Instead of merely a meeting of the rtneet committee of the Portland Coun cil Friday evening to consider the ap plication of Thomas R. Sheridan for a franchise for an electric railroad into thlfl city from the Willamette Valley, there will be an adjourned seeslon of tho Council, roectlwr in committee of the whole, especially to listen to the arguments for and against the appli cation. Last Friday evening the street committee met to consider the matter and was confronted by the general coun ui uuiu iuo svuuwra jraxmc ana i Oregon Railroad & Navigation Compan- J lea and an array of business men t oppope the franchise. While the argu ment made were not exhaustive, the objection raised was that the identity of the interests behind the application had not been made public This, how ever, is regarded as a purely technical point and as it is probable the interests behind ihe project will be represented Friday night by able counsel, the meet ing promises to be of special interest. It developed yesterday afternoon lhat the application of Thomas R. Sheridan, of Roseburg, for xx. franchise to build an electric railroad into Port land Ib to receive special consideration of the Council at an adjourned meet ing; to be held on Friday evening at 7 o'clock. The street committee of that body adjourned last Friday evening after hearing protests against recom mending the granting of a franchise from William D. Fenton and W. W. Cotton, representing the Harriman lines, and Joseph N. Teal, representing property-owners. Thcro were also present a large number of business men whom, it is understood, would have entered their protests had the committee not decided to postpone ac tion.., Gould Interests, Evidently. It is evident that the Gould inter ests, successful in forcing an entrance into Pittsburg by means of an electric railroad franchise and bridge privilege pecured from Congress in that guise, are to meet with opposition at Port land from the Harriman lines not un like that which the Pennsylvania sys tem offered at Pittsburg. There is no longer any doubt that the project of the Roseburg banker is in the inter est of the Western Pacific While the general public might be deceived on the proposition, active antagonism of fered by officials of the legal depart ment of the Harriman system is taken as evidence that it is for a railroad that is antagonistic to that system. The application seeks the right for a single or double-track, spurs, switches, cutouts, curves, connections and turntables on Thomas street, from the Willamette River to Hood street; upon Hood to Water street, upon Water street to Columbia street, upon Columbia street to Front street; upon Front street to Northrup street, upon Northrup street to Fifteenth street, und thence to Upshur street, it is also provided that no cars shall be run on Front street, between Morrison and Flanders streets, between tho hours of 7 o'clock A. M. and 6 o'clock P. if. It is understood that the interests of tho applicants for a franchise will bo represented by able legal counsel at the meeting Friday evening. What in fluences locally have been lined up in support of the enterprise remains to be seen, but it is already apparent that a strong opposition is to be met. Mr. Fheridan is expected to be present in person, but it is not deemed probable that he will take the public into con fidence more fully than he has hereto fore done. METHODIST SOCIAL UNION Officers Arc Elected and Musical Programme Given, A test of several new songs, election of officers (for the coming year and the transaction of routine business comprised the programme last night at the annual meeting of the Men's Methodist Social Vnlon. in Grace Methodist Episcopal Church. Tno reports of officers and chair men of the various committees showed that the organization had had a profitable ear and had done much good in connec tion with the general church work. Dr. Osmon Royal was re-elected to the presidency of the organization. The other officers selected were: J. C. Roberts, vice president; Theodore Fassler, secretary; J. li. Luton, treasurer; J. Luton, chairman of the membership committee: Samuel Connell, chairman of the entertainment committee, and J. K. Gill, chairman of the reception committee. J. K. Gill read the paper upon the new Methodist hymnal, which he prepared and gave before a union meeting of the Meth odists of Portland In the Grace Church, a few weeks ago. Jtils analysis showed that most ot the best hymns in the old hymnal liad been retained in the present publica tion, and that a large number of very beautiful hymns had been added. During Mr. Gill's paper, occasional pauses were made, and special hymns sung to which lie referred. TOO LATE TO SAVE HER DOG While Mrs. I. Rcschko Was Getting License, Poundmastcr Was Busy. Mrs. I. Rcschke has applied to the City Council for the return of $3, the amount expended for a dog license. It seems that while Mrs. Reschke was making applica tion for the license last Saturday at the Auditor's office, the pound master was busy with his chloroform on her canine, so that when she returned home it was ascertained that her license was equiv alent to so much waste, paper, so far as any practical benefits were concerned.
