EXTENSION !S NOT NECESSARY Government Engineers Remove Dan gerous Rocks From Three-Mile Rapids, Which Will Be Safe Ten Months a Year. Satisfied -with the progress of the Celilo portage road, confident that the road can be operated ten months of the year, or as Ions as the Cascade Locks, and assured that the road will be ready for business by May 16, the State Portage Commission and members of the Open River Associa tion returned last evening from an Inspec tion of the project which is to open a course for navigation round the Celilo obstruction. Join the Lower and Upper Columbia River together and make that stream an unchoked artery of commerce from Lewiston and Priest Rapids to the Pacific Ocean. The party -was convinced that Three Mile Rapids, -which lead from the lower terminus of the road to The Dalles, -will be safe for navigation ten months in the year, after the National Government shall have worked out its project of removing dangerous rocks and widening the chan nel; therefore, that while extension of the portage road from Big Eddy to The Dalles would be helpful to navigation, that is not necessary. In the party were: George B. Cham berlain, Governor; F. I. Dunbar, Secre tary of State, and Charles S. Moore, State Treasurer, constituting the State Portage Board; J. A. Smith, of Blalock, president of the Open River Association, and W. J. Mariner, of the same place, secretary; J. N. Teal, of Portland, attorney for the association; Henry Hahn. of Portland; J. T. Peters and F. A. Seufert, of The Dalles, and John F. Carroll and Captain B., W. Spencer, of Portland. The day was superbly clear and warm and free of the customary blasts that blow round Cape Horn and "Wind Moun tain and carry cutting sand like chaff before the gale and drown the music of Celilo Falls. A gentle breeze blew up the river, bringing Springtime's green to the sheep-nipped hills and rosy blooms to the pisclverous squaw ladles camped in the spray of the falls. Progress at Three-Mllo Rapids. The visitors were gratified to see that the work of the Government engineers In Three-Mile Rapids is making that nar row channel a safe waterway for all stages of the river except those of ex treme xresnec xney naa neen perpicxea by doubt whether that channel would be open to steamboats long enough in the year to Insure the full benefits of the portage road. In order to approach the lower terminus of the road at Big Eddy, which is four miles above The Dalles, steamboats must pass through Three-Mile Rapids, about three-fourths of a mile long. In the rapids are dangerous rocks which menace the safety of steamboats, owing to the swirl of the water and the cross-currents. Many of the rocks have been broken off and sunk In the depths of the river, and the Government engi neers, directed by Major Langfltt, are In the midst of the -work. A great deal of "shooting" with dynamite has been done, and a huge crane mounted on a. scow is picking up the fragments and dropping them into the river. The water of the Columbia Is so low Just now and the flow so gentle that the rapids are safe for boats of all kinds. The ascent was made yesterday in a small gasoline launch, the Simplex, which conveyed eight persons from The Dalles to Big Eddy in an hour and a half. In the boat besides two employes of the craft were Messrsi Dunbar, Moore, Teal, Mari ner, Spencer and Carroll. At Big Eddy this party was joined by Governor Chamberlain and Messrs. Smith, Peters, Seufert and George McClellan. one of the State Engineers. Thence the combined party proceeded to Celilo Falls in buggies. Grading Nearly Finished. Thor portage road is to bo a little more than eight miles long. Nearly all the grading has been done, but a great deal of trestle is yet to be built. About two and one-half miles of trestle is to be built, and probably half a mil of that distance Is finished. It Is durably made, and where exposed to the beat of the water each bent ia made up of five piles. One and one half miles of the grading is filled In with Band, which must be riprapped to protect It from wind and river. The visitors were eager to have the fills protected as soon as possible, owing to possible danger from wind, but were consoled by the thought that. If such a misfortune should occur, the contractors. Nelson & "White, would be liable. TV. F. Nelson, one of the con tractors, however, was easy in mind, and said that there was no danger and that the fills would be secured against the wind as soon as possible. The contractors have been at work since .February G, and, according to the esti mate of the visitors, probably one-fourth of the construction Is finished. In the next month construction win proceed much more rapidly. By the terms of the contract the road Is to be finished by May 15 on penalty of $500 for each day'a tardiness. Mr. Nelson said that, unless somo unforeseen delay occurs, the road will be complete on contract time. Most active of the party in pushing the portage project has been J. N. Teal, who was recognized by the contractors arid engineers as a sort of director of the work. Mr. Teal was a foremost mem ber of the Open-River Association in se curing subscriptions of money to supple ment the state appropriation of $165,000. Yesterday's trip was arranged by him, and he acted as steward of the party. Owing to tho certainty that the Colum bia River will have but a small freshet this year, tho portage road can be oper ated all Summer. Usually it will be necessary to suspend, operation during June and July, the months when floods will be highest The portage. follows closely the line of the proposed Government canal, and ul timate! 5- will be superseded by that water way. The party was interested In tracing the course of the canal, but the route was marked only by stakes set by the Government surveyors. Fire Protection for Hood River. HOOD RIVER, Or.. March 10- (Special.) -the property-owners and business men of Hood River conferred last night with ,C J. Stone, of the Portland board of Insurance underwriters, concerning the re quirements for a system of fire protection that would guarantee a reduction of ln- ' suranco rates. Mr. Stone promised to recommend a reduction In the present Urates provldxtthe-water-coap3Ay main- talned a. reservoir reserve of 750,000 gal ions or more, and that the city put In at least 21 hydrants, two hose carts and two volunteer fire companies. The business men of this city are pay ing out $12,000 a year in fire insurance. In many blocks the rate is 10 per cent. The local water company agrees to fur nish fire protection at their own expense, provided the business men pay the com pany a portion of the saving In insurance. EL00D CRIPPLES SAKTA EE. Track Washed Out and Bridge Dam aged by Heavy Rains. ALBUQUERQUE, N. M.. March 10. All Santa Fe trains for the "West are held at this point Indefinitely. Heavy rains to the west and south have swollen all streams along tho Santa Fe Pacific and the Rio Grande divisions of the Santa Fe. and the line is badly crippled. The Big Blue Water dam on the Rio San Jose and the Cubero dam on the same stream have gone out, and the floods have played havoc with the Santa Fe tracks, which closely parallel that stream for nearly two miles. The huge steel bridge at Rio Puerco station, where the railroad crosses the Rio Puerso, buttressed with immense stone walls and piers at enormous cost a year ago. Is so badly damaged that It Is Impossible to got trains across it, and It Is feared the bridge may bo swept entirely away. The track along the- Rio Grande, near Tajoya, south of this city, sear the con fluence of the Rio Puerco with the Rio Grande, Is badly damaged, large stretches being completely washed away. The company has ordered several carloads, of sacks of 8 and to this point to prevent more serious damage. Five hundred In dians and Mexicans are at work at Rio Puerco to save the bridge and get the track open for business. No Pay for Food Inspectors. HELENA, Mont, March 10. Through 'the failure of the late Legislature to make an appropriation for paying the salary and expenses of the Milk and Meat In spectors of the state, the law which has been in operation very successfully for two years has been rendered Inoperative. Tho oversight of the Legislature was dis covered by State Auditor Cunningham, when in making out warrants for vari ous claims he found no provision in the appropriation bill. The State Board of Meat and Milk In spection Is astounded over the discovery. There are rumors that enemies of the measure encompassed the defeat of the appropriation and the matter will be In vestigated. Should Remove- Floating Mines. PEKIN, March 10. The chief ship ping firms of Tientsin have approached the British authorities, advocating- act ive measures against the danger of the floating mines In the Gulf of Pe-Chi-LL The British authorities communicated with Yuan Shan Kan. "Viceroy of Chi Li Province, asking- for his co-operation In the work of destruction, suggesting that he send a Chinese man of war to assist Admiral No ell, in command of the British fleet In the China station, who was communicated with, is very desirous that all the authorities cor dially cc operate, as the passage of tho northern waters 1b attended with considerable danger. Will Raise Transatlantic Rates. LONDON, March 10. In accordance with the agreement arrived at during the recent conference of representatives of the trans-Atlantic steamship linos, the Summer tariffs will be Inaugurated April I Instead of May 1 as heretofore. The gen eral Increase in saloon rates from $5 to $12.60 according to the class of steamer, and the increase la the second cabin ates by 55, which applies both to Sum mer and-Winter, will go. into effect March Italian Rioters Shot Down. NEW YORK, March 10. Dispatches from Lamls, near Manfredonla, report according to a Herald dis patch from Naples, that peasants, pro voked to riot by local matters, attempted to storm the custom-house and town hall.
