BILL LOSES GROUND
Chapin Commission - Measure
Is Hurt by Its Friends.

SALEM, Or., Feb. 10. (Special.) Ap
pointment of a committee by the Port
land Chamber of Commerce to cornn to
Salem and lobby In behalf of the Chapin
Railroad Commission bill is apparently
not helping the chances of that measure,
particularly anions the country members
of the Legislature.
Small groups of members who returned
tonight from visits to their homes dis
cussed the bill in an informal way and
almost all of them made remarks show
ing the adverse effect of the -activity of
the Portland Chamber of Commerce.
There Is a feeling among the members
from outside counties that the Railroad
Commission bill may be of special in
terest to Portland shippers, and that it
may prove injurious to outside shippers.
While It was vigorously denied that
the enactment of the bill could prejudice
outside shippers, while helping Portland,
the action of the chamber of Commerce
has created doubts that were freely ex
pressed this evening.
Last week the Oregon Tlmberman sent
to people In all parts of the state
blank cards to be signed and
mailed to members of the Legislature
asking them to support the Chapin bill.
The csrds were accompanied by envelopes
stamped and addressed to members, so
that all the recipient had to do was sign
his name and mall the envelope.
This plan of encouraging passage of the
bill has also had an effect which at pres
ent appears the opposite to what was
Intended. Some of the members call this
an attempt to "bulldoze" them. One
Senator says the only requests he has
ever received upon the subject came in
these stamps and addressed envelopes,
which circumstance leads him to think
that there is no general demand for a
Railroad Commission and that an appear
ance of demand for it Is manufactured
by use of this scheme of sending out ad
dressed envelopes. If there were any
general demand for a Railroad Commis
sion, the Senator said he would receive
personal letters from his constituents
upon the subject.

Eight of Party Escaping Saturday

Woods Hear Turner.
SALEM. Or.. Feb. 10. (Special.) AH but
three of the 11 boys who escaped from
the Reform School last night have been
retaken and these three are lost ln th
woods near Turner and are surrounded
by a posse of men. Superintendent Looney
thinks there Is no doubt that the boys
will be captured before morning.
The three that are yet at large are Kile.
Potter and Rejester. Potter Is said to
have a bad record and has escaped from
the school before. He was a party to a
robbery in Portland last Fall and the
only thing that saved him from the pen
itentiary was the fact that he was under
sentence at the Reform School. He has
been a student of the life of Tracy, and
from the books giving acts of that outlaw
nis mind became poisoned with a wild
desire to follow his example. He has
been Known to pass these books around
among the other boys, saying that
"Tracy was a great man."
Of the other eight who escaped, two
were taken at the Indian school at
Chemawa last night.' and the others were
captured near Turner today.. Contrary
to what was first thought, the boys did
not go north, but turned south Instead.
It seems to have been their plan to stay
near the school for a few days and then
make a dash for liberty.
MAT HAVE ROBBED STORE
Brooks Burglary Credited to Reform
School Runaways.
SALEM. Or.. Feb. 10. (Special.) 'Word
was received here today that the store
of Ramp Bros., of Brooks, was broken
Into last night and $25 in money and sev
eral knives were taken. The parties also
stole two pairs of shoes and left their
own ln the store. It Is thought by the
authorities here that the robbery was
committed by some of the Refrom School
boys, who escaped yesterday.

OPPOSE DRISCOLL'S BILL.
Measure Provides Compulsory Pilot
age for AH Craft Save Coasters
and Fishing Vessels.
SALEM. Or., Feb. 10 (Special.) Rep
resentative Driscoll has introduced the
bill creating the Port pf Columbia from
the district Included ln Multnomah, Co
lumbia and Clatsop Counties, and re
pealing Sections 3991-4029 as to the
towage and pilotage service on the
Columbia and Willamette Rivers. The
attempt to create such a district will
be resisted, but just bow much of a
fight will be made Is not known. The
bill was Introduced by Mr. Driscoll at
the request of the transportation com
mittee of the Chamber of Commerce
and the fact that the plan for a new
board of enlarged representation has
originated ln Multnomah County with
out ap,y solicitation on the part of the
other two counties Included ln the dis
trict. Is one reason that the measure
will be opposed by the delegation from
those counties and by their friends.
By the bill, the towage service is to
extend from the open sea at the en
trance to the Columbia to all points on
that river, extending as far inland as
Tongue Point. The bar pilotage is to
extend from the uppermost dock or
wharf at the Port of Astoria, or
Knappton, Wash., to at least ten miles
beyond the uttermost buoy.
Only vessels engaged in the whaling
or fishing trade and vessels licensed
and engaged exclusively In the coast
ing trade between any point in Oregon
and any port on the Pacific Coast
are held exempt from the compulsory
pilotage provision. The bill limits the
liability of the Port of Columbia to
$10,000 for the loss or damage of any
cargo by a faulty tug or the careless
ness and Incompetency of the pilot.
To acquire suitable tugboats and pi
lot boats and other necessary appli
ances, the bill authorizes the new board
to Issue bonds to the amount of $400,
000, bearing not to exceed 6 per cent
interest, the denomination of the bonds
not to be less than $100. They are
made redeemable on the basis of 1-10
of the Issue each year. The Interest is
made payable semi-annually. . The
board Is authorized to levy a tax of
not to exceed 1-40 of one per cent on
all taxable property In the three coun-

At least this seems to' be the conception of certain
gander-goslings, who go about clad in goose-flesh,
hissing at Imaginary "trust" goblins that never ex
isted. Occasionally these bipeds (who pose as public
philanthropists (?) while passing out two sorts of
"beef" to Portland folk), slip up on their own banana
peel. Especially does this occur when they break
into figures. Just now the public Is suffering from
a plethora of gush about being "saved" some
$3,000,000 a Year on Their Meat Bills.

WOMAN ROBBED OF JEWELS
Says Well-Known Young Man Stole
Them From Her.
Mrs. A. Henderson, a young woman,
reported to the police at an early hour
this morning that she Jiad been robbed
of $1000 worth of diamonds. The woman
began to abuse the police because they
would not go out and arrest a well
known young man whom she charged
with the crime. The woman was Intoxi
cated, and at first Captain Bailey was
Inclined to let her go, but after she be
came troublesome she was locked up on
a charge of drunkenness. Her story will
be investigated today, and If It Is true
some startling disclosures will be made.

FOOTPADS DISROBE HIM
Spokane Man Has Humiliating Ex
perience on Public Street.
SPOKANE, Wash., Feb. 10. (Special.)
With a gun staring him in the face and
two burly footpads threatening to wipe
him off the earth If he refused, a man
whose name the police will not divulge
was compelled to strip down to his
under-clothing, the thugs refusing to be
lieve his statement that he had no
more money than the small change in his
pockets. The outrage occurred late last
night, but on a public street. Since the
streetcar employes began to make trouble,
the force of police has been increased 50
per cent, the new men doing the resi
dence beats.
Two other hold-ups occurred last night
and there is much adverse criticism of
the Spokane, Police Department,
Libel Suit Postponed.
ABERDEEN. Wash., Feb. 10. (Spe
cial.) In the Superior Court yesterday the
cases of ex-County Assessor and
Sheriff McWhinney against Editor
Klbbe, of the Elma Chronicle, for al
leged criminal libel during the last
campaign. were postponed until
March, owing to the sickness of Mr.
Klbbe.
