City Attorney McNary and Others
Are Passing Upon Legality of
Proposed Act to Prevent
Street-Car Congestion.
To compel street-car companies to sup
ply seats for passengers. Councilman
Bushllght will present to the city fathers
next "Wednesday a bill for a city ordinance
declaring the collection of fare from a
person required to stand on a car a mis
demeanor, punishable by fine, the penalty
to be Imposed on conductors.
Air. Rushlight has presented the legality
question of the ordinance to City Attorney
McNary and other counsel, and Is waiting
for their studied opinion. They have al
ready given him the offhand opinion, he
says," that the ordinance will stand court
tests.
The ordinance, if passed by the Council
and approved by the Mayor, will bring
the "no-seat-no-fare" demand of the pub
lic to the car companies at once, and If
It shall achieve Its purpose, will relieve
passenger congestion by compelling car
companies to run more cars. Mr. Rush
light will endeavor to have the ordinance
drafted so as to force operation of suffi
cient cars; otherwise, the companies
might endeavor to make the public sick
of the ordinance by running too few cars,
thereby causing delay to many persons.
Two other proposals have been made for
enactment of a "no-seat-no-fare" law,
both under the initiative; one for a city
ordinance, the other for a state law. The
disadvantage of both Is that the law by
neither method could be made immediate
ly operative, hot for at least olght months.
An Initiative ordinance would not come
up for enactment until the city election
of June. 1907, unless the Council should
order a special election bofore that time.
An Initiative state law would come up for
enactment next June.
Should a bill for a state law be Initiated,
the number of signers to the petition Cor
the Initiative would be about 80O0, most
of which could be secured In Multnomah
County. By limiting the law to cities of
more than 50.000 Inhabitants, the act would
apply only to Portland. The whole state
would vote on the law, but only Portland
would be concerned in the operation of
the act.

Miss Gall Laughlin Delivers Address
in Montavllla Church.
Miss Gail laughlin, of Maine, deliv
ered an address last overling In the
Montavllla Baptist Church In behalf of
equal suffrage in this state. She is an
easy and fluent talker, and held the at
tention of her audience to the close. Miss
Ring presided and Introduced Miss Laugh
lin, who based her plea for ballot for
woman on the grounds of unselfishness.

both men and women. Miss Laughlin
went into the wage question extensively,
and pointed out the terrible abuses to
which girls and women were subject in
New York City and elsewhere because of
the fact that she has not the power of
the ballot to protect her and gain her
rights. Along these lines Miss Laughlin
spoke with much force, and declared with
the ballot woman would bo in position to
right many of the wrongs the suffered
because of her sex. and also those which
the public suffered because of the election
of corrupt men to public office. lowever.
the speaker declared that the ballot was
not the end sought, but was the means
to the end and the door of opportunity to
promote thts general betterment of all
classes. She gave many vlvrd illustra
tions of where she could wield a power
for good if given the opportunity. At tho
conclusion of her lecture many of the
audience went forward and were Intro
duced to the speaker.
