10 THE MORNESG OREGONIAN, THURSDAY, JANUARY 26, 1905. DEFENDS GUARD RAILS STREET-CAR OFFICIAL ASSERTS CRITICISMS ARE UNJUST. Showing Made of the Benefits Accru ing to New Feature of Morrison Street Bridge Roadway. Since the opening of the new Uorrison street bridge there has been considerable comment concerning the guard timbers separating the team tracks from the street railway tracks. Bearing on the subject the following statement is made by Vice President Swigert of the Portland Con solidated Street Hallway Company., who was manager of the. City & Suburban at the lime, the contract was made: It seems to ve that the opposition to these guard timbers is largely based upon a wholly erroneous impression as to their relative effect upon team and car traffic People generally eeem to forget that the clear width of the roadway on the Morrison-street bridge is ex actly the came as the streets leading to it. and the same width as 95 per cent of all the street of the city, which Is to My 36 feet In the clear. They also apparently forget the fact that any load that can travel on any part of Mor rison or East Morrison street without wholly obstructing street-railway traffic can cross Morrison-street bridge. It is true that some of the widest loads would project over the guard timbers, and cars could sot pass them, but It would be the cars, and not the teams that would be delayed. In case of breakdown, there are removable portions of the guard timbers, so that follow ing teams Can get around the obstacle with very little delay or difficulty, but the truth is that there is practically' no danger what ever of breakdowns on the bridge, so long as teams are separated from the rails. During the entire 18 years that the Morrison-street bridge has been operated neither myself nor the bridge-tenders can recall a single break down which was not directly due to an at tempt to cross or turn out of the tracks. The reason for this is perfectly clear, when It is remembered that the bridge floor is smooth, while the. streets are always more or less rough, and a vehicle will carry from two to three times the load across the bridge that it will on the streets leading to it. The only people who are Inconvenienced in the slightest degree are those who may be driving a light vehicle behind a heavily-loaded and slowly-moving truck: but is it not better that the relatively small number of such cases be slightly Inconvenienced than that the 20.000 to 25,000 people daily moved across the bridge in cars should be unnecessarily delayed? The car patrons who traveled under the old conditions must have a vivid recollection of the delays to which they were subjected: and certainly have a right to be heard on this subject. There la certainly reason for giving the Fire Department access to the street-car tracks, and this can very easily be arranged by re moving the cross rails at either end of the bridge: and to this the company will have ab solutely no objections. By doing this, the movements of the Fire Department would be absolutely unhampered, as the cars can cer tainly keep out of their way, while teams on a roadway entirely open as certainly could not. It seems to me that the Fire Depart ment argument is clearly in favor, instead of against the present system. It has been repeatedly stated that this Is a free bridge, and that the cars have no more right to special favors than the teams. It Is true that the bridge is free to all classes of travel except cars; to them it is far from being "free." The Interest charge on the total cost of the bridge amounts to something less than $16,000 per year. Or this the car company Is obliged to pay at least $12,000. or three-fourths of the whole, and in the near future, under its pres ent contract, will probably pay the entire in terest charge on the cost of the bridge, in ad dition to paying their regular taxes and licenses. Under the circumstances. It la not unreasonable that they . should be given a fairly clear right of way. particularly when It is borne in mind that for every individual In convenienced by this arrangement. 35 are ben efited. This question of a clear right of way was the real consideration offered us to cancel our former contract, under which we paid only 51800 per year, and accept the present one. under which we must pay a minimum of $12, O00; and by reason of this Increased payment every patron traveling to and from the East Side on these cars Is benefited without addi tional charge. The present arrangement, is entitled to a fair trial, and If this agitation be stopped pending such a trial, we feel absolutely confident It will never be revived. , COMPLAIN OF BRIDGE. Firemen Say Curbs in Roadway Will Cause Delay. Members of the Fire Department are joining In the objections to the guard rails on the Morrison-street bridge. They assert It will be disastrous for them to trail along In the wake of wagons, when a big Arc necessitates hurrying- But, as It Is the roadway is so narrow there will be no other possibility. The SxS beams beside the tracks are too high to be crossed. Firemen say that the guard rails com pletely destroy the present running time of the department in the central districts on both the West and East Side. Engine Company No. 7. at East Third and Pine streets, answers 39 boxes on the West Side as a helper for -Engine No. 1. It al ways crosses the river. In response to alarms, and In most cases crosses oh the Morrison-street bridge. Besides there are 19 auxiliary Jboxes to which No. 7 re sponds. In case of a big fire on the East Side. Engine No. 1 on the West Side, answers tn Aiht 'Rnst Side boxes, and these are mainly in the central district at the east end of the Morrison-street Dnage. Pnromnn Tlco Roberts, of Engine Com pany No. 7, said yesterday, that it would be impossible for No. 7 to respond on time lo the alarms on the West Side by cross ing on the Morrison-street bridge. "We will have to drop In behind the nmcnwilon of teams." said Foreman Roberts, "and take our time in getting . across to the West Side, when wc are called there. It is not safe to undertake to get the engine over the guard rails Into the center of the bridge, as has been sug gested that we might do. We will have - tnVn nnr ilme In croSsinsr and so will the West Side engine in answering alarms according to the running card, on the East Side. District Engineer Holden ob jects to the partitioning of the bridge. He says: "Walt until we have a big fire on either aide when engines must cross the bridge. Great delay will be caused and after that the guard rails win come out. Oldest Man in Oregon Edward Loner, 101 Years Old, Takes Lively Interest la Af fairs of Life.
