Charier Swindells, -who I? to be a Webfoot backstop this season, passed through Portland yesterday on his -way to Join Manager McCredie at Bakers field. When not playing ball. Swin dells follows the legal profession. He has hung his shingle Dut at Belllng- ham. Wash and with his partner has built up a good practice; Swindells mingled with the local fans for a couple of hours yesteruay and made a very favorable impression. He likes the team that McCredie has signed and has a word of praise for Catcher McClcan. While all the Government projects for the Improvement of Oregon rivers -and harbors, provided for in the appropriation bill just passed, are important to the state, those which directly affect Port land's commerce are those covering the Columbia and Willamette Rivers. In this is Included the completion of the jetty at the mouth of the. Columbia, the con etruction of the Celilo Canal and the im provement by clearing and deepening the channel of the Upper Columbia and Snake Rivers, the Upper Willlamette and Yam hill Rivers, the Lower Willamette and Columbia Rivers and the Columbia be tween Vancouver, Wash., and the mouth of the Willamette The Improvement of the mouth it the Columbia River consists at present in the construction of a jetty, known as the south Jetty, which, when completed, will extend seven miles seaward. There are now about five and one-half miles prac tically completed. The project for this improvement contemplates the securing of a 40-foot channel with at least a width of one-half mile over the bar. The in tended work of the Government to pro vide this is summarized in the annual re port of the Chief of Engineers for 1901 In speaking of the project, this report says; Bar Depth of Forty Feet. "To produce a bar depth of 40 feet and a channel of suitable width, not less than one-half mile, and to maintain it perma nently will, in the opinion of the board require a nearly complete control of the ebb flow across the bar. The beneficial results following from such control are seen at the present gorge, just within the end of the existing jetty, where great depths are found, and a depth of 40 feet is projected seaward one and one-half miles beyond the end of the controlling work. With the extension of the south jetty the north bank of the channel will undoubtedly grow seaward and Increase in height Should the growth of this bank in length and elevation be sufficient to give the necessary control of the ebb flow. no works in addition to the south jetty will be required. The board is, however, not satisfied that this will be the case. It therefore recommends the construction of a north jetty at such time as its ne cessity becomes apparent, and in case the south jetty alone falls to produce or maintain a permanent 40-foot channel." The plan of improvement at this time. therefore, covers the full construction of the south jetty, hut should that fail to give the desired results the north jetty will be undertaken. With the compara tively small appropriation tor this year it will be Impossible to complete the south Jetty this season, but sufficient should be accomplished to insure its completion next year. The first work this Spring will be the repairing of the tramway and super structure destroyed by the storms of this Winter, following which extension work will be taken up. For the Dalles-Celilo Canal. The appropriation for The Dalles-Celllo t'anal was won only after a long and per sistent light, the details of which are still :n- the minds of the citizens. This im provement provides for the construction of a canal and locks to overcome the ob stacles to free navigation of the Colum bla above The Dalles. When completed this canal will open the Columbia to un interrupted waterway commerce for a dis tance Inland from the sea of more than eOQ miles. It Is regarded as one of the most important "Improvements undertaken bj the Government and the realization of this Importance will hasten its comple tion, no iv that its cost has been assured and provided for. The other Improvements of the Will amette and Columbia Rivers consist of their deepening by dredging and the ciearance of such obstructions as snags and rocks. He went to the St. George Hotel, where ho had left her six weeks ago to return to Spokane. but could not find her. fie sought her on the streets, in the boarding-houses and the hotels, and was about to give her up for lost whon he wandered down Into the North End and caught a glimpse ot her going Into Fritz' s saloon on Burnside street with a stranger. He did not care to follow her, so he sought the aid of the police. Sergeant Hogeboom was detailed by Captain Moore to go with Osbourue and arrange a conference. He found the woman without trouble and got her away from her companion temporarily to talk to her former husband.
