SAN FRANCISCO, June 7. At a confer
ence today between Insurance Commis
sioner B. Myron Wolf and F. C. Coogan,
attorney of the underwriters, Mr. Wolf
warned the latter that he would Immedi
ately call for a list of policy-holders
from every company which failed to sign
an agreement to extend to 60 days the
time for proof of loss.
The notification is equivalent to a dec
oration of war on all companies which
have not signed. The statute provides
$lu00 penalty for failure to respond to the
demand. In effect, the order will compel
every company to grant the extension or
go out of business in this state.
The sweeping order applies to more than
half of the companies doing business in
the city, and Is designed by Mr. Wolf to
complete the work begun when a notice
was served on all the companies sugsest
Ing that all sign an agreement which
would prevent policies from lapsing
through the inability of the insured to
got their proofs made out In time.
The policy-holders of the Traders' In
surance Company will form a corporation
to look after their interests In the litiga
tion which will be brought to compel that
concern to pay all obligations in full.
Thin was determined at a meeting of the
policy-holders held In this city today.

lengthy telegraphic communication with
President Roosevelt, a subcommittee of
the Citizens" Finance Committee left this
morning for Washington In E. H. Harri
man's private car for the purpose of
learning the President's views on the pro

Walter J. Bartnett, Judge W. W. Morrow.

ber of the subcommittee.
Franklin K. Lane, of this city, who has
been in New York for many weeks, has
obtained the promise. It is said, of Wall
street financiers to take the bond issue,
provided the United States indorses the
bonds. The money thus raised Is to be
used for the rehabilitation and reconstruc
tion of San Francisco.
HARDEST ON HOME COMPANIES
Figures on Fire Loss and Capital
and Surplus.
. SAN FRANCISCO, June 7. The
Chronicle publishes a statement show
ing the capital and surplus of the In
surance companies which lost by the
recent fire and their estimated risks
In this city, the total of the latter be
ing placed at J296.780.000. "From
this," says the Chronicle, "deduct 15
per cent to arrive at the Insurance
in the burned district, and one has the
total of $2 52,363,000. The domestic
companies, on the 15 per cent deduc
tion, have risks to the amount of
138,155,750 In the burned district, and
to meet It have a capital and surplus
of $131,437,000. While the risks of the
foreign companies. on that basis,
amount to J114.2S7.750. and their sur
plus In America amounts to only $31,
989,000, yet they have a world capital
and surplus of 1138,887.000."
Troop9 Gradually Leave City.
SAN FRANCISCO. June 7. The military
authorities are gradually withdrawing all
o the Government forces from the city
and within a few weeks. San Francisco
will be entirely under the protection of
the regular police force, assisted by the
large number of specials which has been
added to the list since the fire. It has
been the plan of those who have had
charge of the city's protection to have the
troops withdrawn gradually, and for the
last few weeks three companies have been
recalled, one at a time, and sent back to
their proper stations, until now only
few remain here to do guard duty, which
do not properly belong to posts about the
bay.
Wants Island for Terminus.
SACRAMENTO. Cal., June 7. A concur
rent resolution introduced In the Senate
by Mr. Shortridge and in the Assembly
by Mr. Atkinson provides that the United
States Government be requested to cede
to the State of California the Island of
San Francisco Bay know as Goat Island
or Terba Buena, to be used by the state
as a terminal for different railroad com
panies.

E. J. Henning has gone to Shawwano,
where the case of three lumbermen In
dicted recently In connection with the
Oregon land frauds will come up be

tomorrow. The question to be deter
mined is whether the Indictment con
tains facts sufficient to warrant bind
ing the men over and sending; them to
Oregon for trial.
