish a depth of six feet or more to the locks. This would prob ably necessitate cleaning out the lower lock, but this would not entail great ex pense and the business would he In creased. - . In connection with the Improvement of the river, it is proposed to establish a free public wharf at the foot of Eleventh street and a committee has been ap pointed to ascertain the cost of such a structure and also to determine the wishes of the adjacent property owners as to the Improvement of the streets leading to the proposed wharf site. The Board of Trade proposes to secure a reduction in the passenger rate between Oregon City and points south of Mil waukee on the lino of the Oregon- Water Power & Railway Company. It Is alleged that there is discrimination in the rate In favor of Portand.
