CHINA HAS CONDEMNED IT
Dr. Morrison Says Government Op
poses An ti-American Movement
"Which Is Organized by Stu
dents Educated Abroad.
VICTORIA, B. C July 28. Dr. Morri
son. Pekin correspondent of the London
Times, arrived by the steamer Tartar to
day on his way to "Washington to attend
the peace negotiations. Interviewed re
garding the boycott established by Chi
nese against American merchants and
merchandise in China, he said he did not
think the moi'ement would araume great
proportions. "While it -was a boycott on
a larger scale than any previously at
tempted in China, it was without govern
ment sanction, as had been alleged, and
at the end of June, shortly before. he left
Pekln, an Imperial edict was sent to the
Governors and Viceroys of provinces or
dering them to do what they could to
stop the movement.
In the larger Chinese cities It was not
considered that the movement is suffi
ciently serious to cause alarm.
Regarding the report telegraphed from
Shanghai that Japanese Influences were
brttavAd to be belilnd the movement, the
well-known Pekin Journalist said he did
not believe this for an instant. Just now.
he said, the tendency was to blame the
Japanese for everything that took place
In the Orient. From his wn observations
he learned that the Japanese have the
best feeling toward the United States.
The boycott movement is being organ
ized by societies of Chinese students,
many of whom were educated in Japan
and abroad. They petitioned the gov
ernment to refuse to agree to such legis
lation as the exclusion act, which put
a stigma upon the Chinese nation, and
the boycott, a .weapon used for hundreds
of yeurs in China, was started to further
their cause.
Regarding China's attitude towards the
forthcoming peace conference, he said a
section of the Chinese wanted representa
tion for China at the conference, but bet
ter counsels had prevailed on its being
shown that the meeting was in no sense
an International one, but solely for the
belligerents. The leading Chinese officials
are confident that Japan will act In good
faith. He said the feeling In Japan, since
the appointment of M. "Witte and Baron
Rosen by Russia, was that the meeting
was to be a bona fide one and that peace
will ensue
The Japanese were much jubilant over
"'jH they termed the recovery, rather
than the conquest, of Sakhalin.

VICTORIA, B. C;, July 2S. A dispatch
from Hongkong by the steamer Tartar
states that, mass meetings of guilds con
tinue to be held at Canton and Hongkong,
at which arrangements Tircmade to fur
ther the boycott acainst ' the United
States. Delegates have ben appointedto
visit different guilds In China; and
board has been arranged to gather data
from the Chinese in America regarding
their disabilities, the information to be
published in pamphlet form for distribu
tion throughout China, and circular let
ters will be sent to Chinese In America
urging them not to be disheartened, but
to stand stanchly by the movement.
Chinese papers are printing columns of
bitter attacks upon the United States and
recounting stories of alleged degradations
and outrages practiced upon Chinese in
America, which aid in inflaming the peo
ple of China.
CHINESE QUIT THE STANDARD

HONGKONG. July 2$. (Speclal.)-The
boycott on American goods and American
business concerns is developing strength
more rapidly than was expected. By an
order of the boycott committee, the Chi
nese at work on the premises of the
Standard Oil Company at Canton haw
left and arc seeking employment with
local concerns.

BIG LOGRAFT ARRIVES.
Towed. From Columbia to Golden
Gate in Five and Half Days.
SAN FRANCISCO. July 28.-(Speclal.)-The
big lograft that was towed -out of
the Columbia Blver by the steamer Fran
cis Legxett for this port came Into the
harbor this morning. The steamer was 5V4
days bringing the unwieldy tow down the
coast. The raft came into the harbor in
tact, and Jt was towed up on the mud flats
of Mission Bay, where It will be broken
up.
The raft 3s 720 feet long, 65 feet broad
acd S3 feet draught. It contains about
S, COO, 000 feet of lumber.
The tearaer Francis Leggett has over
1.CO3.000 feet of lumber on board, which she
Is taking to San Pedro. As soon as she
replenishes her fuel supply, she will go
on down the coast.

'Robbed of Money, Jewels and Life

DETROIT. July 2S. Thomas Meyer, aged
89. a broker near police headquarters, was
killed tonight by thieves, who caught him
alqne in his office. The thieves got away
