TO MAKE FAVORABLE REPORT Affairs of Institution for Care of Un fortunate Boys and Girls Said to Be In Good Condition Throughout. The joint committee of the Legisla ture, consisting: of C. W. Nottingham, of Multnomah, and Representatives T. B. Kay, of Marion, and B. S. Hermann, of Coos, which committee was to make Investigation into the management of the Boys' and Girls' Aid Society, as conducted by W. T. Gardner, has met with the Board of Directors consisting of Mayor iWilliams, Dr. T. L. Eliot, I Li. Hawkins, J E. Beach and Mrs. White. At the last session of the Legislature bji appropriation of $4000 was made for the benefit of the society, and this year the society Is asking for aid from the State to the amount of $9000. This circumstance, which makes the ptate a party to the control of the in stitution, is responsible for the investiga tion just made by the committee. Charges fcave been made against the management JVC Hap Showing Proposed Irrigation District in Malheur County. The accompanying: map represents In Malheur County the proposed Irrigation district whoso lands the National Gov ernment plans to reclaim for uses of agriculture. A bill haB' passed the Ore eon Senate, and is in the hands of the House irrigation committee, to authorize the district to bond itself for $350,000 for purchase of water rights, which the Reclamation Service desires to have taken from individuals and Irrigation companies, no that the Government project can have an open field. This is one of the conditions stipulated by the Reclamation Service. The district con tains 300,000 acres of land, and on the cast boundary fronts Snake River for 00 miles. Both the Malheur and Owyhee Rivers, which flow through the district, empty into the Snake. In the district arc the best lands in Malheur County. of the place and the Legislature thought it best to see what ground there was for the allegations. It Is charged that Mr. Gardner was not entirely right In his accounts; that he was very severe in the management of the charges of the Institution and that he had more help employed than was necessary for the management of the home. All these charges have been found to be without foundation by the investiga tion, so.it is said, and their reports will be in accordance with these opinions ex pressed before the departure of the com mittee for Salem yesterday. Superintendent Gardner was able to furnish vouchers for all of the money expended by him to the entire satisfaction of the members of the committee. It is said that he was able to show that he had not been more, severe in the management of the inmates than was necessary for the maintenance of discipline. It was also apparent to the Investigation that no more help was hired than was neces sary for the correct management of the place. The committee, accompanied by the Board of Directors, with the exception of Judge Bellinger, who was in Salem, vis ited the home and listened to the expla nations of Superintendent Gardner. After the visit an adjournment was taken to the office of Judge Bellinger, where the situation was thoroughly discussed, and It is said that no foundation could be found for the complaints.
