BACKS CLAIM WITH FACTS Statement Is Made of Project's Meaning. - PROSPECTS MORE CHEERFUL Telegram Forwarded to Chairman of Rivers and Harbors Commit tee Asking That Some Pro vision Be Made. "Hon. Theodore E. Burton, chairman of committee on rivers and harbors, Washington. D. C: "The Portland Chamber of Commerce, while appreciating and commending your Just desire that appropriations shall not exceed such sums as are required by ac tual needs and are consistent with true economy, and while urging against any diminution of the appropriation for the Columbia River bar. where continuous work is necessary to conserve results al ready attained, respectfully but urgently recommends that some provision be made for beginning work on The Dalles-Cclilo Canal. This morning's dispatches from "Washington state that your honorable committee wishes to be informed as to whether this project would accomplish results Justifying the expenditure of so much public money as $3,800,000. To this wc answer that only a small proportion of that sum is needed now; that the total expenditure will extend over a term of years; that it would practically complete an open river of nearly 500 miles; that it would promote an area that now produces J30.900.000 annually to a production point of 5200,000,000; that the development of the Oregon country during the last 20 years has not been one-halt what It would have been but for obstacles in the way of nav igation; that this improvement is called for by the unanimous and persistent sen timent of all the citizens of three states who are now working zealously and in perfect harmony to build up the country, and that Congress, by the exercise of the functions that it alone can employ, will only be aiding the energetic efforts of the people in planning to make of the Columbia River an open waterway from Lewiston to the sea. Major Langfltt has reported In faor of the canal, and though doubtless averse to volunteering a further statement, would certainly answer any inquiry ad dressed to him. "VVM. D. WHEELWRIGHT. Feeling that the outlook for the Ce lilo canal, as expressed in the later dispatches from Washington is more hopeful and that this is the time for decisive action, the above telegram was sent by President Wheelwright, of the Chamber of Commerce, last night. Is Time to Act. In speaking of the matter Mr. Wheel wright said: "In view of the dispatches received from Washington yesterday morning wc think that this is the time to make a linal urgent appeal to Chair man Burton. Mr. Burton has been out here and understands thoroughly the needs of the Upper as well as the Lower River and is only prevented, I believe, from favoring :i liberal appro priation for both projects by the de sire to keep appropriations down as much as possible during the preaent session. "That commerce justifies the con struction of the canal requires no ar gument; and I believe it is well known to the Washington committee. The tel egram sent fully expresses my views on the matter. 'The chances for an appropriation for this" project seem much brighter and 1 feel confident that with persistent action on our part sufficient money will be secured to begin work on tho canal this year." Governor Chamberlain is equally emphatic In his views of the necessity for the canal and believes also that en ergetic steps should do taken imme diately to urge this necessity upon the river and harbor committee. When in terviewed by The Oregonlan last night at Salem he said: View3 of Governor. "Immediate action should be taken by the Legislatures of Orogon, Wash ington and Idaho to prove to the rivers and harbors committee In Congress that the commerce of the Columbia River basin warrants the construction of the Celilo canal. In my opinion the lest course to pursue would be for each of these states to send one or two men. the strongest men available, to go to tlie National capital and present the facts before the committee. I be lieve that if a delegation of such men, representing tfie commercial Interests of this great Northwest country were sent to Washington at once they would have no trouble in showing that the building of the Celilo canal would be a profitable Investment. When the pres ent wealth and latent resources of this ast" Columbia River basin are pre sented in the form of definite and rell Bble information no reasonable man will fail to be convinced that the ben efits to the commerce of this region, which would accrue from the construc tion of the canal, would justify the ex penditure of 53.S00.000. Of course men cannot be convinced against their wills, bur if the members of the committee are open to the conviction there ,'are men inOregon. Washington and Idaho who can satisfy their minds upon this point. '"Whether the Legislatures should nelect men or authorize the Governors to appoint makes little difference. Any s.rllon the Oregon Legislature may take along tho line I have suggested will meet ray hearty approval. What ever ir. done should be done at once." Commerce Justifies Canal. W. A. Mears. secretary of the North Pacific Jobbers Association and secretary of the navigation committee of the Cham ber of Commerce, said: "If it simply depends upon commerce Justifying the canal, an appropriation will certainly be made. This canal when com pleted will open up the territory clear to Spokane, and there can be no doubt but that it will divert a large volume of freight to the river, or at least lowor the rail rates, which will be of equal advan tage. Whenever you afford a scope of territory better means to get its produce on the market you increase its value, and population flows in. The trade of the country north of the Snake River at this time goes to Spo kane, ljut with an open river this market would undoubtedly be brought to Port land. The building of this canal fives the up per country access to Hie ocean, and that means a greater production. Lands will become more valuable, population will in crease, and it is impossible to estimate how much commerce will be benefited-" An open river at Celilo will be of the utmost advantage to commerce, since it will open the river to free navigation for 500 miles- from the sea. This will directly affect the states of Oregon, Washington and Idaho and will put the territory of the Upper Columbia River In a position to enter into all markets. By enabling products to be marketed cheaper through lower rates of freight, the canal will be the means of opening up much of the un developed country. When the state portage road was urged in 1S03 It was estimated that a saving of 1 cent a bushel on freight on wheat would save over 564,000 annually to the farmers of Eastern Oregon. It was also estimated that with a canal and open rjver the mer chants and producers of Portland and the Columbia River Basin would save annu ally 51,500.000 in freight rates. The fact that commerce does demand the canal and that its volume is sufficient to justify the appropriation, will be urg ently insisted before the committee and steps taken to prove its value. SHOULD NOT WASTE TIMBER. Visiting Minister Surprised by Size of Oregon Lands. "What are those big logs for, piled up there on the shore? My! they are big fel lows, and would create a sensation back In Boston, my home." This was the Temark of Rev. Ralph Gil lam, who is holding revival meetings in the Second Baptist Church, made yester day to Rev. S. C. Lapham. as they were standing on .the East Side span of the Burnside bridge, taking in the sights. "They are too big to saw up into lum ber without splitting, and that is too much trouble. They will likely be made Into firewood later," was Mr. Lapham's an swer. The logs belong to the Standard Box Factory, and average from eight to ten feet In diameter. There was also a boom of smaller logs lying in the river outside the collection of monsters. "Now, that seems a criminal waste of timber. We used to waste our timber in the East like that," continued Mr. Gillam. "but we don't any more. You folks out here In Oregon will come to see the neces sity of preserving your timber when it gets as scarce as it has In the East. You see those logs?" pointing to some ordi nary piles.
