Crosswalks Are Covered With Sticky Substance That Makes Damag ing Footprints on Carpets. A cry of indignation was raised yester day by the property-owneiB along: North Tenth street, between Stark and Davis streets. These property-owners and resi dents of the City of Portland consider that they have been outraged in connec tion with the recently almost completed sew covering and top-dressing placed on that thoroughfare. The Star Sand Company, J. W. Sweeney and Smyth & Howard were awarded the contracts for repairing the street, the former securing 11 blocks, Smyth & How ard four blocks and J. "W. Sweeney one block. The total cost of the improve ment is 518,085.17. "Where new street crossings were necessary the contracts, it seems, were given to ililler & Bauer, who4 completed tbeir part some time ago. Now arises complaint from the housewives along the street. Property owners admit that the street was in a rather bad condition, but complain loudly about the exorbitant assessment levied upon them for .the kind of work done. There were a few holes and rough spots here and there along the street Crushed rock was spread all over the surface, without a pick or shovel being used to break the old surface; then a thin screen ing of sand was put on and a roller run over the top. For this the property-owners have been assessed about $4.50 per running foot. A few days ago the city refused to ac cept the crosswalks which were put in with cobblestones by Miller & Bauer, and tho contractors Immediately started to take up the first ones and put them down according to the specifications in the contract. As for the complaint from the house wives, it may be stated that the cobble stone crosswalks were put in at the in tersections of Stark, Burnside, Couch and Davis streets with Tenth street. In some of the crosswalks the spaces be tween the blocks were filled partly with sand and the others with a sticky sub stance made of coal tar and pitch. . Tuesday, when the surface of the cross walks was covered over with a thlc coat ing of this mixture and then spread over with a thin layer of white sand, com plaints commenced to fly faster. The children living any place in the neighbor hood for several blocks, on either side of Tenth street, went home covered with the sticky substance, leaving it on every thing they touched. Tuesday evening, about Qultting-tlme, the two crosswalks on Tenth and Couch streets were covered with the coal tar and left without a coating of sand. After dark the crosswalk had the appearance of being sprinkled, and people stepped onto them only to find themselves almost fastened. The houses in the near vicinity were all tracked with the footprints of this malodorous substance. At the Armory there was much com ment upon the affair, and the carpp.ts. some of which are the finest that can be purchased, are almost ruined. Tho side walks along the street are smeared from one corner to the other. The members of families living at 423 Burnside, 29 North Tenth and 15 North Tenth expressed themselves as being very indignant over the damage caused their homes. Some of the property-owners are pre paring to resist the assessment and make formal protest against paying it. TO TriTAlTF, IT INTERESTING. Six Fine Pianolas for an Even $1000.
