War Department Makes Statement
Regarding Strike at Barracks.
WASHINGTON, July 2L The strike of
the bricklayers at the Washington bar
racks has been brought to the attention or
the War Department in, a report submit
ted by Captain Sewell, the offlcer in
charge of the work. The Department's
report is not made public, but an official
said it was a recital of facts already
known. After a conference with Acting
Secretary Oliver today General McKenzIe,
chief of the Engineers of the Army. Issued
the following statement concerning the
trouble at the barracks:
"The matter of the so-called strike of
bricklayers at Washington Barracks is
being given a prominence. In my opinion,
not justified by the facts.
"All the employes In mechanical trades
and skilled labor are secured by the Gov
ernment under civil service rules and
regulations, and when vacancies occur
such vacancies are to be tilled under civil
service rules.
"In the present instance it Is understood
23 bricklayers have quit work. The only
thing to be done in the matter is for the
offlcer in charge to secure substitutes as
required by civil service law. a& In the
case of any other vacancy, and If such
cannot be obtained, to report the facts
to his superior and await Instructions.
"Of course. If workmen cannot be ob
tained In the manner provided by law the
work will have to be suspended."
