THE MORNING OBEGONIAN, SATURDAY, AUGUST 12, 1905.
FOB J CONGRESS
OF KAT1
More Than a Thousand Dele
gates Will Attend Sessions
in Portland.
AUGUST 21, BEGINNING DAY
Icndlng Authorities on the Subject
AV1J1 Attend From All Over the
United States and Speak
at the Meetings.
More than 1000 delegates to the National
Irrigation Congress, which convenes at
tho Lewis and Clark Exposition August
2L have been reported to Secretary Tom
Richardson, and It is highly probable that
the greater portion of them will bo pres
ent, as the coming Congress will be tho
most important meeting of Us kind in the
history of the organization. Ten days are
yet to elapse before the big convention
convenes, and there is 1.0 question but
that more names of delegates will be re
ceived by Secretary Richardson.
Secretary Richardson stated yesterday
that it is already assured ;hat there will
be three special trains to this congress
from three different states. Nevada,
which Is fast coming to the front as one
of the great Irrigation states, will be
splendidly represented, and Governor
Sparks, of that state, has already request
ed more than 100 of the leading citizens
of Nevada to attend, in addition to the
delegates from several organizations there
having authority to appoint representa
tives. Utah Delegation and Choir.
The Utah delegation, including the fa
mous Mormon choir of Ogden, with 200
-olccs. will probably number 500 in all,
while all of the Industrial and commer
cial organizations of Colorado, with the
active co-operation of Governor Jesse P.
McDonald, of that state, are at work to
secure an enormous delegation.
The representation that will be prent
from Idaho, California. Washington and
Oregon will of necessity be much larger
than these four states ever had before.
Delegates are being named from all over
the United States. The attendance of
prominent men. Secretary Richardson
says, will be larger than at any previous
session.
The sectional conventions will be held
in the Chapman School building and will
be in charge of Irrigation exports of Na
tional reputation, Including all the promi
nent engineers connected with the Fed
eral Reclamation Service.
List of the Speakers.
Following is a list of some of the
speakers:
Governor Pardee, of California, presi
dent of the congress; Governor Chamber
lain, of Oregon; Governor Jesse F. Mc
Donald, of Colorado: H. "W. Goode, pres
ident of Lewis and Clark Exposition:
James F. Smith, president of Mormon
Church, Utah; Charles H. Fulton, United
States Senator for Oregon: Sam Hill.
Seattle; Francis J. Honey. United States
District Attorney, San Francisco; John
Mulr, of California; Thomas Carter,
United States Senator for Montana;
Theodore B. Wilcox, Portland, president
of Trans-Mlsslsslppl Commercial Con
gress; John W. Noble, St. Louis, ex-Soc
retary of the Interior; Glfford Plnchot,
Chief Forester, Forest Service, U. S. A..
Washington, D. C; Fred H. Newell. Chief
Engineer. United States Reclamation
Service; Dr. A. C. True, director expert
ment stations. United States Department
of Agriculture, Washington, D. C; E. A.
Beals, Portland; C. W. Eberlaln, San
Francisco.
In a circular letter sent out by F. H.
Newell, chief engineer of the Federal
Reclamation Service, a brief account of
the work that has been done in different
states since It was authorized by act of
Congress is given. This letter states that
the largest amount of Irrigation work
done by the Federal Government has
been done in Nevada. No work has been
done in Oregon except in the way of
preliminary surveys, and when the Na
tlonal Irrigation Congress is in session it
is the intention of Oregon delegates to get
some action taken by the convention
that will start Irrigation activities in this
state.
It was for this punfose. Secretary Rich
ardson says, that tho congress was called
to meet in Portland this year. Oregon
needs help and it Ls proposed to secure
this help through the congress if possible.
