People Living in Neighborhood of
' Fifth and Sheridan Streets Tes
tify Resort Is Conducted in
Disorderly Manner.
Such a. storm 6f protest was raised
against the Italian saloon at Fifth and
Sheridan streets before the Liquor Li
cense Committee of the Council yesterday
afternoon that it was recommended that
the licence of the proprietor. Mike Degldio
be revoked. Another Italian saloon, con
ducted by Casclato & Bagnone at Fourth
and Sheridan, was also slated for an In
vestigation before the committee, but so
much time was consumed putting Degidlo
out of business that the hearing of tes
timony against the other resort of Little
Italy had to be postponed until the next
meeting.
The largest crowd which has attended
a meeting of a Council committes for
majiy months was present for the inves
tigation of the two notorious Italian
saloons of South Portland. A large num
ber of property-owners from the vicinity
of the places came to protest against
their continuance and members of the
police department told of the bacJ rep
utation which the resorts have bome. A
large delegation from Portland's Italian
colony was also on hand.
E. S J. McAllister appeared as attor
ney for the property-owners and gave
the Fifth and Sheridan street dive a se
vere grilling. He called upon more than
half a dozen property owners living with
in a block of the place, who testified as
to its disreputable character. They as
serted that .the saloon had become so
great a cause of trouble since the grant
ing of the license about a year ago that
the vicinity had come to be almost un
bearable as a residence district. Rows,
they said, were frequent and the noise of
the shouting and cursing patrons of the
place was an almost constant nuisance,
especially Sundays, when the Italians
gathered in great numbers at the place.
Police officers testified to the generally
bad reputation of the resort and a re
port from Inspector Bruin was read, cit
ing numerous times that trouble had been
reported from the two saloons in the last
two months. The testimony was of one
accord in that the Degidio saloon was
poorly conducted and that It had been
the cause of a decrease in property val
ues in the neighborhood. It was shown
that the chief playground of the Italian
children is immediately in front of the
place, and that they are constantly con
fronted with the spectacle of drunken,
cursing men.
H. H. Xorthup, as counsel for Degidio,
while asserting that saloons are not de
sirable In a residence district, argued
that the resort conducted by his client
was not so bad as it had been painted.
If the residents wanted it out, he as
Bertedk the proper thing to do would be
to vote it out under the local option law.
Councilman Vaughn moved that the
license be revoked, and Councilman Mas
ters seconded the motion. The only dis
senting vote was cast by Councilman
Annand. It is probable that the com
mittee will recommend revocation of the
license of Casiato & Ragnone at the next
meeting, as there Is said to be a senti
ment against it almost as strong . as
against the other. The license held by
Degidio was granted a year ago in the
face of a remonstrance signed by more
than 300 names.
So much time was' consumed by the
investigation of the saloon at Fifth and
Sheridan streets that several matters
which were to come before the commit
tee were laid over. Among these was
the investigation of the Pullman saloon,
conducted by John Conraa In response
to a request of Councilman Annand no
further action will be taken in this pro
ceeding for two months. Mr. Annand is
to be absent from the city for that
length of time and wished to be present

The fight on the Chinese gin joints was
postponed for a week, although many
representatives on both sides were pres
ent at the meeting.

Contracts AVill Be Let.
Bids for the construction of the dis
tributing canals of the Umatilla irriga
tion project were opened yesterday in
the office of D. C- Henny, Supervising
Engineer of the Reclamation Service.
The contract was not awarded, but rec
ommendations will be made to Chief
Engineer F. H. Newell at Washington,
who will name the successful bidder.
Word Is expected from Washington
within a short time, as the limit for
completing the work is May 1, 1907.

The canals to be dug are practically
all through dirt, with but little rock.
The bids were asked on two sections,
indicated in the specifications as Sched
ule 1 and Schedule 2. The firt includes
a little more than half the distributing
canals and involves the removal of a
total of- 165.000 cubic yards. Schedule
2 includes the moving of 150,000 yards.

BOARD OF TRADE MEETING
Many Important Matters to Come
Before Body This Evening.
The regular monthly meeting of the
Board of Trade will be held in the Board
of Trade rooms in the Chamber of Com
merce buildin? this evening at 8 o'clock.
As several important matters are to come
up for discussion it is expected there will
be a large attendance of members.
The Columbia River jetty problem will
be considered and it is also probable that
the matter of river pilotage will bo
brought up. Public docks are also on the
programme for consideration.
There is a possibility that at this meet
ing the report of the committee on legis
lation, which is now engaged In drawing
up a new state water law for presenta
tion to the Legislature next Winter will
be presented. This bill will provide
regulations for the use of all public water
rights in the state for agricultural and
manufacturing purposes and will be a
measure of great Interest to all water
users.

EXPLOSION LIFTS TRACKS
WRECK NARROWLY AVERTED
ON BOISE BRANCH ROAD.
Train Was Running Very Fast and
AH the Passengers Felt
the Shock.
BOISE. Idaho. Oct. i. (Special.) Consid
erable excitement has been caused by an
accident on the Boise branch road at 5
o'clock this afternoon. The train from
Boise was behind its usual time and was
running very fast. When it was thra
miles from Nampa there came a loud ex
plosion under the trucks of the engine.
There were two reports, the first being
much lighter than the second, the front
trucks were lifted from the rails but
dropped back squarely and the train went
on without accident
C.j E. Heckman. the engineer, states
the explosion loosened his cap and the Jir
as his machine again struck the rails
knocked it off. The passengers in ea.-h
car thought the explosion was directly
under them. The baggagemaster and fire
man saw a man in a buggy on an eleva
tion nearby. He was standing watching
at the moment of the explosion, but drove
off immediately afterward.
