City of Portland.
C. M. Levey, of Tacoma, assistant
to President Eliott, of the Northern
Pacific; J. M. Hannaford, second vice
president of the road, and J. G. "Wood
worth, general traffic manager of the
same line, reached the city last night
from Seattle andswill remain in Port
land several days. The officials of the
Northern Pacific forming the party are
here to attend the conference to be
held on April 6 and 7 between the
traffic representatives of the transcon
tinental railroads and the members of
the North Pacific Coast Jobbers and
Manufacturers Association.
J. C. Stubbs, traffic director of the
Harriman lines, will reach the city on
ADrll 6 from San Francisco, where he
is now on a tour of inspection. Mr.
Stubbs Is recognized as the leader of
the traffic men to gather in the city
for the conference, and as the oldest
of the party will be its spokesman.
Represents Great Northern.
It is announced that Ben Campbell
is sick at his homein St. Paul and
will not be able to come to Portland
to attend to the business of the meet
ing for the Great Northern. His place
will be filled by J. C- Eden, of Seattle,
assitant general traffic manager, who
will reach Portland the day before the
conference to be present at the meet
ing. J. M. HannaforJ, of the Northern
Pacific, will also represent the Great
Northern In the meeting, such ar
rangement having been made by Mr.
Campbell.
The members of the Jobbers Asso
ciation are awaiting with great Inter
est for the day of the meeting to ar
rive that they may learn what decision
has been reached by the traffic repre
sentatives after having studied the ar
guments as presented at the last meet
ing during the latter part of January.
It is thought, however, that there will
be concessions granted by the rail
toads and that the contentions which
have disturbed the peaceful harmony
of the dealings between the jobbers
and the transportation men will be
settled for some time to come at least.
Following Out Plan.
This is in pursuance of the announced
intention of the traffic men when they
left the city during the latter part of
January after having attended a two
days conference with the Jobbers' Asso
ciation in regard to the dlstributativo
rates back from the Coast. At that time
it was announced by Mr. Stubbs. who
was the spokesman for the railroad men,
that the party would return in about
three months, and that when they did
return they would have decided upon
some verdict to be given which would
show plainly what the jobbers could ex
pect from the transportation companies.
At the first meeting the requests of the
Coast shippers were plainly and logically
set out before the traffic representatives
and each point was discussed thoroughly.
The general contention Is that the trans
portation companies charge too high a
local tariff on merchandise shipped from
the terminal points to the Interior. For
'arying commodities different concessions
were asked, and It Is thought when the
jcond and final meting is called on April
6 or 7, that the verdict of the railroad
men will be to grant a material decrease
in the local charges now in effect.
Cannot; Ignore Spokane.
The time has passed when the Portland
jobber can afford to ignore the existence
of Spokane as a jobbing center, and, al
though the Portland merchant still re
gards the demand of the city by the falls
for terminal rates as something hardly
short of preposterous, yet they are not
now asking for more than a fighting
chance in the territory contiguous to the
Inland town. The Palouse country, the
Southern Idaho basin and the land be
tween those districts and Portland are
those to be effected by the change in
rates, if the change is made.
"What will come If the requests of the
shippers are not considered by the rail
roads Is a question of mystery. The story
of how Spokane threw all of its business
to one line is still fresh In the minds of
those who are interested, and as one of
those who Is prominent in the association
puts it, "there are several clubs waiting
in the corner, but we hope that none of
them will be needed."
But whatever the outcome of the con
ference, the visiting traffic men will be
met with outstretched hands and wel
comed as brothers and benefactors upon
their arrival, for- from their visit It Is
hoped that good tidings will be born.
Soldier Shot and Killed.
HELENA, Mont. April 3. A special to
the Record from Havre says Richard F.
Hardaway, member of Company F,
Twenty-fourth Infantry, stationed at
Fort Assinniboine, was shot and instantly
killed last night at the Half-Way House,
a resort near Havre, by Robert Mudd. a
trumpeter of Company H, Twenty-fourth
Infantry. It is reported the shooting was

Clear and pleasant weather prevails gen
erally in the North Pacific States. It is
much warmer In Oregon and Western Wash
ington, and slightly warmer elsewhere in
thin district.
The indications are for increasing cloudi
ness Tuesday along -the Oregon and Wash
ington coasts, which will probably be fol
lowed by showers, and for fair weather In
the interior of these states and in Idaho. It
will be cooler In Western Oregon and West
ern Washington and warmer east of the
Cascade Mountains.
