Accord ing to advices brought here by the steamship Tosa Maru, the programme of the military section of the Japanese government calls for Increases in na val estimates by an expenditure of $23,500,000 over last year. It has also been agreed that $100,000,003 be ap propriated in annual installments as special expenditure for new ships and restoration of the present fleet and armaments to an efficient state. An estimate of $400,030 to defray the expenses of dispatching a squad ron, including the cruisers Tsukuba and Chltose, to the United States' next Summer, has been asked for. - It Is undecided yet whether Admiral Togo will be In command of the squad ron. There is some opposition in na val circles to that course, but popular clamor may prevail, in which case the naval hero will be the feature of a Japanese demonstration In American waters. Will Await Purdy's Report, WASHINGTON. Dec. 26. It is stated at the War Department that no disposi tion will be made of the applications for re-enllstment of , the members of the Twenty-fifth Infantry, colored, who were recently discharged without honor pend ing the report of Assistant Attorney Gen eral Purdy. This officer should have ar rived at Brownsville last night or today, accompanied by Major Blocksom, of the Inspector General's Department, who made the original investigation of the Brownsville affair and Wendell Mlchler, Secretary Taft's stenographer, who are to assist in the preparation of the evidence required by the President.
