Censidered by Board of Education New Building for Northeast Port land Other Matters Discussed. It is probable that a manual training department will be instituted at the At kinson School In the very near future. This was one of the most important top ics discussed last night by the Board of Education at its meeting. Herman Wit tenberg introduced the measure, saying: "The school at present is not as good as I would like to see it, and by introduc ing the manual training center we can make it one of the best and most popular school in the city. We have promised to start three manual training centers, and I would suggest that we put one in the basement of the Atkinson School, where there is plenty of room for It." No final action was taken on the mat ter. It was directed that plans be prepared immediately for the new school building in Northeast Portland, and for the sev eral proposed additions to schools. It 1 noped that these improvements may b completed by the opening of next term. Nothing was done toward making final arrangements for the new High. School on the East Side. The subject was not brought up, but from remarks dropped after the meeting It is apparent that sev eral members of the Board will vigorously oppose the building of the new structure on the block adjoining Central School. A committee was appointed to regulate the distribution of the fund for increas ing the salaries of teachers. Herman "Wittenberg Is chairman, and will make a report before a special meeting of the Board to be called for the purpose. A great many requests for clemency on account of being absent from the last grade meeting Were received from teach ers, and In most Instances the excuses were that the cars were not running regularly. The Board authorized the pay ment of a number of claims and ad journed. LIVESTOCK-KEN DIVIDED. Many Object to Admitting Railroads and Packers to Association. DENVER. Jan. 9. The city tonight is filled to overflowing with delegates to the National Livestock Convention, which opens In this city tomorrow and which will last through the greater part of the week. From present Indications it will be one of the greatest as well as one of the most Important gatherings of stock' men ever held In this country. There will be throughout the week meetings of numerous affiliated bodies, the National "Woolgrowers' Association leading off this morning with its 40th annual meet ing, which was held In the Tabor Grand Opcra-House. After the annual reports of the officers had been read a committee of seven was appointed to consider the proposed re organization of the National Livestock Association, with instructlons'to report to the general body of the Woolgrowers Association at as early a date as possible. The proposed reorganization Is based upon the various branches of the live stock Industry, each branch being con sldered as a. unit, and the representation of that unit to be regarded as standing for Its interests in the annual livestock conventions, which have of late become somewhat unwieldly on account of the large number of delegates. Each branch of the industry is to be controlled by a general committee of its own members and the sole executive au thorlty of the National organisation will be confined to a committee composed of one representative from each branch of the livestock Industry. During the afternoon session the pro gramme Included five-minute addresses on the condition of the sheep and wool in dustry In the various countries, states and territories. The speakers were: E. S. Goseney. Ari zona; W. A, Ungham. Colorado: L. V. Olcez, California: M. Gwln. Idaho: J. E. florae, Montana; S. Luna, New Mexico; P. L. Flanagan. Nevada; James Gwln, Oregon: James Boyd, South Dakota; R. K. Nichols. Washington, and C. W. Bar. ney, Wyoming. Other addresses on the programme were: "The Growth of Wool Manufacturing In America." John B. McPherson; "Outlook for Woo!." J. Silborman; "The Elimlna tlon of Sheep Scab," D. E. Salmon; "What Makes Good Wool." Theodore Justice. There Is a sharp division among cattle men as to the advisability of allowing railroads and packers to have represen tation in the governing body of the as sociation if the new plan of organization is carried through. President Frank J. Hagonbarth. president of the Livestock Association, is strongly In favor of ad mitting them, and he has a numerous following. Many stockmen, while not opposing the proposed reorganization, are . against allowing either railroads or packers to have anything to say about the affairs of livestock men. They con tend that the railroads, working In con junction with the packers, have com pellrd them to sell their cattle at the lowest possible prices, and they object to an alliance with either one of them A meeting of the cattlemen was held tonight at which the report of the board of managers was read. It related chiefly to the efforts made by the committee to secure legislation favorable to the cattle interests. The members were warned that the railroads would advance rates on cattle In the near future unless the cattlemen took active measures to pre vent it. The report of the committee was approved, and it was ordered to continue its work of .safeguarding the Interests of the cattlemen. AMERICAN SLAIN IN MOROCCO Tribes Engage in War and Loot European Property. LONDON, Jan. 10. A dispatch from Tangier to the Times says: The Vice-Consuls at Alcazar report that there has been serious tribal fighting and that one protected American subject has "been killed and much property belonging to Europeans looted. Fatal Riot in Spain. CADIZ. Spain. Jan. 9. Popular demon s t rations against the custom duties re sulted in an encounter between crowds and gendarmes. The adjourned annual meeting of the Northern Securities Company, which was scheduled to be held in Hoboken, N. J.. yesterday, has been postponed again for one week. Although no In dictments were found today by the grand jury in the Dodge-Morse martial entan glement, it was said that information or such a nature had been laid before that body, that when its report Is finally made, persons hitherto only mentioned in an indirect way will havee been direct ly connected with the case. The private books of Charles w. Morse. it was said, had been examined by the grand Jury and the entries in the books have given District Attorney Jerome ad ditional clues on which to work. OBJECT TO NETDRINGHAUS. Some Missouri Republicans May Help to Re-Elect Cockrell. JEFFERSON CITY, Ma. Jan. 9. (Special.) The caucus of Republicans who are opposed to electing Thomas K. Neldrlnghaus United States Senator was held here this afternoon. Just be fore It was called, four Republican members said that they would vote for Cockrell rather than for Nledrlngbaus. Only six votes are needed to make Cockrell Senator. How much of this talk is "soreness" that will die out Is hard to tell, but the situation Is bad enough to cause considerable anxiety , in Republican circles. , JTLTPINO CONVICTS SLAIN. Attempted Escape From Jail Results in Killing of Many. SAN FRANCISCO, Jan. 9. News from Manila received today tells of an attempt of about 00 convicts at BUlbld Prison to break from jail. It occurred on the after noon of December 7 and resulted in the killing of 16 of the prisoners and the wounding of 40 others. Six of the wounded were not expected to live and 25 others were In a critical condition. Demands the Chadwick Diamonds. CLEVELAND, Jan. 9. Clerk of Cus toms Leach today served formal notice on Nathan Loeser receiver for Mrs. Chad wick, that, If he had in bis possession any Imported diamonds or jewels as a part of the assets of Mrs. Chadwick. upon which duty has not been paid, the same should be turned over to the collector of customs. Mr, Loesser replied that he had no means of knowing whether or not duty had been paid and In the absence of proof he could take no action. Stinson Waives Examination. ASTORIA, Or., Jan. 9. (Special.) D. E. Stinson, who was arrested a few days ago for raising the face of a check given him by the Warrenton Lumber Company, was arraigned in the Justice Court today for a preliminary hearing on an information. charging him with forgery- He waived examination and was committed to the County Jail In default of SO bonds to await the action of the Circuit Court. Bishop Spalding Ib Improving. PEORIA, 111., Jan. 9. The condition of Bishop John L. Spalding continues to im prove, though slowly.
