WHERE THEY DO DISAGREE In the Main, He Declares, He Is Not Opposing the Administra tion in Regard to Its-Policy. After all It seems that Senator W. B. Heyburn. of Idaho, Is still on the Roose velt reservation, and there Is no war "between Idaho's Junior Senator and the President regarding? forestry matters. Senator Heyburn was here yesterday at tending the Bar Association meeting and took occasion to enter some denials. "That's all rot, the talk that I have broken with the President," said he. "While we may disagree in some mat ters In the main, there Is nothing to war rant tho statement that I am opposing the administration. "Just what the President's forest re serve policy Is to be I am not sure. I 'favor such protection to our forests as shall leavo the land open to settlement by actual eettlera I believe in the Gov ernment's aid and assistance wherever it is necessary to protect against fires and waste of timber. "I am opposed to the withdrawal of tho Idaho forests from settlement. The set tler certainly is the safest guardian of his own claim and the surrounding coun try against fires. "I think the laws and departmental reg ulations which have transferred large portions of the railroad land grants in Washington, Arizona and other states and territories to Idaho by means of the ex change system are altogether wrong. TThelr effect Is to transfer land grants In other sections to Idaho, which, under a misinterpretation of the letter and spirit of the law by the Interior Department, lias allowed the lands in alternate sec tions of such other states and territories to be exchanged for solid blocks, carrying vast areas of valuable timber lands of Jdaho, disregarding entirely the limitation to alternate sections contained in the original railroad land grants. "In Idaho the withdrawals for forest reserve include more than 700,000 acres of state school lands, which, under the act of admission and the constitution, have a minimum value of $10 an acre. The lieu privilege of selection of other lands for these is comparatively of little value, in view of tho fact that the withdrawals from and selection cover tho only class of lands which would be worth the price at which state lands could Tjc sold for educational purposes. "My action in Congress will bo along conservative lines for the restoration of these lands to settlement by homestead ers. Already the withdrawals In Idaho amount to 25 per cent of the entire area of the etate, and more withdrawals are promised." MEN OF WESTERN AFFAIRS Distinguished Speakers at Trans 3Iisslsslppl Commercial Congress. Prominent local business men are pre paring to make the Trans-Mlssisslppl Commercial Congress one of'the most im portant gatherings held in connection with the Lewis and Clark Exposition. Arthur F. Francis, secretary of the con gress, who has labored diligently in bS half of the coming gathering of promi nent men, has assurance that leading men from almost every state in tho Union will take part In the various im portant discussions that will bo taken up during the session. David R. Francis, president of the Louisiana Purchase Ex position, at St. Louis, is on his way to Portland, and will reach hero In a few days. At the approaching: congress sub Jeots of vital Importance to the future of the state will be taken up, among them discussion on deepening the, Columbia Elver channel and the Oriental trade. Governor George E. Chamberlain, of Oregon, and Governor Albert E. Mead, of Washington, will welcome tho guests. Mayor Lane will do the honors for tho City of Portland, and President Goodo will act in behalf of the Exposition. In iehalf of Portland's commercial bodies, addresses will be delivered by H. M. Cake, president of the Comerclal Club; W. D. Wheelwright, president of the Chamber of Commerce, and G. W. Allen, president of the Board of Trade. Among the distinguished, visitors who will be pres ent are James J. Hill, president of the Northern Pacific At present. Mr. Hill is making a tour of the Pacific Northwest, and will arrange his trip so as to bo in Portland during tho congress. The other speakers are Theodore B. Wilcox, president of tho congress, and Hon. John Barrett, United States Minis ter to Colombia. F. B. Thurber, president of the United States Export Association, will speak on tho subject, ''Future Mar kets of the Orient." August 18 will be devoted to tho "De partment of Mines and Mining." Hon. J. H. Richards, president of the American Mining Congress, will make tho principal address of the day. Edwin H Benjamin, president of the California Mining Asso ciation, and Colonel T. W. M. Draper, of San Francisco, will speak on this day. Dr. Roland D. Grant, of Vancouver, B. C, will talk about "American Scenery dnd Its Effects Upon Travel"; Theodore P. Bhonts, president of the Isthmian Ca nal Commission, on the subject, "The Isthmian Canal"; and Hon. John W. No ble, on the "Department of Commerce and Labor."
