THE MORNING OREGONIAN, WEDNESDAY, 'APRIL' 5, 1905. HENEY ST WORK Today, Evangelistic Day of 1 Prayer This Store Closed The Meier (& Frank Store Portland's Largest and Best Store Today, Evangelistic Day of Prayer This Store Closed From 11:30 to 2 P. M. Federal Grand Jury Is Investigating. From 11:30 to 2 P. M. 16- BOOTH-KELLY INQUISITION Ex-Register Bridges Telis the Whole Story. LAND FRAUDS WILL BE BARED Confessions of Witnesses, Govern ment Documents, Tales of Guilt Wrung From Unwilling Lips Make Up the Record. Like trained veterans called the second time by their country to service, th Fed eral grand jury swung into lino yesterday morning, responded to rollcall. listened to the brief charge of Judge BelJInger and advanced upon the little bare room on the third floor of the Federal building. It was all so easily done and with such i. matter-of-course air that the 50 days' Interim seemed to be but so many hours, md the course of the investigation began zgain whore it had stopped, with no flurry and no excitement. The mill of the Government has begun again to grind, but whether the pace is Elow or fast no one of those, who know will toll. Five days -will be the duration of the machinery's motion, and one of those periods has gone, but in spite of the shortness of time some strange trans formations are scheduled to appear. Se crets of men. public documents of Gov ernment record, confessions of thieves, tales of guilt wrung from public officials, testimony of innocent victims sucked into tho pool of crime this motley array of pabulum is being poured into the hopper of the mUl, and from it will come neat typewritten indictments, trials, convic tions and punishment. Heney Is Reticent. Sir. Heney, the miller, is earnest in his work and silent. Ho Is saying nothing, but that seems more dangerous for the peace of somebody's mind than words that and his smile. "What Is the grand jury investigating?" he is asked. "I do not know," is the answer. "Will there bo indictments this week?" "I do not know." "Will the Booth-Kelly Lumber Com pany be investigated?" asks the persist ent one. "I do not know," is the refrain. Booth-Kelly and Land Office. In spite of the reticence of the Govern ment officials there is something pending. Whether it is the Ttoseburg Land Office and its officials, or the doings of the Booth-Kelly Company, or both, is un known, hut it may be both. J. H. Booth, ex-Recclvor of the Land Office; J. T. Bridges, tho ex-Register; Senator R. A. Booth, of the Booth-Kelly Company: S. C. Bartrom, forest superin tendent of the Cascade reserve; A. Kelly and his brothers. George H. and John Kelly, of the lumber company; W. "W. Thackarah, clerk of the Roseburg Land Office; Frank H. Alley, an abstracter of Boseburg; these and many other resi dents of Eugene, Boseburg and other places near by are -waiting in the corri dors of the Federal building to be called before the jury for their testimony. These witnesses mean either that the Booth-Kelly Company or the Land Office is under fire, or it may mean that both are being investigated. Like Siamese Twins. The case of the Boseburg Land Office and of the Booth-Kelly Company are closely related and the Illegal acts of the conspirators In the one are entwined -with the circumstances of unlawful conniv ance of the other. The Booth-Kelly Com pany wanted land, thousands of acres of fine timber, and the Land Office was re lated to the company as brother to broth er. The employes of the lumber company took many homesteads, hundreds of them, and the story has It that the proprietors put up the funds. Yet the brother of the proprietor saw nothing in the wholesale transactions, did not see that improve ments and forms of law were being neg lected, but passed the cases on to patent. The titles given by the Government passed from the mill employes to the mill owners, but still no action was taken by the Land Office. Some claims were sought after by more than one person and the race to file was close, but it is eaid that the office was oppn to the proprietor of5tho company and the handicap of a night won more than one piece of timber, which other wise .would have been lost to Messrs. Booth and Kelly. These in part are the stories that are being investigated by the grand jury. On the one hand the illegal acquisition of timber by the Booth-Kelly Company, on the other the lax methods and perhaps the open violation of law on the part of the Land Office. And the one crime is partner to the other, wherefore it may be said that the two oaees may be now be fore the grand jury side by side. Bridges Tells All. Bridges is said to have told the Gov ernment many things which he knew, a multitude of inside facts and figures dam aging to himself, perhaps, but equally so to those associated with him. His story has not been a willing one, but it has been complete and -very Jlkely some time it will "be convincing if not convicting. The efforts of the secret service men who have been working for the Government for tho months past have piled up a mass of evidence corroborative and material, which will be presented to the jury and used in the trials yet to come. All in all it ia rumored that the Government has a very complete case in more than one in stance, as will be shown during the Sum mer which is coming. It is expected that indictments may not be returned until the last day of the grand jury's existence, which will be Tuesday, April 10. But it is thought that some im portant and startling documents will be made public by that time. Of the exact date, however, no one knowa but Mr. Heney and ho will not tell.
