A UnUed States Army wagon carrying a number of the cnprineerinK corps was held up last night by bandits near Guyanajay. Upon learning that the wagon con tained soldiers the bandits vanished into the woods before the men could tire. Rural guardsmen have been ordered to pursue and capture the bandits. Winding Up SHveira's Firm. HAVANA. Nov. 7. The affairs of Sil veira & Company, which are in process of liquidation by H. Jose Bieia, the silent partner in the firm, have been turned over to J. M. W. Squiers, the newly appointed Minister to Panama, accompanied by Mrs. Squiers and their daughters. Theodore P. Shonts, chairman of the Panama Canal Commission, and Joseph B. Bishop, secretary to the Canal Commission, arrived here last night on the steamer Panama from New York. Mr. Squiers visited President Amador this afternoon. He will be received officially tomorrow morning. Umatilla Drouth Is Ended. PENDLETON, Or., N'ov. 7. (Special.) The driest Autumn in the history of Umatilla County has come to an end. Rain began falling this afternoon in quan tities sufficient to satisfy everybody, and at a late hour was still continuing with prospects that there is more to follow. The rain has stopped the street paving for the present, and will; seriously inter fere with the work of re-building and repairing the levee, bdt is welcomed by the farmers and stockmen throughout the county. When Discovered, Takes Victim to Hospital and Has Him Held as Insane Patient. One of the smoothest swindles perpe trated in Portland for some time has come to the attention of the police. It was carried through yesterday by a man claiming to be a Dr. McClintock, the vic tim being Milton Freiberg, who runs a hat and shoe store at 303 Washington street. Tuesday McClintock or J. L. Cum mings, as he gave his name went to the Freiberg store, it is alleged, and made a small purchase, tendering in . payment a check on the Security Savings & Trust Company for $30. He was given the change by the proprietor, and stated at the time that he was a physician and was residing at the Perkins Hotel. Telephone communication with the hotel disclosed the fact that a Dr. J. L. Cum mlnga was registered there from Phila delphia, and that he had been stopping at the hotel for a week. Yesterday, how ever, the check was returned to Freiberg marked worthless. He Immediately took the matter up with the "doctor," and the latter, taken by surprise apparently, promised to rectify the mistake satisfac torily. He asked Freiberg to go with him to the Good Samaritan Hospital, saying that he would see the secretary at that institution, from whom he could get the money. He gave the explanation that he had thoughtlessly overdrawn his account at the bank, and he was so smooth about it that Freiberg was duped by the story. When they arrived at the hospital about 6 o'clock Freiberg was asked to be seated. The "doctor" then asked for one of the house physicians, and Dr. Wooden answered the call. As soon as he ap peared the "doctor" called him to one side and said: "Here is a patient. .Be careful not to arouse his suspicions, las he is violently insane, and I told mm that I - would go upstairs and get him something. I am Dr. McClintock, and wish to go after my friend, Dr. McKen zie. Tou hold him here an hjur. and we will then have him taken care of. Be careful, now, not to say or do anything to arouse him, for he is extremely dan gerous, but he will be all right as long r i you leave him alone." With this the "doctor" turned and said aloud: "Well, I'll go upstairs and see him." Turning to Freiberg he said: "You wait here for a little while." The house physician in the meantime had refused to be responsible for the pa tient, but said he might stay at the hos pital if he would. An hour passed when Freiberg declared himself to Dr. Wooden, and the latter told him what McClintock has said. Thie made matters clear and the police were notified of the affair, and Detective Tom Kay was detailed on the case. He immediately went to the Perkins and found that the man had not removed his possessions, and a close watch was kept on the room, but the "doctor" did not appear. McClintock. or Cummings, is a man of about 24 years, well dressed. neat-appear ing, and has a decidedly professional air. His actions are not such as would arouse suspicion, and he had no trouble what ever in making his game good. He claims to have an uncle named Dr. White In Philadelphia, and came here from Seat tle. He was quiet in his demeanor and dignified in his manner, while about the hotel, and no one questioned the story he told of being a physician. It is not known whether or not he has operated further. but it. is possible that he may have other victims. No trace of the man has been found so far and a close search will be made for information about him. Frei berg refused to discuss the case and would give no information concerning the matter last night beyond admitting that the game had been worked. The police are of the opinion that Mc Clintock is one who is badly wanted for work done in Seattle, as well as other places. v BOARD STANDS BY GUNS Will Hold Xo Further Conference With Secretary Metcalf.
