In creasing the Pay of the Teach ers From the Beginning of the Present Term. At the .meeting of the School Board to night the "merit system," so-called, will come up for consideration and in its tcad will be presented a resolution in creasing the pay of teachers upon a scale In conformity with the desires of the tax payers meeting last December, which voted J30.000 for this purpose. Of the sum appropriated. $20,000 has already been devoted to the Increase of pay of some of the teachers, and at tonight's session of the board it is the calculation to expends the remainder in practically the same way The resolution, which will be supported by Directors Beach and Fleischner and Mrs. Sitton. the chairman, will provide for the payment of 510 a month additional from the beginning of the present term to all principals in the department: $3 a month to each teacher In the High School, and 55 a month extra for every grade teacher possessing a life certifi cate who has taught six years or more. In each case the increase will relate back to the beginning of the term, so that at the end the 200 teachers that will likely be affected by its provisions will share In the division of approximately 510,000. Director Wittenberg is said to be about the only member of the board who still adheres to the merit plan, although Di rector Richard Williams Is said to have a slight leaning in that direction. It Is believed, however, that Mr. Williams may b? enlisted to the support of the resolu tion which it is proposed shall put the merit system out of business tonight. He Is said to be wavering, and the other side thinks It has taken him Into its cafaip. Hon Teachers Would Fare. It is claimed that upon the basis of the proposed Increase the teachers will fare just as well, if not better, than they oherwise would had the idea gone into effect at the opening of the term, as the money will come to them in a lump sum and practically unexpected, as they had about given up all hope of receiving any thing. City Superintendent Rlgler stated yes terday that the committee composed of himself, Professor T. T. Davis, principal of the High School and Principals J. Burnham, of Couch and J. T. Gregg, of the Hawthorne School, were prepared to report on the merit system tonight if called upon. Ever since their appoint ment on this committee they have been devoting a great deal of time to a proper analysis of each teacher's claims for consideration, so that, in all probability, the data gathered by them will be ap plied to the new order of things, even if the merit system is abolished entirely. Director -H. Wittenberg, the author of the merit system, who returned Saturday from an extended Eastern trip, is em phatic in his determination to defend the measure. He talked upon the subject jesterday, and. while confessing that his plan had received numorous hard knocks, was not ready to admit that It would go down to utter defeat at the meeting of the School Board. Director Wittenberg's Statement. "A few disgruntled teachers who work a short time for pin-money are the only ones opposed to it," said Mr. Wittenberg. "You don't see any of those who Intend to make teaching a life profession object ing to Its ideas, and 1 understand that at the meetinc of the board tomorrow night a petition by practically all the principals In the city schools will do presented in dorsing the merit system and asking that It be nut into effect. Superintendent Kig Icr will introduce the petition at the proper moment, and people must not run away with the idea that the merit system Is a dead issue when it can summon to its support such a representative class. "Director Fleischner is at heart, I be lieve, in favor of it. but for reasons of his own puts himself on record as belug op. posed, and is now beginning to realize his mistake. Director Williams is all right, and while he was on the fence for awhile, the petition that was got up by the prln clpals won him over to our side, and I believe Fleischner will follow suit." Both Mrs. I W. Sitton, chairman or the School Board, and Director L N. Fleischner announced In unmistakcable terms last night their hostility to the merit system and that they would vote against it at the meeting this evening. Interviews with a number of the grade teachers indicate that they arc over whelmingly opposed to the merit system. When told what Director Wittenberg had said about the opposition coming from a few of the disgruntled ones, who were teaching for the sake of earning a little pin-money, one of the most prominently Identified with the local schools became highly indignant and pronounced Mr. Wittenberg's assertion the limit for ridic ulousness. "Why," said sTie, her snapping eyes keeping time to the rhythm of her voice, "there isn't half a dozen grade teachers in the city schools who arc in favor of the merit system, and Mr. Wittenberg knows he is mistaken when be says that the opposition comes from the younger teachers. The movement against the proposition originated among some of the older teachers, and they were the most active In arousing public santiment against it. Neither can I understand why the principals have Indorsed It. and they must have signed the petition for the purpose of currying favor with Mr. Wit tenberg,, as I know that down In th'elr 'hearts they are as dead set against It as the rest of us." From the looks of things the meeting of the School Board this evening gives every promise of being an interesting session. Chicago's Electrical Exposition. CHICAGO, Nov. 12.
