WHY FRAUD IS THE RESULT Blames the Men Indicted Not So Much as the Feudal System Which Permits of Such Wrong-Doing;. "Slamo for the atrocious and far reaching land frauds ia Oregon lies not so much with the men against whom indictments have been or may be returned, but with the iniquitous feudal system of landholdlng which survives in this country at this late Uay," said. C. E. S. Wood in the oourse of an interesting and instructive ad dress under the auspices of the Young People's Culture Union of Temple Beth Israel at Concordia Club Hall last evening. "The system is all wrong and Just about as stupid as human ignorance could devise. When the early Anglo Saxon conquerors of Britain had ex terminated or subjugated the island ers, the chieftains stood upon moun tain tops and parceled out the land to their sub-chiefs, they in turn dividing the provinces or counties among their men-at-arms. "Charles, sitting in Whitehall one morning, with a few strokes of a quill gave Pennsylvania to William Penn, although he had never seen the land and had no more moral right to It than I have at the present time. He gave Maine to Mason in the same manner and other vast grants to adventurers and favorites that they might pay their debts from the proceeds of their princely gifts. "This wicked and illogical method of holding land was brought to this country from England where it liad Burvived from feudal times. It was ac cepted here and incorporated Into our constitution and statutes. The title to the public domain was vested in Con gress to dispose of by fee simple paper vleed as It saw fit. It was wickedly stupid and since the formation of the Government we have been saddled with it Consequently we have had land frauds from the very beginning. Engineered by Corporation Lobbies. "The timber and stone act was en gineered by corporation lobbies for the purpose of securing monopolies on our timbered lands. The law is ridiculous but admirably framed for their pur poses. It is an invitation to steal. Un der its terms a citizen is given 160 acres of land. Now 160 acres of timber won't do the individual the slightest good unless he can sell it It is not enough to warrant him building saw mills, make the timber into lumber and build transportation facilities for getting either his lumber or logs to market. Consequently, he sells it at the first opportunity to the corpora tions who inspired the law. "The title to all land should be based npon actual occupation and use. That 1b the only honest and economic law of realty possession. If the law of the water was applied to the land there would be no such thing as frauds. "A man goes out upon the sea to fish. Another man may, if there is room, bring his boat alongside and fish with the same right. A man should be per mitted to hold land only as he Improves and uses it. So, I say, our stupid sys tem of feudal land tenure is responsible for the land frauds and the misappro priation of the public domain." The subject of Mr. Wood's address was- "Economic Freedom," and he touched upon a wid variety of sub jects bearing upon the question. Before the speaker was introduced. Miss May Bang "Dry Thy Tears," and when Mr. Wood concluded Dr. Stephen S. .Wise made a few remarks. COTJ3ICIL1IA2T MAKES EEPLY. Takes issue With W. B. Hall as to East Side Improvement. PORTLAND, Or.. Feb. 25. (To the Editor.) My attention has been called to an article appearing In yesterday morning's Oregonian that I cannot allow to go unchallenged, pro viding you allow me space In your valuable joper to reply. It seems that one W. B. Hail. ex-Councilman of the Eighth Ward, which I have the honor to represent at the present time, has attempted to take the writer to task for some conditions frtc on the Eaet Side, referring In particular to the barri cading of the Grand-avenue bridge at a point between East Stark and East Oak street, say ing that "If the Councilman would look after the, interest of the people who elected him instead of giving so much attention to the North End. he could find something to relieve the situation." Now I have this to say in my defense: About one year ago I had on ordinance put through the Council for the rebuilding of the above mentioned Grand-avenue bridge, but through the efforts of TV. M. Ladd. acting for the Xadd estate et al., this improvement was de feated by remonstrance, but Just as soon as the allotted time allowed by the charter had expired. I made another attempt to have this bridge reconstructed, but one Mr. Bayler. who was afraid he might have to pay. a part of the improvements of others, circulated a remon trtranco against this improvement, and I am Informed killed the Improvement of this street for another six months, unless "at least BO per cent or more of the property affected thereby shall subsequently petition therefor." I will say further that during the past 18 months I have made three different attempts to have this roadway improved either toy constructing a roadway of wood or a dirt fill, and had I had as much assistance from some of those knockers as I have received knocks from the members of that ancient or der, the Improvement of Grand avenue would have been a pleasant memory of the past In ttcad of an irritating boog-a-boo of the present. And right here allow me to digress a little in permitting me to make a reply to Mr Vlnrll In today's Oregonian. In the replanklng cf Bast Burnslde street from the east end of the Bumsido-streot bridge to Grand avenue. Neither MrJ Virgil nor any other citizen of the State of Oregon ever made a request to me or to anyone else that I am aware of for any assistance in the replanklng of East Burnslde street. Had they come to me, I certainly would have favored It and used my petlto Efforts to secure for the property-holders some assistance if I could not have them relieved of the entire hurdon of replanklng this street, notwithstanding the fact that East Burnslde street Is lined with business blocks that are bringing the owners some revenue, while East Morrison street referred to in Mr. VlrglTs criticism, has only a business block here and there along the fitrect, and. further, the property-holders along the street redecked this roadway three times in a period of eight years, and two years later when It needed re decking they asked for assistance, which was both Just and equitable and which they re ceived. East Oak street, East Eighth street. East "Water street and many other streets on the East Side that have been Improved in whole or In port of the general fund. And I might add that one saloon alone In the North End pays more revenue to the city annually than all the retail hardware stores In the city, and fur ther this particular saloon that I have in mind, does not exhibit Its wares on the side walk in front of Its place of business. In conclusion I will my that It the quiet knock that I received in yesterday and to day's paper was for the. purpose ot heading off my candidacy to my renomlnatlon, permit me to inform my many friends and others that this was. "Love's labor lost," as before I was Inveigled Into accepting the nomination of Councilman. I entertained an opinion that any business man that would accept such an office was a "natural" and 32 months tenure in office has confirmed this opinion. Finally I will say that I am only too willing to compare records with W. B. Hall, who served as Councilman at $1000 a year and who had the honor of representing the 6ame ward that I now represent. Gee, living at 83 North Tenth street, was arrested at 9:15 o'-clock last night at Sixth and Davis streets by Patrolmen Seymour and Jones for extortion and impersonating an officer. It is alleged that Gee represented himself to women of the lower world as a police officer, showing them a shield, and demanded money for "police protection." Two of his alleged vic tims, Gertie Carson and Grace Camp, living at the Saranac, positively identi fied Gee at the police station last night as the man who had accosted them on the street and compelled them to turn over their money. From the two women, it is charged, he obtained more than $15. It Is understood that other women will be brought forward today to Identify Gee. Guy Newell Boothby, Novelist. LONDON, Feb. 27.
