Vo i t 1 LEAGUE GETS SHOOK Oregon Development Associa tion Is Surprised, RAILROAD RATE IS TOO HIGH Tom Richardson Announces, How ever, That Members of Organ Ization Are Not Discouraged Nor Will They Quit Work. "We are notifying all the corresponding officers of the 52 organizations which, compose the Oregon Development League as well as the state officers that the convention which was to have been held In this city April 4 and 5 has been called off," said Secretary Richardson of that organization yesterday. "Now with regard to a situation very similar to this. The Southern Pacific Im migration Department la now arranging for a Northern Settlers' Convention to be held In Galveston, Tex., April 2L 23 and 23, and will not only give an ex traordinarily low rate, but all the other railroads will join in this rate, and the fiouthenf Pacific has put Into service sev eral hundreds of their Immigration agents in order to make this meeting a suc cess, all of these, of course, having free transportation, and the purpose of this convention Is Just exactly the same as that of the Oregon Development League. "While I don't know the exact rates that have been made for this occasion, I do know they are very much lower than those we aro asking for here, and remember I am not talking about a pop ulous section of the country- It takes a, great big portion of South Texas to show tip a white population equal to that of Oregon, and the territory Is practically gridlroned with railroads and the competition Is Intense. "Now, In addition to the extraordinarily low rate the .Southern Pacific Immigra tion Department has gone to all parts of the country and Invited distinguished speakers to be present on this occasion, and, of course, free transportation is furnished these speakers, as well as ex pense money. "It has been the oustom of the railroads centering for Instance at Houston, Tex., a city whose population does not ex ceed 40 per cent of that of Portland, to give for important events a rate as low at one-half cent per mile for actual travel; for Instance, from Orange, a distance of 100 miles, $1 for the round trip; the same from Bryan, Yoakum, and that section of Texas which Is not thickly pop ulated, and you may rest assured that this character of rates will be given to Insure the success of the Northern Set tlers' Convention. But there Is more com petition there than here. "The Oregon Development League Is now composed of 52 separate bodies. It .never occurred to me that there would be even a serious discussion regarding one fare for the round trip. I do, however, wish to be put In the position of aylng that I understood when the one-fare rate was made last August that it did not establish a precedent. I believe the rail road officials made a mistake- The liberal policy is the one that wins, and low rates encourage travel just as low prices bring additional customers. "The Oregon Development league is really a splendid organization. Many of the bodies throughout the state are doing good work. For us to have un dertaken to hold a convention at a greater Vrato than one fare for the round trip would have been simply recklessness. It is much better for us not to have any convention at all than to have had one that was not successful. "The Good Roads movement was be ing worked up for a great section. Judge Scott, president of the Oregon Good Roads Association, and the Good Roads Committee of the Portland Commercial Club, In connection with similar organiza tions throughout the state, had assurance that their part of the work would add greatly to the convention. The ilarquam Grand Theater was offered without charge. A great many delegates had been named, and while no statement of the kind had been, made, there was an under standing over the state that a one-fare rate would rule. "No one Is discouraged. The Incident will in no wise deter the progress of the Oregon Development League. The cam paign for the future will be more active even than has been in the past. CITY MAY LOSE CONVENTION National Association- of Letter-Car- rlers May Not Meet Here. Whether or not the biennial convention of the National Association of Letter- Carriers will be held in Portland next September Is now a question to be decided by a referendum vote. It wa3 proposed to hold the convention in Portland from September 4 to Septem ber H, but the refusal of the Trunk Line Association, controlling passenger rates cast of Chicago, to make a low rate for the convention has upset the plans. James C. Keller, president of the association. has now sent out letters to the different organizations calling for a vote as to whether the convention will be held in Portland or Minneapolis. In spite of the discouragement of rates. the Portland organization is working hard to retain the convention, and will do all in its power to Insure Its meeting here. It is thought that the co-operation of the Fair officials will be productive of good with the railroads, and this is being eought.
