The com plete programmes for the various mu sical events are not yet completed. CEISIS IS STAVED OFF. Castro Agrees to Terms of Settlement Named by Minister Bowen. Correspondence of Asroelated Press. CARACAS. Jan. 9. It Is said on un doubted authority that President Castro contemplated hastening what he felt to be a crisis with the United States by giv ing Minister Bowen his passports, but was deterred by a report that the Min ister would not accept them. It was in this acute situation that most of Castro's closest advisers induced "him to make overtures to Mr. Bowen. who acknowledged them by suggesting that Castro might be able to settle his differ ences with the foreign powerR by propos ing to submit all disputed claims to arbi tration; to make a permanent arbitration treaty: to pay the fixed sum of 6,000.000 bolivars yearly. Instead of the uncertain SO per cent of the customs revenues, which collected this year only about 3.000,000 "bolivars, and to continue, after paying off the alleged peace powers, the fixed sum to the German and British bondholders. Castro accepted these ideas, except that he would not consent to arbitrate any but American disputed claims, unless the American Government urged him to do so. The proposed settlement is regarded here as of great importance in assuring peace and preventing possible complica tions which might involve the. Monroe Doctrine. DAILY CITY STATISTICS.
