House, has returned from an extended
stay In San Francisco.- "Our firm." said
Mr. ESlers. "has not yet received a dol
lar of insurance, but I am not worrying
over It. for so far as 1 am able to learn
every one of our policies, with probably
the exception of one very small one. will
be paid dollar or dollar. Undoubtedly the
strongest pressure is being brought to
bear upon the policyholders toward effect
ing a settlement on terms as advantage
ous aa possible to the companies." said
Mr. Ellers. "but it should also be re
membered that many attempts are being
made on the part of unscrupulous persons
to collect what they are by no means
entitled to.
"It Is Interesting to note the spirit
throughout the United States that
prompts the blacklisting or showing up
of all the companies that do not stand the
gaff I think, though, that this exposure
should not only refer to the companies,
but more particularly to the heads of the
companies who are responsible for the
stand that they take, so that even If they
re-embark into an insurance venture un
der another name they will find it rather
poor picking in securing business.
"The general situation throughout the
state of California is one of thorough con
fidence, and every business enterprise, no
matter how sorely stricken by the fire,
is being rapidly rehabilitated la the Bay
City. The place is one of mo9t vigorous
activity; temporary one story buildings
of wood and corrugated Iron are going
up everywhere, and the work of clearing
away the debris is proceeding as rapidly
as possible. All of the big retail firms
are rushing to establish themselves in
the new retail district on Van Ness ave
nue and thereabouts, and inside of the
next 60 days there will be a greater retail
business done in San Francisco than ever
heretofore. There can be no question
that the days of anxiety and doubt. If any
ever existed, have passed, and while the
Northern States may have benefited some
what by the great calamity that befell
San Francisco, it is safe to predict that
this loss will have been fully regained
there within a very short time. San
Francisco Is unquestionably going to re
tain its former position of supremacy in
every way.
"The re-establishment of the retail dis
trict, and its final location on Van Ness
avenue, carries a striking lesson of the
value of co-operation." continued Mr.
Ellers. "When it waa found that short
sighted down town property holders were
determined to hold up merchants for what
seemed impossible rents, some 35 of the
more important firms banded together for
mutual protection. They agreed to stick
together, and to act together, and to
make no move single handed. The com
bination was influential and powerful
enough to establish a retail section al
most anywhere in the city, and they were
thus enabled to dictate terms of rental
advantageous to the interests of all con
cerned, with the result that a new re
tall district has been created on Van
Ness avenue, and while it has the ap
pearance of being only temporary, will. In
my opinion, become permanent.
"It would indeed seem strange in Port
land to have nearly all the important re
tail firms band together, abandoning the
down town streets, and move in a body
along, say Twentieth street, from Wash
ington to Savier. This is relatively what
has been done in San Francisco, and it
will take time for conditions to readjust
themselves. If I owned some of the
high-priced real estate in the old down
town shopping district of San Francisco I
should indeed feel a little nervous about

VISITS A GREAT EMPIRE
DR. WITHYCOMBE RETURNS
FROM BAKER AND HARNEY.
With Irrigation Thousands of Acres
of Land Will Be Reclaimed
to Agriculture.
Dr. James Withycombe, director of the
Experiment Station at the Oregon Agri
cultural College at Corvallls, has returned
from Harney and Baker Counties, where
he attended farmers' institutes. Dr.
Withycombe is enthusiastic over the ma
terial resources and the prospective de
velopment of both counties.
"The farmers' institute at Burns, Har
ney County, July 2 and 3, was large
ly attended by farmers and stockmen
from all over the county and the Interest
throughout all of the sessions was very
keen," said Dr. Withycombe to an Ore
gonlan reporter. "Prof. A. L. Knlsely
spoke on alkali soils and plant food and
took up the subjects of general agricul
ture and forage crops.
"I was simply amazed at the magni
tude, beauty and richness of the Harney
Valley and ita tributary valleys. This
valley is an empire within Itself and some
day will easily sustain a half million
of people.
"For example, Harney Valley com
prises approximately 500,000 acres of fer
tile soil and. Its tributary. Blitzen Valley
128,000 acres; Diamond Valley 92,000 acres;
Lower Silver Creek Valley, 92,000 acres;
Upper Silver Creek Valley, 7500 acres;
Silvles River Valley, 9500 acres; Happy
Valley, 9500 acres, or a total of 838,500
acres of rich valley land.
"This Immense area of rich agricultural
land Is principally utilized at present for
grazing and producing hay from native
grasses. It is feasible with orrlgation
to convert this whole area Into one great
alfalfa meadow. In fact without irri
gation, under good systems of husbandry,
this section will produce immense quan
tities of grain, alfalfa, hay and other farm
crops. A railroad and an Influx of farm
ers will make this section blossom
as the rose.
"On our return an institute was held
at Rock Creek. Baker County, on July
7. The institute was held In a very pretty
grove and about 300 people were in attend
ance, A very pleasing feature of this
institute was the excellent display of
grains, forage plants, fruits and veg
etables, thus demonstrating conclusively
the productivity of the soil.
"In addition to a well-rendered local
programme of music and speaking. Mr.
A. P. Stover, representing the National
Department of Agriculture, spoke on
'Problems in Irrigation;' A. E. Loder,
also representing the National Depart
ment of Agriculture, addressed the
people on 'Our Public Highways;' Profes
sor A. L. Knlsely, 'Alkali Soils;' Profes
sor F. L. Kent, 'Modern Dairying.' and
myself on 'General Agriculture.'
"Rock Creek is located in the Powder
River Valley and is one of the most beau
tiful spots in our state. This section
furnishes an excellent example as to the
value of our mountain streams. The
Baker City Light & Power Company's
plant is located on this stream. There is
a fall of 940 feet, which gives a 410-pound
pressure to the square inch of nozzle.
This plant can develop 1500 horse-power,
which is transmitted to Baker City and
Bourne over 29 miles of high-tension line.
One mile below the plant the stream fur
nishes the power for a good-sized flour
ing mill and Is afterward utilized for ir
rigation, supplying water for 15.000 acres,
thus illustrating the Immense value of our
mountain streams when properly utilized."
THINK IT HOLD-UP GAME
Capitalists Pay Demurrage on Pri
vate Car Under Protest-
Thinking a Western hold-up game
was being sprung on them, a group of
Eastern capitalists who are seeing the
country from the private Pullman car
"Theslus," refused last night to pay
$10 demurrage charged against their
car by the Northern Pacific Terminal
Company and only paid the sum after
the car had been cut off the south
bound Southern Pacific Overland
The refusal of the capitalists to give
up the $10 delayed the Overland for
about 15 minutes and the engineer and
train crew were wild at the lost time.
The train is due to leave the Union
Depot at 8:45 P. M. The bill came to
the ticket office from the terminal com
pany to collect the $10 charged against
the "Thesius" for a two-day stay in
the terminal yards, the rate being $5 a
day. The bill was coldly returned by
the occupants of the Pullman, who ex
pressed the belief they were bring
robbed. v
Only when their car was cut off did
the tourists produced the money. The
car was then again attached to the
train.
