Attor ney Ben Irwin, while probing among the land records of Milwaukie some 45 years old at Oregon City, discovered an old plot that may give that pioneer town a public park. He found on an old map that several blocks in the heart of the old town, now occupied by homes, had been intended for a public park. Just what the discovery amounts to remains to be seen. Owners of the homes on the land In question sold in fee simple, and it is hardly possible that any old plot, musty with antiquity, can throw a cloud on their titles. However, the old maps and plots of Milwaukie are a little mixed to the dedication of -some streets the Council have undertaken to throw open, and there may be some trouble over the matter. Mount Scott Cars Are Crowded. Beginning with the first car in the morn ing up to about 7 o'clock, and in the evening from 6 till after 7 o'clock the Mount Scott cars are overcrowded. With the 6 o'clock car In the evening a trailer is attached and It Is filled. A man who comes in every morning says he has counted more than 130 people crowded into a car in which there was hardly a breath ing spell. The people In the southeast ern district say the company is using all Its extra cars on the Oaks route, while they are compelled to suffer continual hardship for -want of car facilities morn ings and evenings. Lat Reader Resigns. C. L. Parker, who has been lay reader for the Episcopal mission at "Woodstock, has resigned, and that work has "been taken up by Rev. H. D. Chambers, district missionary, who will conduct services in the Church of Our Saviour once a month. Mr. Parker has been quite active In that district for several years, both at Wood mere and Woodstock, keeping alive the interest at both places and furnishing services Sundays. Must Tib Horses. Davis, 293 AInsworth avenue, died at Napa, Cal.. July 31. The body has been brought to Portland and the funeral will be held from the home of E. A. Davis this after noon. The interment will be in River view Cemetery. To Recover Money. The Mount Hood Brewery Company has begun suit in the East-Side Court to recover $247.20 from John Beatie. alleged, to be due for stock and rent of premises on Holladay avenue, which has been attached under the pro ceedings. Midway Wants Hose. People of Mid way, on the Milwaukie, between Brooklyn and Sellwood. want hose for their reel. They have a hosecart and some other apparatus, but are without hose, and are practically helpless. There are about 100 houses without any protection. Laying Mains on the Peninsula, Active work has "been resumed on the Peninsula pipe line toward Portsmouth and University Park at North Alblna, and about 40 men are laying the main. There was some delay for want of pipe. Sellwood Gets Fire Hose. The Sell wood Volunteer Fire Company will re ceive 1000 feet of fire hose. At the fire men's building a tower has just been completed for this hose. Six more hy drants are to be placed In Sellwood. Frank O'Con nor, arrested on a charge of being out after hours, has been identified by Leroy Berry and Harry Wilcox as a room thief, who entered their room In the Ross house. First and Salmon streets, about 2 o'clock yesterday morning and stole $15 from a pair of troupers and also took a gold watch. Bern claims that there were two men, but that the "pal" of O'Connor escaped. Berry chased the two men In "his night robes alter they had left hla room. The man who escaped threw away the watch, which was afterwards found by a policeman. The money found on O'Connor when searched at the station tallied with that stolen from Berry- , Detectives Have a Clew. A clew to to the safecrackers, who attempted to blow the safe at the East Side Bank last Saturday night, has been found by Detective Snow, hut so far he has been unable to locate vhe criminals. He made a hurried trip to Cascade Locks Wednes day night in sc-arch of Roy Pfaff and his slsier.ln-law Mrs. Pfaff, who are al leged to have made the attempted rob bery. Detective Snow learned on his ar rival at Cascade Locks that Pfaff and his companion had left, supposedly for New York. Tolegrams have been sent to the principal cities in the East to arrest the parties if they are found. Fire in Paint Shop. Great excitement but small damage resulted from a fire on the 'fourth floor of the building occupied by Fisher, Thorsen & Co. as a paint store. Front and Morrison streets, at 11:15 o'clock last night. When the flames were first discovered, it was feared that a big fire was about to break out. but the prompt arrival of the Fire Department prevented this. Thousands flocked to tho scene, and the police were obliged to stretch ropes to keep the crowds back so the firemon could work. It is supposed the fire originated from spontaneous com bustion. Street-car traffic to East Port land was stopped for 45 minutes. Insane Man Arrested. After threaten ing to cut the heart out of Patrolman Hart with a claspknife, at Third and Pine streets yesterday morning, James Lawlery. a man over 65 years old, and who Is supposed to be Insane, was ar rested after a etruggle in which he tore the coat of the officer. With the help of Constable Lou Wagner and Patrol-driver Gruber, Lawlery was overcome and taken to the station. Lawlery has repeatedly threatened to kill the officer when spokon to. Hart pulled his revolver on the man yesterday with the intention of prevent ing success of an attompt to use the knife. Cutworms Destroy Vegetation Whole garden patches and flower bods are being destroyed In Portland by the ravages of the cutworm or armyworm, which has done incalculable damage to gardens In East Multnomah County. Several cases have been reported in the city where the gardens have been destroyed In one night. The worma seem to come In swarms like locusts and will eat up a flower-bed. in a few hours. They have a habit of first attacking the body of the plant and then xatlng dovn to the roots. Ashes and lime are used to destroy the pest. Visitor Drugged. John Kalne, a resi dent of North Dakota, who has beon visiting the Fair, was found wandering about a hall of the Marquam lodging house at Sixth and Alder streots yester day in an apparently drugged condition. Kalne was uable to give an account of his movements, but said that his watch and about $12 had been taken from him by a stranger. Dr. Zan was called to the Police Station to attend the man and found that his condition was such that it was necessary to take him to St, Vincent's Hospital. Bictcle Thefts Numerous. The great number of bicycles stolen during the last month leads the police to believe that an organized gang Is operating in the city for this special purpose. During July 50 wheels were stolen and very few of them have been recovered by detectives. In many cases the numbers. It is claimed, the only means of Identification, have been removed. ' Erect New Flour Mill. J. Gill, of Minnesota, has secured property in St. Jfhns on which to erect a flour mill with a capacity of 2500 barrels. Mr. Gill has the backing of Minnesota capitalists, and work will shortly start on the erec tion of the building. It Is one of the most important concerns St. Johns has secured for some time. Arrested for Trespass. Richard Meln ning, bartender at the Hotel Portland, was arrested last night for trespassing upon private property and breaking down a door.. He owed a bill for room rent to Mary McKay, It Is. charged. She held his trunk and belongings as payment. He objected, it seems, and broke in and took out his property. Arrested for Drunkenness. Sergeant of Police Hogeboom last night arrested Ed Call and locked him In the City Jail on a charge of drunkenness. Call at tempted to sell some shoes at a store, and was thrown out into the street. An In vestigation la in progress to learn where he secured the shoes. Arrested for Speeding Automobile. Harvey O'Brien, an insurance agent, wns arrested by Policeman Endlcott at Sev enth and Washinjton streets, last night, for speeding his automobile faster than eight miles an hour. The arrest was made on a warrant Issued out of the Municipal Court. Desirable Resident Property Sold. The two double flats on Thirteenth and Taylor streets, owned by Mrs. Inez A. HIbbard, was sold yesterday by her agents, F. O. Northrup & Co., to B. A. Henslee. who has recently moved to this cits. The price was. $17,000. Girl Is Reported Missing. Mrs. J. Rust, residing at 426 Grand avenue, yes terday reported her daughter, Maude, aged 16 years, as missing since the eve ning of July SO. A search is being' made for the missing girl. PATROLMEN'S TRIAL They Are Accused of Various Offenses. BLACKMAIL AND DRINK One Policcmnn Is Charged With Being Intoxicated and Another With Taking Money From Fallen Women. In consequence of alleged indiscretions of one sort or another, four members of tho Portland Police Department were "on tho mat" before the Police Commissioners yesterday afternoon, and, while no de cisive action was . taken in any of tho cases, the episode afforded Commissioner Greeno a golden opportunity to read the riot act to every policeman in town upon the question of sobriety, either on or off duty. Mr. Greene announced in plain lan guage that It would be the policy of the board hereafter to enforce strictly the rule regarding drinking while on duty, as well as the rule governing drunkenness under all circumstances. Patrolman E. A. Schneider, of the Upshur-street police station, was on trial for drunkenness and absence from duty. In having, on tho afternoon of July 24, failed to report at headquarters. He is a new man on the force, and. while admitting that he took several drinks of whisky at the time indicated, undertook to excuse himself upon the ground that It was done for medicinal purposes, he having been ailing at the time. The accused of ficer set up the plea also that he was unaware of the existence of any rule of the Police Department precluding him from Indulging In an occasional drink while off duty, and it was at this stage of proceedings that Commissioner Greene took occasion to lecture him to the ex tent that "policemen of Portland are to abstain from Intoxicants on or off duty. We want It understood that the force must be composed of sober men." Mr. Greene supplemented these remarks later by the declaration that It was the Intention of tho Commissioners to conduct the Police Department of this city upon the same basis as any business house. "No railway corporation," said he, "would have a drunkard In Its employ, and we propose to operate very much on those lines. While It Is not Intended that the men shall be total abstainers while off duty, .It must be borne constantly In mind that drunkenness under any circum stance will subject the offender cither to suspension, reprimand or dismissal." , In his own behalf. Schneider testified that after taking the drinks to cure some stomach trouble, he went to sleep In a chair at his room and overslept, be ing aroused by one of the other officers whom Sergeant Baty had sent out to look for the derelict His record has been good thus far. and he claims that he Is not In the habit or drinking, so that he Is affected by the slightest quantity of liquor, particularly while In an ailing con dition. It Is llkoly that he will get off with a nominal punishment on account of this being his first offense. Night Patrol Driver J. H. Price was charged with unseemly brutality In con nection with the death of a man named Joseph Stafenotch, who committed suicide on the morning of July 23. at tho Ryan Hotel, by shooting himself In the stomach. The patrol wagon was called, and Ser geant T. W. Taylor and Patrolman M. E. Llllls accompanied Price to the scene of the tragedy, Llllls being In charge of the wagon. Price was not only accused of using brutal language in connection with the matter, but was charged also with having selected the most circuitous and rugged route In taking the Injured man to Good Samaritan Hospital, and having mani fested undue Impatience while Taylor and Llllls were inside the hospital by con stantly sounding his gong, to the detri ment of the patients In the Institution. The drift of the testimony for the de fense was in tho direction of proving that Price was not only humane In his treat ment of cases that came under the scope of his duties, but that he was an expert driver and fairly gentle In manner. Inci dentally It was partially established that there was some personal feeling behind the charges against him. and that both Taylor and Llllls were quite chummy. The matter was taken under advisement by the Commissioners. The most serious charge of any was that against Patrolman L. K. Evans, who was accused of blackmailing fallen wom en of the North End district The chief witness against him was a French woman known as Mrs. Hector Moumal, who con ducts an establishment at 00 Fourth street North, and who alleges that Evans was In the habit of exacting toll from a wom an named Carmen, who occupied the premises at 273 Davis street He Is charged with other antics unbecoming an officer and a gentleman, and Mrs. Mou mal's story was corroborated, In a way. by a French girl named Anita Anfray, of 6214 Fourth street The case was post poned. In his own behalf Evans denied the story of the women. Policeman C. B. Jodon. whose beat Is In the vicinity of the East Sldo depot was accused by Lewis Hamilton, of 94 Union avenue, with having "rushed the growler" for two women while on duty, but Hamil ton was not present to substantiate his charges, and Is reported to have fled, per mitting his mantle to fall upon J. C.
