There were photographs of the lad and one of the handsome woman, taken in San Francisco, 'and it is the belief of the police that she Is the cause of Benson's trouble. It Is thought that she is here now, but she has not been located. Among? the overcoats Benson has confessed to stealing is one belonging to Manager Bowers, of the Hotel Port land. Two overcoats were stolen by lHm. he says, from the Imperial Hotel, and two- typewriters belonging to a public stenographer at that hostelry were taken also. One telescope was stolen by him from the Hotel Orearon. Benson' cashed two worthless checks for ?5 each on the clerk of the New Grand Central Hotel, and he has con fessed to passing- elKht other checks in various portions of the city. The police have & suspicion that Benson is a rmich worse criminal than he has confessed thus far. Among the effects taken from him at headquarters was a newspaper clipping, detailing some of the crimes of Charles Jacobs, an cx.tonviot wanted In Us Angeles and Seattle for fora-ery. - Jacobs posed as a United States Secret Service man. and his arrest was brought about by United state Marshal Leo Toung- worth, of Southern California district. with headquarters at Los Anreles. .Jacobs was returned to Loi Angeles last night by Headquarters Detective William Jones, of the Los Angeles Po. lice Department, who states that Jacobs served a term for forgery In San Quen tin. and that he is one of the worst criminals engaged in Uie, business Ol forgery In the country. TUXES ASSESSOR RICE WOULD LESSES POWEll OF COUNTY COURT. eers who, performance Bill Will Be Introduced Making Sliex-iff, Clerk and Assessor Body to Irtxj County Taxes. Assessor Fred J. Rice, of Marlon Coun ty, who is in the city attending the ses- sions of the Oregon Assessors' Assocla- tion, proposes to have introduced at the Legislature this Winter a bill by the provisions of which the duty of making the annual tax levy for county purposes is taken out of .the hands of the mem- bers of the County Court In the meas ure championed by Assessor- Rice, it is planned to delegate this particular work to- three other county officers, viz., Sher iff, Clerk and Assessor. "Under the present practice. said Mr. Rice last night, "the county tasc levy is fixed by the members of the County court, consisting or the Judge and two Commlssio"nera. Of these three officers. the County Judge is perhaps the .only one who has a full Knowledge of the con dition of the county and its needs, the Commissioners generally, being elected from the Interior of the county, and their private Interests so thoroughly engage their time that they are prevented from keeping in c)ose touch with the actual status of affairs in their county. The re- suit is that the tax levy as it is now fixed represents. In a majority of in stances at least, the work of the County Jud&e himself. "So other three officers in a county are more intimately acquainted with the needs or the county- than are the Sheriff. the Clerk and the Assessor. They are in a position to'Wp In dos touch witK the financial condition of the county, and are entirely competent, to estimate its probable expenses for the ensuing year ana to nx a levy that would be adequate to meet all legitimate demandn. At the present time the County Court determines and. imrkosen the levy, while the Sheriff. .lUaSlsza -twiil uu Asa.c axe Ltia oxnT duties in either assessing the property, extending the tax or collecting: the same, come in personal touch with the taxpayer, and must tolerate all complaints and grumblings that follow levying- an exor- bitant tax. Let these three officers fix the levy, and It may be depended upon that a rate of taxation no greater than that' actually demanded will be Imposed. The new order of things could not but be an Improvement, for the officers sug- Rested to make the levy would surely avoid unduly arousing public Indignation by inflicting any unnecessary taxation." Assessor Rice also has a plan for the more equitable assessment of timber lands, and he expects to Incorporate bis Ideas on the subject into another bill to be considered at the Legislature, along with other matters touching on the a3- Rese ment and taxation of property. Mr. Rice says the practice with Assessors generally In listing timber lands is to determine upon a reasonable valuation per acre for this property, and assess the same valuation against all timber land, regardless of the actual amount of timber and the value of each tract. In this regard, Assessor Rice would have the present law so amended as to call (or the cruising of each separate tract of timber and then have the property assessed at something near its actual value, com- puted from the amount of timber it cruised. He says that In Marlon County this year he listed a section of one of the most valuable lands In the county at J18.000. This tract is estimated to con- tain WW feet or timber, from which he has concluded was not adequate, plan, he says, the equitably assessed price of supposedly dry alabwood has now u-flVanCed tO f a load for short hauls, and fir wood Is almost unobtainable. . It was feared that there would be a shortage of coal, but the Facific Coast Company has a ship cargo at Astoria. Which will he up in a few days, coal is now selling for $10 and $12 ftton for short hauls, with an additional charge where it must be carted, to distant parts of the city. This is the first time in the history or Portland that the city ha been brought face to face with a severe cold snap with out enoughfuel to keep the people of the city comfortable, and with the dealers so rushed that they cannot flu orders.
