BANKERS ARE RESPONSIBLE
Times Are Good, but Legislation Is
Much Needed.
BLVPF POINT. N. T., July 5. Frank
A. Vanderlip, vice-president of the Na
tional City Bank of New York, was one
of the principal speakers at the New York
State Bankers' Association today. His'
topic was "The Currency." Mr. Vanderlip
said that the currency problem in this
country is far from settled and declared
it to be the duty of the New York as
sociation to take the lead In a consistent
movement for the betterment of condi
tions. He said. In part:
"To my mind we are In a lethargy
of success. We hear peuns of pros
perity sweetly sung on every side.
Unexampled totals mark the measure
of every phase of Industrial and com
mercial life. We have engaged In ex
penditures of capital on a scale so vast
that it makes the financial operations
of other days seem petty by compari
son. Labor was never before so fully
or so profitably employed; business
was never so active; and, some of us
say, there surely can be nothing wrong
with a situation that gives such evi
dences of health ana growth.
"If financial disaster should ever
come because we have failed to enact
proper legislation, the blame for that
disaster will lie against the bankers
of New York more directly than
against any other group of people. The
one thing I want to urge Is the im
portance of providing a scientific bank
note currency, if we wish an Indefinite
continuance of prosperity, and further
to emphasize the responsibility which
rests particularly upon the bankers of
New York in presenting a plan for
such currency.
"The plan may take one of half a
dozen forms. Perhaps the best one,
were It politically possible, would be
the organization of a Government bank
having the power to issue, whose sole
business would be In Its relation with
other banks and whose chief opera
tions would be the redlscountlng for
other banks. I do not mean that any
existing Institution could be' meta
morphosed into such a central bank.
It would have to be freshly organized
from the beginning, its control would
need to be largely in the hands of the
Government, and Its ownership widely
distributed among banking interests
throughout the country. The princi
ples of a scientific asset currency
could well be worked out through the
medium of such an institution, as the
experience of Germany eloquently tes
tifies, but they can undoubtedly be
worked out in some other way.
"The fear which men so commonly
have of giving a large power of note
issue to small National banks will
largely disappear when the opponents
of asset currency have once fairly in
their minds what the result will be of
providing adequate redemption facili
ties. That a plan can be devised which
will safely permit every National bank
to issue a certain amount of notes not
secured by Government bonds I have
no doubt, and I am inclined to think
that it Is along that line that legisla
tion is most likely to be obtained, al
though perhaps it Is not the ideal so
lution. "The thing of which I am absolutely
certain, however, Is that a solution of
the whole problem can be attained
wisely, promptly and easily if bankers
would give to a consideration of the
subject anything like the attention
which It merits. The responsibility is
on the bankers of New York. You can
not hide behind Congress to avoid the
responsibility. You cannot shift the
responsibility to the shoulders of your
associates in the West. You are the
financial leaders, and the responsibil
ity of leadership is yours."
State Auditor Files Report.
OLYMPIA, Wash., July 5. (Special.)
The monthly.statement of the State Au
ditor has been issued for June. It shows
a balance on hand July 1 In the state
general fund of $309,875.36. The total re
ceipts during June for the general fund
were $199,454.03, and disbursements from
this fund $105,618.78. The state institu
tions cost $73,035.47.
BATTLING WITH CHOLERA
Manila Bureau of Health Holding
Disease In Check.
MANILA, July 6. The cholera situa
tion has improved. The report at 6
o'clock last night showed 19 new cases
since midnight of July 4, and 10 deaths.
The report for July-4 shows 28 cases
and 19 deaths. Two Americans, Rob
ert Lombertz and Hart, are
dead, but to date only five Americans
have been seized with the disorder.
Thus far cholera has not appeared in
the American section of the city. The
Americans who have been stricken live
In the native sections of Manila.
The Bureau of Health has refused to
permit the sale of foodstuffs that may
have been liable to infection. The ef
forts of the doctors engaged in com
bating the disease show results in the
decrease in the number of new cases'
reported. While the disease started in
stronger than the great epidemic of
1902, the authorities believe they have
the situation now under control.
For the week ending July 4 there
were 116 cases and 99 deaths. For the
24 hours ending at 8 o'clock on the
morning of July 5 there were 12 cases
and five deaths in the provinces.

V oilman Expedition Is Given Hearty
Send-Off at Tromsoe.
TROMSOE, Norway. July 6. The WeU
man Chicago Record-Herald Arctic expe
dition sailed on the steamer Frlthjof for
its headquarters at Spltzbergen. The
steamer King Helge, sailing tomorrow,
wlU carry the remainder of the material
for gas-making and erecting dwellings.
The people of Tromsoe gave the expedi
tion a hearty send-off.
WARRANT FOR MRS. NATION
Her Publication, the Hatchet, Used
Language Unadorned.
GUTHRIE, Okla., July 6. A Federal
warrant was issued today by United
States Attorney Scothorn for Carrie Na
tion, charging her with sending obscene
matter through the malls in her temper
ance publication, the Hatchet.
Mrs. Nation is now lecturing in Texas,
and Federal officers have been notified-to
place her under arrest. A recent issue
of the Hatchet contained a lecture to
young men and boys. In which Mrs. Na
tion used very plain language.
