DISPLAYS BEING PREPARED 6tate Commission Takes Initial Step Towards Assembling State Exhib its for installation in the Exposition Palaces. The resources of the 6tate of Oregon are to be shown at the coming Lerris and Clark Exposition as are those of no other state. The visitor at the Exposi tion will, with very little effort, be able to gain a knowledge of the state as a whole and of each of the counties. Of all the expensive and comprehensive state exhibits, that which Oregon will have at the Western World's Fair wiiv.be in the lead. This Is the announcement made by the Lewis and Clark State Commission, which has charge of the Oregon participation. The work of assembling the vast and ex pensive exhibits was commenced yester day under the supervision of President Jefferson ilyers and the commission. The work will be in direct charge of General Superintendent Galloway. Competition Among Counties. Counties will be notified to send on their displays at once in order to give plenty of time for their installation In the most effective manner. Nearly every county in the state has provided for special ex hibits, covering every resource of the state. The general state display will in clude forestry, education, mining, agricul ture, horticulture, livestock, dairy prod ucts -and fish and game. One clement of the Oregon exhibit that "Will tend to its success is the fact that there will be . a friendly competition among the counties, each putting forth its best effort to overshadow some other county. This spirit of rivalry has al ready become manifest in the applications for county space, a number of the larger bounties of the state trying to outbid their neighbors. The desire to send competitive exhibits to the Fair is furthered by the cash pre miums offered by the Exposition, which will make a cash rebate for meritorious exhibits. Most of Counties in Line. Of the 23 counties of the state 24 have provided exhibits and several others are in communication with tho Commission, Slaving seen that they were losing pres tige by failure to be represented at the JFalr. Tho counties now in line are Benton, Josephine. Yamhill, Folk, Umatilla, Baker, Morrow, Sherman, Crook, Tilla mook, Gilliam, Wallowa, Harney, Mal heur, Wasco, Coos, Washington, Colum bia, Lincoln, Marlon, Clackamas, Linn, Douglas and Lane. The value of the county exhibits aggre gates $50,000. For their Installation near ly half of the Agricultural palace and Forestry building has been set apart. UTAH COMMISSION APPOINTED Big Appropriation Ready for Uso After Escaping Rough Voyage. Details of the terms under which the recent appropriation of $30,000 was made by Utah for the Lewis and Clark Exposition were announced In a com .snunlcatlon received by Secretary IL 23. Reed yesterday from Secretary of State C. S. Tingly. The communica tion states that the spending of the anoney will be in charge of tho Gov--ernor and a state commission com posed of four members. This commis sion has already been selected and is composed of W. K. Walton, F. W. Flsh burn. Rudolph Kuchler and Webb Green. The exhibit will be a complete one of the resources of the state. There will be an unusually fine display of minerals and the agricultural dl; play will also be a notable one. Most of the exhibit will be housed In the Utah building for which funds have been provided. The appropriation of $30,000 makes a total allowance from Utah of $40,000, jis a $10,000 appropriation "was made by the Legislature of two years ago, On several occasions the appropriation question was threatened with a rough voyage. First, one John Q. Cannon thought the money ought to be dl vertcd for use at St. Louis, but fcls 'claims in this direction suddenly lost color when, as president of the com- jnisslon, he was accused of mlsappro .prlatlng: the Exposition funds to his own use. Next, one Harry Joseph, who will be remembered by those who attended the recent session of the American Mining' Congress, tried to have a bill put through the Utah Legislature repealing the original $10,000. In support of his view he called attention to the treat xnent of the Utah delegation when a delegate named Powers took the view . that the Mormon people had been ln . suited by the Portland Rose Society. That inqldent has been dropped and even Mr. Joseph, as a member of the Legislature, finally relented his stand against Portland and supported the ap propriation bill which was passed. PENNYPACKER IS FRIENDLY. Pennsylvania Governor Favors Par ticipation and Selects State Day. Although, for technical reasons. Gover nor Pennypacker, of Pennsylvania, vetoed tho Lewis and Clark appropriation bill for $00,000 after It had passed the Legis lature, the matter Is soon to hi straight ened out and the amount will be made available for the Pennsylvania display. Jn a letter to Exposition headquarters Governor Pennypacker states his friendly Interest In the Exposition and says he expects an early settlement of the dif ficulty. He also requests that October 4 be set apart as Pennsylvania day. . That date is the anniversary of the battle of Gormantown. It is probable that an entire special tram will be required to carry the Penn sylvanla delegation. Besides the large number of business men and sightseers who are coming, the City Council and Mayor of Philadelphia are considering1 the feasibility of maklnr the trip. At recent session of the Council the mem bers were unanimously in favor of the junket across the continent to Portland, although definite action was not taken. They have planned to come with the fa roous Liberty Bell, which has been s- cured for the Exposition. " The bell wil be brought her la time for the EXPERIMENTAL GARDENS AX THE LEWIS AND CLARE! EXPOSITION. SHOWING THE AMERICAN EOt IN BACKGROUND. "Warm weather, -with occasional ehoirera, b&a brought tho experimental gardens, which, occupy the west side of the Lewis and ClaxJt Exposition, grounds. Into a flourishing condition. Flowers, grosses and vegetables have pushed through the ground, turning tho gardens into a bright green square. All the flowers and vegetable growth will be in the very best condition by tho time of the opening of the Exposition, as trained gardeners will be constantly at work; looking after the gardens, and no pains or expense win be spared to make them an attractive part of the Fair, as well as a, practical demonstration of the wonderful productive qualities of Oregon coll and climate. In the background ia the American inn, built partly over the lake shore. The framework of the mammoth hostelry la well along towards completion, and a force of staffworkers and plasterers will be put to work there by the end of next week. It Is Intended to open the Inn early In May. or sooner it the 300-room building can be made ready. opening of the Exposition. Special Com missioner alclsaac, who was ordered home from the exploitation work last week at the conclusion of his labors. is to be detailed to escort the bell to Portland, and he will leave on his mis sion shortly after his return from the Middle "West. Would. Get Married for $2500 Portland Woman Anxious io Give Matrimonial Exhibition on "The Trail." SOME time since. Miss Nellie Beards ley, of 215 Morrison street, caused furore at Exposition headquarters by calling at the office of tho secretary and calmly announcing that she wished to be married. Just as Secretary Reed, flat tered by the announcement, was about to explain that he had already entered into the nuptial state, the young woman went on to say she had succeeded in securing the other party to the affair. "What she wanted was a premium to get married in public at -the Exposition. She named John Bristol as the prospective groom and said they were willing to undergo any arrangement for the ceremony. Just to show that 6he is in earnest, Miss Beardsley forwarded a communica tion to Exposition headquarters yester day, announcing she and the groom-elect have decided that July 4 is the' proper date for the ceremony and that they would prefer to have the knot tied on tho Trail. Incidentally they would like to have $2500, probably believing that any one slack enough on Ideals to make a public per formance of a marriage ceremony ought to- receive plenty for the breach of de cency. While tho Exposition does not wish to participate in, or encourage such a prac tice, the proposition will be turned oyer to one of the many Trail concessionaires. who are always on the lookout for things that might attract people and money. WAR ON WEEDS IS TO BEGIN Ordinance Regulating Billboard Ad vertising WIH 'Come Up, and Bill to Prosecute Property-Owners Who Fall to Cut Weeds. With a -view to further extending the fight of the Chamber of Commerce Civic Improvement Board for the beautifying pf Portland throe ordinances will be in troduced before the City Council this af ternoon which, if passed, will prove a great aid to the Board. A. K. Bentley will Introduce an ordinance for the regula tion of billboards and for elimination or objectionable advertising. Mr. Bentley will also present an oral- nance, drawn up by L E. Crouch, attor ney for the Civic Improvement Board, at tho suggestion of President Wheel wright, which would prohibit the operat ing of woodsaws within the Are limits of Portland. The fire limits include prac tically all the business districts of this city. Will Attack High Weeds. The third ordinance to be presented by Councilman Foley provides that any property-owner or agent of the owner, who shall permit weeds, bushes, shrubs or trees to grow upon their lots or prem ises to exceed one foot In height will be guilty of maintaining a nuisance. The provisions of the ordinance provide xnar. It shall not apply to anytning tnat is irrown for use or ornament. Property- owners who allow rubbish to accumulate on their lots or premises would also be liable to conviction on the charge of maintaining a nuisance. This ordinance was drawn up by S. H. G ruber and has received the approval of President Wheelwright of the Chamber of Commerce. City Attorney McNary was furnished a copy of the ordinance and It also met his aproval. Believes Ordinance Will Pass. "I believe this ordinance will pass with out substantial opposition," said S. H. Gruber last evening. "1 have seen a number of the Councilmen and I only en countered one member that was opposed to the ordinance In the least. The others all seem'ed In favor of It. and several promised to support the ordinance when it came up for passage. I cannot see anything so far that would hinder it from beinr enacted. "There is no doubt In my mind that an ordinance of this nature would prove an extremely effective remedy for the clean-Ing-up of Portland. Property-owners would have to keep their vacant Iot3 In good order. Piles of rubbish which now can be seen on nearly every vacant lot in the city would be removed by the owner of the property or his agent would be liable to arrest and conviction in the Municipal Court Vacant Lots Covered by Weeds. "As it now Is many of the vacant lots are covered with a thick and heavy irrowth of weeds and shrubs. They offer scavangers a dumping-place, and as result nearly every lot in town Is filled with tin cans and all forms or refuse. People throw rubbish ia lots that are covered with weeds and shrubs even I though they might be near their resl dences. This accumulation of refuse and debris, which has been going on in some neignoornooas ror years, is very un heal thful and opens the way for epi demics and the spreading of disease. "This ordinance docs not apply to trees or bushes that are useful or ornamental. Shrubs which even grow wild, but never theless are attractive, will be allowed to remain on lots. If the ordinance is passed there Is no danger of Its not being enforced. The Chamber of Com merce Civic Improvement Board has al ready taken steps to see that the pro visions of the ordinance are carried out in case It should be enacted." Says Woodsaws Are Nuisance. It B. Invitation was received by the board yesterday to send delegates to tho Willamette Valley Development League Convention, to meet in Salem on March 3. An invitation was also read from the Grant's Pass Miners Association. asking that delegates be sent to the Southern Oregon Good Boads Associa tion Convention to be held at Grant's Pass on March 21 and 22. Delegates will be sent by the Chamber to both of the conventions. Throughout the day persistent and unsuccessful efforts were made by the officer to ascertain the iden tity of the boys who perpetrated the trick. "This Is one of the worst deeds of boys recently reported,' said Chief Hunt, "We will use every effort to bring those guilty of it to Justice. It is a great wonder that worse damage and loss of lives did not result. It seems strange that boys will do such things, but we frequently receive reports of things of dangerous nature they have done."
